Sebi relaxes one-time mandate for mutual fund transactions

AND THE SECURITIES Exchange Board of India (Sebi) on Tuesday issued a circular to ease norms for one-time mandate in transactions in units of mutual funds, after several representations from stakeholders and recommendations from the Mutual Fund Advisory Committee, for smooth implementation of the circular issued back in 2021. The clarifications pertain to transactions in mutual funds on stock exchanges and entities including online platforms other than stock exchanges.

Blinkit explores merger option with Zomato

On Tuesday, Zomato announced an investment of \$150 million into Blinkit in form of debt to help the struggling grocery delivery start-up to meet its dues to vendors and other creditors. In a filing with the exchanges on Tuesday evening, Zomato said that its \$150-million loan to Blinkit will be disbursed in multiple tranches with a 12% annual interest rate.

"The proposed investment is subject to fulfilment of certain customary conditions precedent and other terms and conditions agreed under the investment agreement executed between the parties; and grant of loan up to rupee equivalent of \$150 million to Grofers India Private Limited in one or more tranches and delegated the authority to the senior management of the company to decide the key terms of the loan and execute the definitive documents at a future date. The interest rate for the loan will be 12% per annum or higher with a tenor of not more than 1 year. This loan will supplement the capital requirements of GIPL in the near term and is in line with our stated intent of investing up to \$400 million cash in quick commerce in India over the next two years," Zomato said in the filing. A Zomato spokesperson declined to comment. Multiple calls and texts sent out to Blinkit CEO Albinder Dhindsa were unanswered till the time of going to the press.

પછપરછમાં નાર્કો આતંકવાદ સાંઠગાંઠ હોવાનું બહાર આવ્યુ છે.

મળેલી માહિતી પ્રમાણે જેની સામે ચાર્જશીટ દાખલ કરવામાં આવી છે તેમાં મછવારમ સુધાકર, ગોવિંદરાજુ દુર્ગા પૂર્ણ વૈશાલી, રાજકુમાર પેરુમલ એસ.એચ. પેર્મલ, અબ્દ્લ કરીમનો મોહમ્મદ ખાન અખલાકી, આનંદ સિંહનો પ્રદીપ કુમાર, સૈયદ અલીના મોહમ્મદ હુસૈની, ફરદીન આમરી ઉર્ફે ફરદીન ખાન ઓમર આમેરી, શોભાન આર્યનફર અબ્દ્લ હમીદ, આલોકોઝાઈ મોહમ્મદ ખાન ઉર્ફે સૈફ ખાન ઓસ્માન ખાન, મુર્તઝા હકીમી ઉર્ફે ઈરશાદ હકીમી ઉર્ફે સાહિલ ખાન ઉર્ફે મોહમ્મદ ફૈઝલ ઉર્ફે ઝોયે, મોહમ્મદ હસેન દાદ ઉર્ફે મોહમ્મદ હુસેન શાહ અલીયાસ હાજી (વોન્ટેડ), મોહમ્મદ હસન શાહ મોહમ્મદ. જાવાદ નજકી (વોન્ટેડ). નજીબૂલાહ ખાન ખાલિદ ઉર્ફે ઉસ્તાદ ખાલિદ આલિયા પહેલવાન, ઈસ્મત ઉદ્યા હોનારી (વોન્ટેડ), અબ્દુલ હાદી અલીઝાદા (વોન્ટેડ)નો સમાવેશ થાય કરે.

આજ રીતે અગાઉ પણ ડ્રગસ કચ્છના મુંદ્રા બંદરે રૂ. ૨૧,૦૦૦ ઘૂસાડવામાં આવ્યું હતુ. એનઆઇએએ ચાર્જશીટમાં ૧૬ આરોપીના નામ આપ્યા છે તેમાંથી ૧૦ પકડાઇ ચુક્યા છે જ્યારે છ ફરાર છે. ૧૦માંથી ૪ ભારતીયો છે જે ડ્રગ્સ મેળનાર આંધ્રની ંકંપનીના સંચાલકો છે. આ સમગ્ર ઘટનાક્રમ તથા જે રીતે

ભારતમાં ડ્રગુસ ઘૂસાડવામાં આવી રહ્યુ છે તે રીતે જોતા એનઆઇએએ આ

પ્રાપ્ત માહિતી અનુસાર હુસૈન દાદ

ત્રાસવાદી સંગઠનોને પહોંચાડવાના હતા.

