Covid: Insurers miffed as hospitals charging costs beyond coverage

EVEN AS THE NON-LIFE insurance industry continues to see higher claims arising from Covid-19, insurers say hospitals have been passing on various charges that are not payable under the insurance contract. This issue has led to lower claim settlement.
As on November 3, insurance companies received claims of more than ₹7,973 crore through 5.18 lakh applications and settled 3.97 lakh claims amounting to $\overline{53,435}$ crore. NCDEX encourages FPOs to trade in options in goods TO ENCOURAGE FARMER
producer organisations (FPOs) to take benefit of trading in 'options in goods' on its platform, NCDEX on Monday said it will bear premium for trading up to 5,000 tonne of chana and mustard seeds as part of its
familiarisation initiative. This initiative is supported by Sebi through a regulatory fee that has been foregone by it for supporting FPOs and farmers' participation in the derivatives market, it said. FPOs can buy'put options' in two commodities - mustard seed and chana - which are being sown by farmers in the ongoing rabi season, it added. PTI

CAI lowers cotton crop estimate by 4 lakh bales GLOBAL PAYMENTS TECH-

THE COTTON ASSOCIATION of India (CAI) has lowered estimates for the cotton crop for 2020-21 by about 4 lakh bales $(1 \text{ bale} = 170 \text{ kg})$ at 356 lakh bales, against 360 lakh bales
last year. The CAI has released its first estimate of the crop for the 2020-21 season beginning from October 1. The reduction is on account of damage reported in some pockets due to excess rains and pink bollworm infestation, the CAI said. The crop committee has estimated total cotton supply till the end of the 2020-21 at 477.50 lakh bales, which consist of the opening stock of 107.50 lakh bales. The carry over stock at the end on the previous season has been estimated at 87.50 lakh bales.
Cotton arrivals for October 2020 are estimated at 27.16 lakh bales.

The companies are advised to note that the consequences of compulsory delisting include:

- As per SEBI (Delisting of Equity Shares) Regulations, 2009:-
- The securities of the companies cease to be listed w.e.f September 8, 2020 and therefore are not available for trading on the platform of the Exchange.
- Promoters of these delisted companies will be required to purchase the shares from the public shareholders as per the fair value determined by the independent valuer appointed by the Exchange.
- Further, in terms of Regulation 24(1) of SEBI (Delisting of Equity Shares) Regulations, 2009, the delisted company, its whole-time directors, its promoters and the companies promoted by any of them shall not directly or indirectly access the securities market or seek listing for any equity shares for a period of 10 years from the date of compulsory delisting.
- As per provisions of Regulation 24(2) of the SEBI (Delisting of Equity Shares), Regulations, 2009, in case of companies whose fair value is positive -
- such a company and the depositories shall not effect transfer, by way of sale, pledge, etc., of any of the equity shares held by the promoters/ promoter group and the corporate benefits like dividend, rights, bonus shares, split, etc. shall be frozen for all the equity shares held by the promoters/ promoter group, till the promoters of such company provide an exit option to the public shareholders in compliance with sub-regulation (3) of regulation 23, as certified by the concerned recognized stock exchange:
- . the promoters and whole-time directors of the compulsorily delisted company shall also not be eligible to become directors of any listed company till the exit option as stated in clause (a) above is provided.

- Further, these companies have been moved to the Dissemination Board of the Exchange for a period of 5 years as directed by SEBI.
It may be noted that the onus of giving exit to the public shareholders and providing information to the stock exchanges for fair valuation is on the promoters of the company. In case exit is not provided by the promoters, appropriate action would be taken against such entities.
Clarifications wrt Final Public Notices issued during prior period:-
VHCL Industries Ltd. is compulsorily delisted w.e.f July 4, 2018 as informed vide Final Public Notices published in The Financial Express and Navshakti dated July 14, 2018. Based on SEBI guidance, it may be noted that consequences under Regulation 24 of SEBI (Delisting of Equity Shares) Regulations, 2009 would not be applicable to the company - VHCL Industries Ltd, its whole-time directors, its promoters and the companies promoted by any of them as the winding up order was issued prior to the date of delisting.

