NOTICE PURSUANT TO THE FINNISH SECURITIES MARKET ACT, CHAPTER 2, SECTION 10

Elisa has received the following notice in accordance with Chapter 2, Section 9 of the Finnish Securities Market Act: The Government of Finland and Solidium Oy (business identity code: 2245475-9) announce the ownership arrangement with a consequence that the ownership of The Government of Finland decreases and the ownership of Solidium Oy increases to the limits set out in the Finnish Securities Market Act chapter 2 section 9 in Elisa. The Government of Finland has in 11 June 2009 transferred the Elisa shares it owns to its fully-owned company Solidium Oy as a non-cash subscription transfer. After the transfer the Government of Finland has no direct ownership of Elisa's shares.