કરોડના હેરોઈનના ઝડપાયેલા જથ્થા છે.

ડ્રગ્સના નાણાં હવાલાથી પાકિસ્તાનના

તથા હસન દાદ અફઘાનિસ્તાનના કંદહારની કંપની હસન હસૈન લિમીટેડના માલિક છે. આ કંપનીએ જ હેરોઇનનું કન્સાઇનમેન્ટ સેમી પ્રોસેસ્ડ પથ્થર તરીકે મોકલ્યુ હતું. આ કન્સાઇનમેન્ટ મૂળ કંદહારથી વાયા ઇરાન રવાના કરવામાં આવ્યું હતું. જે ભારતમાં આંધ્રપ્રદેશની આશી ટ્રેડિંગ કંપનીને મોકલવાનું હતું.એનઆઇએ દ્વારા કરવામાં આવેલી તપાસમાં એવું બહાર આવ્યુ હતુ કે આરોપીઓ દ્વારા

મામલે નેશનલ ઇન્વેસ્ટીગેશન એજન્સી (એનઆઇએ) દ્વારા અમદાવાદની ખાસ કોર્ટમાં ૧૧ આરોપીઓ સામે ચાર્જશીટ દાખલ કરવામાં આવ્યુ છે. આ ચાર્જશીટમાં ૧૧ અફઘાની, ચાર ભારતીય તથા એક ઇરાની સહિત ૧૬ નાગરિકોનું પાકિસ્તાની આતંકવાદી જુથો સાથે કનેકશન હોવાનું જણાવાયું છે. જો કે, ચાર આરોપીઓને ચાર્જશીટમાં વોન્ટેડ દર્શાવવામાં આવ્યા કેસની વિગત જોઇએ તો

સપ્ટેમ્બર ૨૦૨૧માં મંદ્રા પોર્ટ પરથી ડીઆરઆઈ દ્વારા ૨૧૦૦૦ની કિંમતનં 3000 કિલો હેરોઇન પકડવામાં આવ્યું હતું. એનઆઇએનાં નિવેદન મુજબ આરોપીઓ મોહમ્મદ હસન હુસૈન દાદ, મોહમ્મદહસન દાદ તથા અન્યોના પાકિસ્તાન સ્થિત ત્રાસવાદી સંગઠનો સાથે સંબંધો ખલ્યા છે. ભારત વિરોધી પ્રવૃતિઓમાં ઉપયોગમાં લેવા માટે

સંબંધ ધરાવે છે અને તેમની ગુજરાત ઉર્જા વિકાસ નિગમ દ્વારા ૬,૨૬૪ કરોડની વીજળી કોસ્ટલ ગુજરાત પાવર લિ. પાસેથી ખરીદી (પ્રતિનિધિ)અમદાવાદ,તા.૧૫ રાજ્યસરકારની કંપની ગુજરાત ઉર્જા વિકાસ નિગમ લિમિટેડ દ્વારા કોસ્ટલ ગુજરાત પાવર લિમિટેડ સાથે

ખરીદી હતી. જેમાં વર્ષ ૨૦૨૦માં ૧૧,૯૩૦ મિલિયન યૂનિટ રૂ.૩,૪૧૩ કરોડ અને વર્ષ ૨૦૨૧માં ૭,૩૧૫ મિલિયન યુનિટ રૂ.૨,૮૫૧ કરોડની કિંમતે ખરીદી હતી. આ ઉપરાંત કોસ્ટલ પાવર લિમિટેડને ફિક્સ કોસ્ટ પેટે વર્ષ ૨૦૨૦માં રૂ.૧,૧૪૬ કરોડ અને વર્ષ ૨૦૨૧માં રૂ.૭૦૨ કરોડ ચૂકવવામાં આવ્યા છે.

