The Company is making this disclosure in compliance with Regulation 30 of the SEBI (Listing Obligations and Disclosure Requirements) Regulations, 2015, and requests all stakeholders to treat this as a material update.

PRESS RELEASE

– Regulatory Update on Tariff Revision Abohar Plant (8 MW)

DEE Development Engineers Limited (“the Company”) wishes to update its stakeholders on the ongoing regulatory matter concerning tariff revision in respect of its power generation business through its Abohar Plant (8 MW).

Update on Proceedings before Hon’ble Punjab & Haryana High Court

The Company, being aggrieved by the Order dated 20[th] August, 2025 passed by the Punjab State Electricity Regulatory Commission (“PSERC”) on review petition concerning tariff revision, had approached the Hon’ble Punjab & Haryana High Court.

The Hon’ble High Court, vide its order dated 23[rd] September, 2025, has stayed the operation of the Commission’s order.

• As a result, the Company shall continue to supply electricity to PSPCL at the prevailing tariff of ₹7.47 per unit.

• Any recovery claimed by PSPCL on account of tariff differential shall remain withheld until the final disposal of the matter by the Hon’ble High Court.

Earlier Legal Position (for ready reference of stakeholders)

 Position after Tariff Revision by Commission – Order dated 15[th] May, 2025 (Refer Press Release dated 22[nd] May, 2025)

1. The total tenure of PPA was 30 years, subject to two tariff revisions—after 13 years and after 20 years. A tariff revision was contractually due from 1[st] January, 2024.

2. The Company filed a petition before PSERC seeking upward revision of tariff in view of rising operational costs and market conditions.

3. However, PSERC, vide order dated 15[th] May, 2025, revised the tariff downward to ₹5.26/unit, effective retrospectively from 1[st] January, 2024.

4. Based on this order, PSPCL was entitled to a retrospective recovery of ₹16.74 Crores (differential of ₹2.21/unit).

5. Position after Decision on Review Petition – Order dated 20[th] August, 2025 (Refer Press Release dated 21[st] August, 2025)

6. On review, PSERC vide its order dated August 20, 2025, revised the tariff upward to ₹5.672/unit, effective retrospectively from 1[st] January, 2024.

7. PSPCL was accordingly entitled to a retrospective recovery of ₹13.62 Crores (differential of ₹1.798/unit).

• Current Position Post Stay by Hon’ble High Court (vide order dated 23[rd] September, 2025)

• The Company shall continue supplying electricity to PSPCL at ₹7.47/unit.

Any recovery claimed by PSPCL shall remain suspended, pending final adjudication by the Hon’ble High Court.
