I have held the following Academic Positions: Lecturer, Senior Lecturer, at the University College of Swansea from 1977 to 1989, Senior Lecturer, Reader at the University of Liverpool from 1989 to 2000, Professor at Keele University from 2000 to 2015 and Professor Emeritus at Keele University from 2015 to 2021 (current)

2. I am a Chartered Geologist (FGS CGeol), a Chartered Geoscientist (FRAS CSci) and a European Geologist (FIMM Eur Geol)

• 11 I have read the definition of “Qualified person” set out in the National Instrument 43- 101 (“NI 43-101”) and certify that by reason of my education, affiliation with a professional association (as defined in NI 43-101) and past and relevant work experience, I fulfill the requirements to be a “Qualified Person” for the purposes of NI 43-101.

12 I have prepared all Items of this report in accordance with the guidelines of National Instrument 43-101 (Standard of Disclosure for Mineral Projects).

13 I have read the Instrument NI 43–101 and the Technical Report including the parts that I am responsible for. This Technical Report has been prepared in compliance with that Instrument;

14 I have no interest, either direct or indirect, in the property described in the present report and I do not expect to receive any interest. I have no shares of Ceylon Graphite Corp. , nor do I expect to receive any interest in the securities of this Company. I am independent from the issuer and the vendors applying all of the tests in section 1.4 of National Instrument 43-101

15 That the present report is based on a study of data available on the property obtained from the Company. Prior to the present report, I have never been involved with the Graphite Project that is subject of the Technical Report.

16 That, as of 3 December 2021, to the best of my knowledge, information and belief, the technical report contains all scientific and technical information that is required to be disclosed to make the technical report not misleading;

17 The writer consents to the filing of the Technical Report with any stock exchange or other regulatory authority and any publication by them for regulatory purposes, including electronic publication in the public company files on their websites accessible by the public, of the technical report.