ડ્રગુસકાંડમાં ઇન્ટરનેશનલ ડ્રગુસ માફીયા સંડોવણી હોવાનું શોધી કાઢ્યુ છે. ઉદ્વેખનીય છે કે ટેલ્કમ પાવડર જેવા સ્વરૂપમાં મળી આવેલા હેરોઇન પર છેલ્રી પ્રોસેસ બાકી હતી. શુદ્ધ હેરોઇન બનાવવા માટે ૧૦ ટકા પ્રોસેસ બાકી હતી અને તે માટે સમગ્ર માલ દિલ્હી રવાના કરવામાં આવનાર હતો. તેઓ ૧૦ ટકા પ્રોસેસ કરીને ડગ ડીલર્સ મારફતે વેચાણ કરવાના હતા.

એસજીએસટી અને વેટ ટેક્ષની કલ રૂ.૧,૨૧,૦૯૩.૮૭ કરોડની આવક થવા પામી છે જેમાં જા ન્યુઅ ારી,૨૦૨૦ થી ડિસેમ્બર,૨૦૨૦ સુધીમાં જયારે $3.86, 420.36$ જાન્યુઆરી,૨૦૨૧થી ૩૧ ડિસેમ્બર,૨૦૨૧ સુધીમાં રૂ.૭૧,૫૭૩.૪૮નો સમાવેશ થાય છે. કેન્દ્ર સરકાર પાસેથી રાજ્યને એ જ રીતે રાજ્યસરકારને છેલ્રા અત્યારસુધી રૂ. ૩૬ હજાર ૨૭૮ બે વર્ષમાં રાજ્યમાં સીએનજી ગેસ પૂરો કરોડની રકમ વળતર તરીકે મળી છે.

બે વર્ષમાં એક પણ સરકારી મેડીકલ કોલેજની મંજૂરી નહી, પરંતુ ૪ ખાનગી મેડીકલ કોલેજોને મંજૂરી

કોંગ્રેસના તમામ સભ્યોને તેમની બેઠક પર જવા કહ્યું હતું. દરમિયાન ધારાસભય શૈલેષ પરમારે રાજ્યસરકાર દ્વારા પ્રકાશિત થતી આર્થિક સમીક્ષાના આંકડાને ટાંકીને સરકારને આડે હાથે લઇને જણાવ્યું હતુંકે, છેલા બે વર્ષમાં માત્ર ૨૪૦ મેગાવોટનો વધારો થયો છે. તો પ્રશ્નોતરીમાં આપેલો જવાબ સાચો કે આર્થિક સમીક્ષામાં આપેલા આંકડા સાચા? સરકાર આનો ખૂલાસો કરે તેવી માંગણી કરી હતી. રાજ્યક્ક્ષાના ઉર્જામંત્રી મુકેશ પટેલ ગૃહમાં ઉભા થતાં જ કેમ્રેસના ધારાસભ્યોએ

લાખની લોન સાથે ૬૦૪ લોનનું વિતરણ કર્યં હતું. ઓફરના બક રનિંગ લીડ મેનેજર્સ છે - એક્સિસ કેપિટલ

૪૮૧,૧૨૧ પર્સનલ લોનનું વિતરણ કર્યું છે. ૩૧ ડિસેમ્બર, ૨૦૨૧ સુધી (પ્રતિનિધિ)અમદાવાદ,તા.૧૫ ગજરાત વિધાનસભામાં આજે પર્સનલ લોનના વ્યવસાયોની એયુએમ . स्थि,४९८. કરોડ હતી. ૩૧ વીજળી મુદ્દે કોંગ્રેસે હંગામો મચાવી દીધો ડિસેમ્બર, ૨૦૨૧ના અંતે પૂર્ણ થયેલા હતો. કોંગ્રેસના ધારાસભ્યો ખેડૂતોને નવ મહિના દરમિયાન કંપનીએ સરેરાશ વીજળી આપોના સૂત્રો પોકારી વેલમાં . ₹૫૦,૯૯૦ની લોન સાથે ધસી આવ્યા હતા. ત્યારબાદ વેલમાં 30૮,3૮3 પર્સનલ લોન મારફતે ધસી આવેલા કોંગ્રેસના ધારાસભયોને ₹૧,૫७૨.૪ કરોડની લોનનું વિતરણ સાર્જનટોએ હાથ પકડી ટીંગાટોળી કરીને બહાર કાઢ્યા હતા. જો કે બાકી રહેલા કર્યું છે. ૩૧ ડિસેમ્બર, ૨૦૨૧ સુધી કંપની ₹૧૭૭.૭ કરોડની હોમ લોન

