Supplemented Announcement for Holding
Temporary Share Holders Meeting
This Announcement is hereby issued as supplement for the "Notice For Holding Temporary Share Holders Meeting" issued by Harbin Power Equipment Company Limited ("the company") on August 14, 2000. In accordance with the Article of Association of The Company: "Directors of board shall be elected from the directors of board of last term and candidates nominated by share holders holding more than 5% of shares issued". The Supervisory Committee is to be constituted with 5 supervisors, in which 2 supervisors are elected from working staff by way of democratic election and other 3 supervisors are representing share-holders who shall be elected from the Share-holders Meeting. The term of directors and supervisors are 3 years, they can be elected in consecutive.
Whereas terms of current Board and Supervision Committee will be expired on September 29, 2000, the Board of the company has held a meeting on August 12, 2000 and issued "Notice For Temporary Share-holders Meeting" proposing to hold Temporary Share-holders Meeting on September 28, 2000 to elect directors of Board and supervisors from the share holders in the Supervisory Committee of the third term and decide on their remuneration.
Under nomination of Harbin Power Equipment Company Limited as the investment holding company, the directors of Board of the second term including Mr. Geng Lei, Mr. Zhao Ke-fei, Mr Yuan Qi-hong, Mr. Shang Zhong-fu, Mr. Wang Shi-ying, Mr. Li Gen-shen, Mr. Liang Wei-yan, Mr. Du Xing-you are continued to be nominated as candidate for directors of Board, Mr. Gong Jing-kun, Mr. Duan Hong-yi, Mr. Wu Wei-zhang, Mr. Zhou Dao-jiong, Mr Liu Ji-peng and Mrs. Ding Xue-mei as the new candidate for the Board; Mr. Lang En-qi, who is the supervisor for the second term Supervisory. Committee, is continued to be nominated as candidate for supervisor representing share-holders in the Supervisory Committee of the third term. Mr. Li Zhen-hua and Mr. Li Zhe-tong are nominated as the candidate for supervisors representing share holders in the Supervisory Committee of the third term. Furthermore, Mrs. Lu Xiu-ying and Mrs. Lu Chun-lian are elected as supervisors representing working staff in the Supervisory Committee of the third term by democratic election of working staff of the company.

Mr. Geng Lei, 53, senior economist and with a master degree, secretary of the Communist Party Committee and Chairman of the Company and HPEGC. Mr. Geng Lei joined HPEGC in 1968 and has been office director and secretary of the Communist Party Committee of the former Boiler Works. He began to act as the executive director of the Company, Chairman and general manager of the Boiler Company of the Group and deputy general manager of the Company in October 1994. He has been the secretary of the Communist Party Committee and vice chairman of HPEGC since August 1997 and in October 1997, he was appointed as vice chairman of the Company. He began to act as chairman of HPEGC in November 1999 and in January 2000, he was appointed as Chairman of the Board.
Mr. Gong Jing-Kun, 42, senior economist and with a master degree, now is vice chairman of HPEGC and general manager. Mr. Gong graduated from Shengyang Institute of Machinery and Electronics in 1982 and joined HPEGC at the same year. Later on, he studied in Shanghai Fu Dan University majoring economic management and was conferred master degree. Mr. Gong has been vice manager of production department, manager of hydropower workshop in former Harbin Electric Machinery Works and general manager assistant and vice general manager of Electric Machinery Company of HPEGC. Mr. Gong was appointed as chairman of Archeng Relay Company Group and Archeng Relay Company Limited.
Mr. Zhao Ke-fei, 44, senior economist, master degree, general manager and vice chairman of the Company, vice chairman of HPEGC. Mr. Zhao graduated from Northerneast Heavy Machinery Institute in 1982 and began his master course in the Management College of Harbin Institute of technology in 1987. He joined HPEGC in 1982. He has been an engineer, vice chief of Organization Department and vice director of turbine - generator workshop of the former Electrical Machinery Works. He began to act as head of Organization Department of HPEGC in 1992 and vice secretary of the Communist Party Committee, managing deputy general manager of the Electrical Machinery Company in 1994 and in December 1995, respectively. He was appointed as director of HPEGC and general manager of the Company in August and October 1997 respectively. In November 1999, he was appointed as vice chairman of HPEGC and in January 2000, he was appointed as vice chairman of HPEC.