जीडीसी की हताश छात्राओं ने कलेक्ट्रेट में दिया ज्ञापन, अन्य महाविद्यालयों में भी हुआ प्रदर्शन

जिले के चारों प्रमुख महाविद्यालयों की प्रवेश सीट में इजाफा नहीं हुआ। सोमवार को इस बाबत उच्च शिक्षा विभाग ने कोई निर्देश जारी नहीं किए। अब प्रवेश के लिए मंगलवार को शुल्क जमा करने का आखिरी दिन है। यदि सुबह तक प्रवेशित सीट में इजाफा नहीं हुआ और मिले आवंटन में रात तक छात्रों ने शुल्क जमा नहीं की तो उन्हें इस सत्र में प्रवेश से वंचित होना पड़ सकता है। चूंकि प्रवेश के लिए अब और अवसर मिलने की कोई संतोषजनक जानकारी स्थानीय अधिकारी नहीं दे पा रहे हैं।
इधर, सोमवार को शहर के जीडीसी, टीआरएस व मॉडल साइंस कॉलेज में फिर छात्रों का आक्रोश फूटा। प्रवेश से वंचित छात्रों ने दिनभर नारेबाजी की लेकिन इसका हासिल उन्हें कुछ नहीं मिला। जीडीसी की छात्राओं ने अखिल भारतीय विद्यार्थी परिषद की नगर इकाई के साथ मिलकर रैली निकाली और कलेक्ट्रेट पहुंचकर नायब तहसीलदार यतीश शुक्ला को ज्ञापन दिया। ज्ञापन में छात्राओं ने प्रवेश सीट में 10 से 20 प्रतिशत तक इजाफा करने की मांग उठाई। इस पर नायब तहसीलदार से आवश्यक कार्यवाही का आश्वासन छात्राओं को दिया।
टीआरएस में फिर हुई तालाबंदी
इसी तरह शासकीय ठाकुर रणमत सिंह महाविद्यालय में भी छात्रों ने आंदोलन-प्रदर्शन किया। महाविद्यालय में तालाबंद प्रदर्शन करते हुए छात्र प्रवेशित सीट बढ़ाने की मांग करते रहे। छात्रों ने कहा कि स्नातकोत्तर कक्षाओं में अभी भी ढेरों छात्र प्रवेश से वंचित हैं, जबकि अन्य महाविद्यालयों में सभी छात्रों को प्रवेश मिल चुका है। महाविद्यालय प्रबंधन पर भेदभाव का आरोप लगाते हुए छात्रों ने विभाग से सीट बढ़ाकर सभी छात्रोँ को प्रवेश दिलाने के लिए कहा।
इसके अलावा तीसरी दफा मॉडल साइंस कॉलेज में भी सोमवार को प्रदर्शन हुआ। स्नातकोत्तर कक्षाओं में 20 फीसदी सीट बढ़ाने की मांग को लेकर छात्रों ने प्राचार्य डॉ पंकज श्रीवास्तव को ज्ञापन सौंपा। ज्ञापन में छात्रों ने बताया कि जिन छात्रों
को स्नातक कक्षा में अच्छे अंक मिले हैं, उन्हें भी अब तक स्नातकोत्तर कक्षाओं में प्रवेश नहीं मिला और सीट भरने की जानकारी महाविद्यालय द्वारा दी जा रही है। इस दौरान छात्र शशांक शक्ला, सौरभ पाण्डेय, आकाश सहित अन्य छात्र उपस्थित रहे।

उल्लेखनीय है कि स्नातक व स्नातकोत्तर कक्षाओं में प्रवेश का आखिरी चरण चल रहा है। फिर भी सरकारी महाविद्यालयों में छात्रों की भीड खत्म होने का नाम नहीं ले रही है। शहर के चार महाविद्यालय विशेषतः टीआरएस, मॉडल साइस, जीडीसी व न्यू साइंस, यहां निरंतर छात्रों की भीड़
उमड़ रही है। जानकारी के मुताबिक इन चारों महाविद्यालयों ने 10-10 प्रतिशत सीट वृद्धि का प्रस्ताव उच्च शिक्षा विभाग की तरफ भेज दिया है लेकिन विभाग ने सोमवार की देर शाम तक सीट वृद्धि की अनुमति नहीं दी। बता दें कि इस दफा सत्र 2020-21 की प्रवेश प्रक्रिया विभाग ने दो महीने विलम्ब से गत 5 अगस्त से शुरू की। फिलहाल सरकारी व गैर सरकारी महाविद्यालयों की स्नातक व स्नातकोत्तर कक्षाओं में प्रवेश हेत छात्रों को एक और मौका मिला है। स्नातक व स्नातकोत्तर कक्षाओं में प्रवेश हेतु कॉलेज लेवल काउंसलिंग (सीएलसी) के अतिरिक्त चौथे चरण की मेरिट सूची विगत गुरूवार को उच्च शिक्षा विभाग ने जारी की है। इस चरण के तहत शुल्क जमा करने का आखिरी दिन मंगलवार को है।
प्रवेश के दूसरे चरण में जीईसी की 274 सीटें भरीं
रीवा। शासकीय डंजीनियरिंग महाविद्यालय में बीर्ड की 274 सीट भर गई हैं। अब महाविद्यालय में पांचों ब्रांच की .मिलाकर 71 सीट ही रिक्त हैं। तकनीकी शिक्षा विभाग द्वारा दिए जाने वाले प्रवेश के अंतिम चरण में उक्त सीट भी भरने की पूरी उम्मीद बनी हुई है। इसके उलट जिले के निजी इंजीनियरिंग महाविद्यालयों की स्थिति बहुत ठीक नहीं है। इन तीनों निजी महाविद्यालयों की अब
तक महज 40 फीसदी ही सीट भर आखिरी चरण पार्ड हैं। शेष सीट को भरने के लिए अभी निजी महाविद्यालयों को में रिक्त सभी और मशक्कत करनी पड़ सकती है। गौरतलब है कि विभाग द्वारा ७१ सीट भरने सत्र २०२०-२१ की प्रवेश प्रक्रिया गत माह शुरू कराई गई थी। विभाग द्वारा अब तक दो चरणों में
प्रवेश प्रक्रिया पूर्ण कराई जा चुकी है। सोमवार को प्रवेश के दूसरे चरण के तहत शुल्क जमा करने की अंतिम तिथि समाप्त हो गई। इस अवधि तक में जीईसी की लगभग सभी ब्रांच में प्रवेश की स्थिति ठीक रही है जिसके चलते जीईसी की 80 प्रतिशत सीट भर गई हैं। हालांकि इलेक्ट्रॉनिक्स व कम्प्यूटर साइंस ब्रांच में अपेक्षाकृत कम प्रवेश हुए हैं। फिर भी प्रवेश के अंतिम चरण में इन दोनों ब्रांच की सीट भी पूरी तरह भरने की सम्भावना जताई गई है। शेष तीनों बांच में प्रवेश सीट अधिकाधिक भर चुकी हैं।

