CEO's ADDRESS TO THE 2006 ANNUAL GENERAL MEETING

In echoing the Chairman's earlier words, it has been an interesting and busy year for the company, from administration to relisting in a short space of time and then through acquisition moving into a different technology space and markets. This reshaping of the company is virtually complete.

The Board has gone through some evolution as well and I am pleased that we are now settling with a stronger experience and skill mix which will assist me in moving the company forward.

Our recent strategy session assisted us in refocusing and from this will flow a new focus and revised business plan providing a stronger basis on which to grow. Not only does renaming the company deliver additional work load to our team, it also the opportunity to "rebrand" our company and technologies better positioning us for the future.

We are now moving forward in the commercialisation of the technologies through the Bacchus Marsh plant upgrade which is a key phase of the process.

(I will discuss more on the project in an update presentation following this report)

We have a good team who with me are managing the affairs of the business and the plant project.

I would like to introduce the ESI team (not in any particular order)

As we move forward we will be enhancing, restructuring and repositioning the team in preparation for growth and we will need to strengthen the main areas of finance, engineering, commercial as we move forward.

We are in discussion with a number of parties who as strategic partners have the strength and capabilities to enhance the business and expose us to wider markets. I cannot elaborate on these matters due to commercial sensitivity, but look forward to cementing value adding commercial arrangements in the near future.

We are also now seeing a lot of interest from a number of directions, have good relationships with Governments and other key stakeholders who are supportive of the development and introduction of these types of technologies.

We also continue to enjoy strategic support by a number of key stakeholders who share our enthusiasm of positioning the company as a leader in our field.

I have in excess of 30 years of energy sector and related industry experience through senior management roles including Asset Manager at Yallourn Energy, Business Development Manager with CLP (owners of TRUenergy) and New Markets Manager with GE Energy. More recently I traveled to Germany to complete a market development activity for Siemens, who have just acquired a complementary clean coal technology business.

Through this experience I have recognised the international importance and the efforts being expended on the adoption of new technologies that will enable the continued use of fossil fuels in a carbon constrained future.

I am confident that given the expanse of lignite fuels on a local and global basis, combined with energy security and increasing energy costs and the policy support of the Australian Governments, that our technologies are well placed to play a significant role in a number of markets in the future.