Mr. Duan Hong-yi, 37, senior economist and with a bachelor degree and vice general manager of HPEGC. Mr. Duan graduated from Harbin Electrical Machinery College majoring in mechanics in 1982 and joined in HPEGC at the same year. Mr. Duan has been a comprehensive planner and vice manager of planning department of former Boiler Works of HPEGC. He joined in the transformation of HPEGC as share-holding company and listing of the company's share in 1994. He has been vice manager and manager of financing department, vice chief accountants of HPEGC and supervisor, vice general manager of turbine company of HPEGC and vice chairman of Power Scientific Trade Company of HPEGC since 1995. He was appointed as vice general manager of HPEGC in August, 2000.
Mr. Yuan Qi-hong, 52, senior engineer, executive director of HPEGC, chairman and general manager of the Boiler Company of the Group. Mr. Yuan graduated from Harbin Institute of Technology in 1982 majoring in thermal energy engineering and joined HPEGC in the same year. Mr. Yuan acted as manager, chief production controller and deputy general manager of former Boiler Works. Since October 1994, he has been the Company's executive director, deputy general manager and Company Secretary. In November 1999, Mr. Yuan was appointed as chairman and general manager of the Boiler Company of the Group. He was appointed by Harbin Expert & Consultant Committee as a member, by Management College of Harbin Institute of Technology as a concurrent professor, by Applied Economies Research Center Of Heilongjiang University as a researcher.
Mr. Shang Zhong-fu, 39, senior engineer, executive director of HPEGC, chairman and general manager of the Turbine Company of the Group. Mr. Shang graduated from Harbin Institute of Technology majoring turbine. And joined HPEGC in the same year. He was assistant head of section, deputy head of the Turbine Research Institute, vice chief economist and vice chief engineer of the Turbine Company of the Group. In October 1998, he was appointed as deputy general manager of the Turbine Company of the Group and in November 1999, chairman and general manager of the Turbine Company, Mr. Shang is currently studying his MBA degree at the Management College of Harbin Institute of Technology.
Mr. Wang Shi-ying, 56, senior engineer, executive director of HPEC, chairman and secretary of the Communist Party of the Engineering Company of the Group. Mr. Wang graduated from Harbin Institute of Technology majoring in turbine 1967 and joined HPEGC in 1968. He was assistant secretary of the Youth League, vice director of workshop, deputy manager of the factory and secretary of the Communist Party of former Turbine Works of HPEGC. In 1998, he was assigned as deputy general manager of Harbin Power Plant Equipment Company (the predecessor of HPEGC). In October 1994, he was appointed as vice chairman and deputy general manager of the Engineering Company of the Group and in November 1999, chairman and secretary of the Communist Party of the Engineering Company.
Mr. Wu Wei-zhang, 38, senior engineer, with master degree and vice general manager of the Group. Mr. Wu graduated from Qinghua University majoring hydropower and was conferred master degree in 1988 and joined in HPEGC in the same year. Mr. Wu was deputy director of turbine department and deputy head of Electrical Machinery Institute, deputy manager of hydropower factory, deputy chief engineer and vice manager of product design department of Electrical Machinery Company of the Group. Mr. Wu has been the deputy general manager of Electrical Machinery Company since 1999.

Dr. Li Gen-shen, 70, senior engineer, non-executive director of HPEC. Dr. Li graduated from the Jiaotong University of Shanghai in 1951 majoring in mechanical engineering. Between 1952 ad 1956, Dr. Li was engaged in the research of acrothermodynamics of turbomachinery in the Moscow Institute of Power Technology in the former Soviet Union, and was awarded a doctorate degree. In the same year, Dr. Li joined HPEGC as assistant chief designer of the former Turbine Works. In 1962, he was transferred to the Research Center No.3 Of the Research Institute No.7 oF the State Defense Department and acted as deputy director, director and chief engineer. Since 1985, Dr. Li has been the deputy secretary of Heilongjiang Provincial Party Committee, first secretray of Harbin Municipal Party Committee, a member of Party Central Committee, and deputy head of Heilongjiang Provincial People's Congress. During this period, he was also a advisor to HPEGC. He began to act as chairman of HPEGC in March 1994 and chairman of the Company and HPEGC in October 1994.
Mr. Liang Wei-yan, 71, an academic of the Chinese Academy Of Engineering, senior engineer, non-executive director of HPEC. Mr Liang graduated from Tianjin Beiyang university in Electric Machinery majoring in 1951 and joined HPEGC in the same year. He was deputy workshop manager, vice chief technician, head of Technical Process Department, vice director and chief engineer of the former Electrical Machinery Works, In 1988, Mr. Liang acted as the Group's chief engineer, since 1992 he has been executive director and director of the Consultative Committee of HPEGC, council member of PRC Society of Electrical Engineering and the PRC society of Electrical Engineering Technology and vice director of the Three Gorges Project Equipment Office under the ministry of Machinery.