એયૂએમ ધરાવતી હતી અને લોંચ થયા પછી નવીએ સરેરાશ ₹૩૮.૬ આજે વિધાનસભા ગૃહમાં કોંગ્રેસના

કાર્યરત છે. આ ઉપરાંત રાજ્યમાં પછી ૩૧ ડિસેમ્બર, ૨૦૨૧ સુધી टर,२४६ કરોડની રકમની

સડકોનું નિર્માણ, ૨૪ કલાક વીજળી, સિંચાઇ માટે પાણી તેમજ ૬૩,000 એકબાજ એમ કહે છે કે, વિકાસના કિલોમીટર કેનાલ નેટવર્કનું કામ પૂરું કામો માટે યોજનાકીય કામો માટે સરકાર દેવું કરવું પડે છે અને દેશના થવાની તૈયારીમાં છે. દેવું નિયત કાયદાની તમામ દેશો આ રીતે જ વિકાસના કામો. મર્યાદા મુજબ ઘરગથ્થ ઉત્પાદનના માટે દેવું કરે છે પણ અહીં તો, સ્થિતિ ૨૭.૧ ટકાની નિયત મર્યાદામાં કરાઈ છે. એવી છે કે, ગુજરાત સરકાર જે દેવું જે અગાઉના વર્ષમાં આ ટકાવારીનું કરે છે. તેમાંથી મોટાભાગની રકમ તો. પ્રમાણ ખૂબ વધુ હતું.

મુદ્રતની ચૂકવણીમાં જ વર્ષે ૪૩,૦૦૦ કરોડ ખર્ચી નાંખે છે તો, આ દેવાનો અર્થ શં છે ? આ અગાઉ નાણામંત્રી કનૃભાઈ દેસાઈએ એવો જવાબ આપ્યો હતો કે, ગુજરાત સરકારે વર્ષ ૨૦૧૯– ૨૦માં દેવાના વ્યાજ પેટે રુ. ૨૦,૨૯૩ કરોડ અન વર્ષ ૨૦૨૦-૨૧માં આ વ્યાજ પેટે રુ. ૨૨,૦૯૯ કરોડ મળીને બે વર્ષમાં દેવાના વ્યાજ પેટે રુ. ૪૨,૩૯૨ કરોડ ચૂકવ્યા હતા. એવી જ રીતે ૨૦૧૯-૨૦માં દેવાની મુકલ પેટે સરકારે રુ. ૧૬,૭૦૧ કરોડ અને વર્ષ ૨૦૨૦-૨૧માં મુકલ પેટે રુ. ૧૭,૯૧૮ કરોડ મળીને કૂલ ૩૪,૬૧૯ કરોડની ચૂકવણી કરી હતી. આમ છેલા બે વર્ષમાં ગુજરાત સરકારે, દેવાના વ્યાજ અને મુદ્દલ પેટે કુલ રુ. ७७,०૧૧ કરોડ ચૂકવ્યા હતા. સરકારના આ જવાબ સામે કોંગ્રેસના ધારાસભયો અકળાયા હતા અને તેમણે સામે એવા સવાલ કર્યા હતા કે, સરકારે

નાણા મંત્રીએ જણાવ્યું હતું કે, નાણાકીય

વર્ષ ૨૦૨૦-૨૧માં ૩,૦૦,૯૬૩

કરોડનું બાકી જાહેર દેવું હતું. અત્યારે

આ દેવું ૩.૬૬ લાખ ૬૬ કરોડ છે પરંતુ,

રાજ્ય સરકાર ૪.૫૦ લાખ કરોડ સુધી

કરી શકે છે. રાજ્યનું જાહેર દેવું મહેસુલી

ખર્ચમાંથી ચૂકવવામાં આવે છે, પરંતુ

રાજ્યમાં વિકાસ માટે કરવામાં આવતાં

ખર્ચ માટે ગુજરાત દેશમાં છેલાં ત્રણ

વર્ષના ઇન્ડેક્સમાં પ્રથમ નંબરે છે.

