Notice of 2026 General Shareholders’ Meeting

Dear shareholders,

The 2026 general shareholders’ meeting (the “Meeting”) of Compal Broadband Networks, Inc. (the “Company”) will be convened at 9 am, June 22, 2026, at 2F., No. 3, Taiyuan 1st Street, Zhubei City, Hsinchu County (Multi-functional Conference Room, Tai Yuen Hi-Tech Industrial Park Phase III).

I. The agenda for the Meeting is as follows:

1. Report Items
   (1). 2025 business report.
   (2). 2025 Audit Committee’s Audit Report.
   (3). Report on the 2025 profit sharing remuneration to employees and directors and the distribution status.

2. Ratification Items
   (1). Ratify the Company’s 2025 business report and financial statements.
   (2). Ratify the Company’s deficit compensation proposal for 2025.

3. Discussion Items
   (1). Please vote for the proposal to release directors from the non-compete restrictions.

II. In accordance with Article 172 of the Company Act, the essential contents shall be posted on the Website of Market Observation Post System (http://mops.twse.com.tw).

III. We hereby issue this letter together with a Notice of the Meeting and a Proxy Attendance Form. To attend the Meeting in person, please sign or stamp the Attendance Notice (no need to send back) and register in person at the Meeting on the scheduled meeting date. To attend by proxy, please refer to the Guidance for Using Proxy to fill out and return the Proxy Attendance Form. The Proxy Attendance Form shall be delivered to the Transfer Agency Department of CTBC Bank Co., Ltd. five (5) days prior to the Meeting for their proxies attending the Meeting based on the obtained sign-in cards.

IV. In case of public solicitation of proxies, a summary will be uploaded to Securities and Future Institute (https://free.sfi.org.tw) no later than May 22, 2026. For further information, please visit the website (Security code: 6674.)

V. The shareholders voting right could be exercised through the Internet during the period from May 23 to June 19, 2026. Please login to TDCC (Taiwan Depository & Clearing Corporation) website (https://www.stockservices.tdcc.com.tw) to exercise voting rights.
