Private trains by April 2023 to reduce railways' debt burden

THE INDIAN RAILWAYS to rope in private operators by Indian Railways on Wednesday to run passenger trains under a revenue-share, long-lease (35 years) model marks a watershed moment in the history of the national transporter, say analysts. Railway board chairman VK Yadav said on Thursday that the bidding process for private operators to run 109 pairs of passenger train routes with 151 modern trains will be finalised by April next year, and the trains will start operations latest by April 2023.

While the plan falls short of privatisation - the many expert panels which laid out the road map for the muchdelayed rapid expansion-cummodernisation of India's railway infrastructure also fought shy of the word 'privatisation' - the new move would likely herald a surge in the long-elusive private investments in Indian railways systems. The Railways has drawn up ₹50-lakh-crore infrastructure investment plan for the ten years till 2030. But the transporter's tryst with public-private partnership (PPP) model has yielded only moderate results so far. One reason for this is that most lucrative areas like passenger train operations have been out bounds for potential private investors. This hesitant

approach to privatisation has continued for long, despite the fact that the transporter's own surpluses have been meagre (it is actually running an operational deficit; under-investment in certain designated funds meant for replenishment of assets, etc, has allowed it to show measly surpluses).

Even for the financial year 2019-20, PPP component under extra budgetary resources $(EBR)$ — which has increasingly become the mainstay of railway capex — was budgeted at $33%$ of the total EBR. At $\overline{5}28,100$ crore, PPP during the year, accordong to the budget estimate, was barely 18% of the total capex outlay of $\bar{x}$ 1.6 lakh crore.

The decision to invite request for qualifications (RFQs) for private sector participation to run 109 pairs of passenger train routes through 151 modern trains alone is expected to generate private investments of about ₹30,000 crore. It is very much likely that more routes will be made available for private operators,

sooner than later. The private trains in PPP mode in the first phase will comprise only 5 % of railways overall operations; this confirms the scope for private investments in passenger operations is huge.

A clutch of companies including RK Catering, Adani Ports and MakeMyTrip and also airlines, including IndiGo, Vistara and SpiceJet are reportedly likely to the bid for operating private trains.

"Trains shall be designed for a maximum speed of 160 kmph. There would be a substantial reduction in journey time. The running time taken by a train shall be comparable to or faster than the fastest train of the Indian Railways operating in the respective route," the railways said. The concession period for the project shall be 35 years and the private entity shall pay the Indian Railways fixed haulage charges, energy charges as per actual consumption and a share in gross revenue determined through a transparent bidding process.

Flour millers seek 23% cut in wheat price under OMSS

The searches took place in Bulandshahr in Uttar Pradesh and Delhi, they added.

अमेरिका में अफ्रीकी-अमेरिकी नागरिक जॉर्ज फ्लॉयड की पुलिस हिरासत में मौत के बाद हुए हिंसक प्रदर्शनों की वजह से कोरोना ा संक्रमण तेजी से फैलने के कोई विशेष साक्ष्य नहीं मिले हैं। जन स्वास्थ्य विशेषज्ञों ने यह जानकारी दी। उनका कहना है कि यदि मामलों में इजाफा प्रदर्शनों के कारण हुआ होता, तो प्रदर्शनों के दो सप्ताह के अंदर मामले बढ़ते नजर आते- और संभवतः पांच दिन बाद ही संक्रमण के मामलों में बढ़ोतरी नजर आने लगती, लेकिन न्युयॉर्क, शिकागो, मिनियापोलिस और वॉशिंगटन डी.सी. समेत कई बड़े शहरों में संक्रमण के मामले उस दौरान तेजी से नहीं बढ़े जहां बड़े स्तर प्रदर्शन हुए थे।

विशेषज्ञों के एक दल ने पाया कि प्रदर्शनों में शामिल 13 शहरों में से मात्र एक शहर ऐसा है. जहां मामलों में बढ़ोतरी का कारण प्रदर्शन प्रतीत होते हैं। एरिजोना में गवर्नर डग डुके ने 15 मई को पूर्णबंदी हटा दी थी और कारोबारी गतिविधियों पर लगे प्रतिबंध हटा दिए थे। विशेषज्ञों का कहना है कि प्रतिबंध हटाए जाने के कारण एरिजोना के फीनिक्स में संक्रमण के मामले बढ़े। प्रतिबंध हटाए जाने के बाद फीनिक्स के बारों में बड़ी संख्या में लोग एकत्र हुए और उन्होंने सामाजिक दूरी के नियमों का उल्लंघन किया।

इस संबंध में अध्ययन करने वाले दल का नेतृत्व बेंटले विश्वविद्यालय के लेखक धवल दवे ने किया। दवे ने कहा कि प्रदर्शनों के कारण कई शहरों में तो सामाजिक दरी के नियम का पालन करने वाले लोगों की संख्या में वृद्धि हुई, क्योंकि प्रदर्शन नहीं करने वाले लोगों ने बाहर नहीं निकलने का फैसला किया इस संबंध में पिछले सप्ताह 'राष्टीय आर्थिक अनसंधान ब्युरो' ने प्रपत्र जारी किया था।

न्दवे ने कहा, 'व्यापक स्तर पर प्रदर्शनों से प्रदर्शनकारियों और प्रदर्शन नहीं कर रहे लोगों, दोनों के व्यवहार पर प्रभाव पड़ सकता है।' विशेषज्ञों का मानना है कि यदि संक्रमण के मामले बढ़ने का संबंध प्रदर्शनों से होता, तो इसके बड़े संकेत अब तक नजर आ चुके होते।

अमेरिका में बढ़ रहे संक्रमण के मामलों के बीच कैलिफोर्निया के अधिकतर हिस्सों में बार और थियेटर बंद किए जाने के साथ ही रेस्तरां में खाना खाने की सुविधा भी फिर से बंद कर दी गई है। कैलिफोर्निया के गवर्नर गाविन न्यूसम ने कहा, 'मुख्य बात यह है कि इस दर पर संक्रमण फैलना चिंता की बात है।'

इस बीच, अमेरिका के उपराष्ट्रपति माइक पेंस ने एरिजोना का दौरा किया, जहां मई के मध्य से प्रतिबंध हटाए जाने के बाद संक्रमण के मामले बढ़े हैं। एरिजोना में संक्रमण के एक दिन में सर्वाधिक करीब 4,900 नए मामले सामने आए हैं।