રાજ્યમાં થતાં ખર્ચથી આંતર

માળખાકીય સગવડો, બંદરો, રોડ,

ઔદ્યોગિક વિકાસની સાથે રાજ્યની

જનતાનું જીવનધોરણ પણ ઊંચું આવ્યું

છે. રાજ્યમાં ૧.૨૪ લાખ કિ.મી.ની

પેટે ૨, ૩૪, ૬૧૯ કરોડની ચૂકવણી કરી (પ્રતિનિધિ)અમદાવાદ,તા.૧૫ વિધાનસભા ગૃહમાં આજે પ્રશ્નોત્તરી કાળ દરમ્યાન રાજ્ય સરકાર દ્વારા કરાયેલા દેવાને મુદ્દે વિપક્ષે ફરી સરકારને ભીંસમાં લેવાનો પ્રાયસ કર્યો હતો. નાણામંત્રીના કહ્યાં મુજબ, રાજ્ય સરકારને માથે ૨૧મી, ડિસેમ્બર-૨૦૨૧ની સ્થિતિએ કુલ ૩ લાખ કરોડનું દેવું છે. જ્યારે સરકારે, છેલ્રા બે વર્ષમાં દેવાના વ્યાજ પેટે કુલ ૪૨,૩૯૨ કરોડ તથા આ બે વર્ષ દરમ્યાન આ દેવાની મુદ્દલની ચૂંકવણી પેટે રુ. ૩૪,૬૧૯ કરોડ ચૂકવ્યાં છે. તેમણે એમ પણ કહ્યું હતું કે, કોઈપણ રાજ્ય સરકારનું જાહેર દેવું તે રાજ્યના વિકાસની પારાશીશી મનાય છે. કોઈપણ રાજ્યની સરકારે કેટલું દેવું કરવું તે માટેના ચોક્કસ ધારા-ધોરણ અસ્તિત્વમાં છે. તે પ્રમાણે ગુજરાત સરકારને માથે અત્યારે તો, ૩ લાખ કરોડનું દેવું છે પણ તેની નાણાકીય સધ્ધરતાં મુજબ તો, તે રુ. ૪.૫૦ કરોડનું દેવું કરી શકે તેમ છે. દરમિયાનમાં કોંગ્રેસના

ધારાસભયોએ એવા આક્ષેપો કર્યા હતા કે, સરકાર કહે છે કે, તે વિકાસ માટે દેવું કરે છે પણ સરકાર તો, આ દેવાની રકમમાંથી દેવાના વ્યાજ તથા તેના

દેકનોલોજીસ લિમિટેડએ સેબીમા ડીઆરએચપી

અને એની વધારે મૂડીની જરૂરિયાતો

પર્ણ કરી શકે. ઉપરાંત કંપનીએ

NGILના મુડીગત આધારને વધારવા

માટે તેમાં ચોખ્ખા ભંડોળમાંથી ₹૧૫૦

કરોડનું રોકાણ કરવાની દરખાસ્ત રજૂ

કરી છે, જેથી એની ભવિષ્યની મુડીની

જરૂરિયાતો પૂર્ણ કરવા અને ઇરડા

સૂચિત સોલ્વન્સી સ્તર જાળવવાનું

સુનિશ્ચિત થાય. વર્ષ ૨૦૧૮માં

સ્થાપિત નવીએ બીએફએસઆઇ

ક્ષેત્રમાં ઉપભોક્તા-કેન્દ્રિત અને

ટેકનોલોજી-સંચાલિત વ્યવસાય શરૂ
