OpenLearning Secures SaaS Agreement with Philippine Normal University
Manila, Philippines – 11 May 2026: OpenLearning Limited (ASX: OLL) ('the Company' or 'OpenLearning'), the AI-powered learning management system, is pleased to announce that Philippine Normal University (PNU) has signed a SaaS agreement to deploy OpenLearning's LMS across the University. The agreement was secured through OpenLearning's Philippines reseller, CE-Logic Inc.
Highlights:
- OpenLearning's LMS has been selected by Philippine Normal University (PNU), the country's National Center for Teacher Education, following a competitive procurement process.
- Initial 1-year agreement covering 5,000 students, commencing 1st June 2026 (Term 1, Academic Year 2026–2027), in line with Philippine government procurement rules that limit the duration and value of contracts with public institutions.
- Opportunity to expand the agreement to cover all 12,000 PNU students under a longer-term arrangement following the initial term.
- First Philippine university secured under the CE-Logic reseller agreement [ASX 3rd October 2025], validating the partnership's go-to-market strategy.
- CE-Logic is introducing OpenLearning to its institutional customer base and is progressing a large and active pipeline of LMS opportunities through 2026.
- PNU selected OpenLearning's LMS for its AI course creation, outcomes-based assessment, integrated portfolio, secure cloud infrastructure, and lifelong learning capabilities.
The agreement reflects PNU's strategic priorities under the Philippine Normal University Modernization Program, which calls for the upgrading of pre-service and in-service teacher education capability nationwide. As the National Center for Teacher Education, PNU plays a central role in setting teacher education standards across the Philippines and advising the Department of Education and the Commission on Higher Education on teacher training, curricula and continuing professional education.

Under the agreement, CE-Logic will provide OpenLearning's cloud-hosted LMS to PNU, including the platform's Generative AI assistant and AI course builder, integrated learner portfolios, outcomes-based assessment, interactive learning tools, e-commerce and credentialing capabilities. CE-Logic and OpenLearning will also provide training for administrators, faculty, deans and directors, together with ongoing technical support to ensure adoption of the LMS.
Since signing the reseller agreement in October 2025, CE-Logic has actively promoted OpenLearning across the Philippine education sector, leveraging C&E Publishing's existing relationships with more than 1,000 universities, colleges and schools. CE-Logic has hosted a series of events in the Philippines to introduce OpenLearning to universities, conducted product demonstrations, and engaged directly with existing customers on the merits of transitioning to OpenLearning's AI-powered LMS.
CE-Logic has built a large and active pipeline of LMS opportunities across Philippine universities, colleges and schools that it is working through during 2026. PNU is the first university customer to convert from this pipeline.

Agreement Details and Materiality
The Notice to Proceed was issued by PNU on 23rd April 2026 to CE-Logic and was only received by OpenLearning on 8th May 2026. The agreement between PNU and CE-Logic is for an initial term of one year and the LMS will be activated for Term 1 of Academic Year 2026–2027 in June 2026. The duration of the initial agreement reflects standard Philippine government procurement requirements that limit the duration and value of contracts with public institutions; the parties have indicated an intention to expand the scope to PNU's full enrolment of approximately 12,000 students under a longer-term arrangement following the initial term, although there is no guarantee that this will occur.
The net value to OpenLearning under its reseller arrangement with CE-Logic is approximately A$30,000 for the first year. The agreement is therefore not considered financially material at this time. However, the Company views the agreement as strategically significant given PNU's national role in teacher education, the validation of the CE-Logic reseller channel, and the potential for PNU to be a reference customer for further institutional sales across the Philippines. All other terms of the agreement are customary for arrangements of this nature.