ईसी व सीएस में अपेक्षाकृत अभी कम प्रवेश
महाविद्यालय प्राचार्य डॉ बीके अग्रवाल ने बताया कि पांचों ब्रांच में 60-60 सीट उपलब्ध हैं। इसके अलावा प्रत्येक बांच में 5 प्रतिशत सीट भारत सरकार की टीडब्ल्यएफ योजना के लिए अलग से होती है। ऐसे ही ईडब्ल्यूएस योजना की भी 10 प्रतिशत सीट प्रत्येक बांच अतिरिक्त होती है। इस लिहाज से पांचों ब्रांच की मिलाकर महाविद्यालय में 345 सीट होती हैं। इनमें से 274 सीट भर चुकी हैं। शेष रिक्त सीट आखिरी चरण में भरना तय है। *************

ऑनलाइन टेस्ट में शिक्षकों को प्राप्त करने होंगे ६० प्रतिशत अंक
प्राथमिक व माध्यमिक शिक्षकों के लिए नई शिक्षा नीति के प्रशिक्षण में बनी त्यवस्था
जागरण. रीवा। प्राथमिक व माध्यमिक शिक्षकों हेतु नई शिक्षा नीति का प्रशिक्षण जारी है। ऑनलाइन प्रशिक्षण प्राप्त करने वाले शिक्षकों को ऑनलाइन टेस्ट भी देना होगा। ऑनलाइन टेस्ट देने के बाद 60 प्रतिशत अंक प्राप्त करने वाले शिक्षकों को ही निष्ठा प्रमाण पत्र दिया जायेगा। गौरतलब है कि केंद्र सरकार ने हाल ही में नई राष्ट्रीय शिक्षा नीति 2020 जारी की है। इस नीति से सभी शिक्षकों को परिचित कराने के लिए निष्ठा प्रशिक्षण दिया जा रहा है। एनसीईआरटी के निर्देशन में यह ऑनलाइन प्रशिक्षण चल रहा है। प्रशिक्षण में प्राथमिक व माध्यमिक कक्षाओं में पढ़ाने वाले शिक्षक भाग ले रहे हैं। एनसीईआरटी द्वारा निर्धारित माड्यूल में शिक्षकों का यह प्रशिक्षण दिया जा रहा है। माड्यूल में निर्धारित 18 कोर्स के प्रशिक्षण तीन माह में पूरे होने हैं। इस ऑनलाइन प्रशिक्षण में शिक्षकों को स्वयं नोट्स भी बनाने होंगे। इस प्रशिक्षण में प्राथमिक व माध्यमिक शाला के जो शिक्षक भाग
नहीं लेंगे, उन पर भी राज्य शिक्षा केंद्र
द्वारा नजर रखी जायेगी। प्रशिक्षण प्राप्त
करने में लापरवाही बरतने वाले ऐसे
शिक्षकों के विरूद्ध केंद्र द्वारा सख्त
कार्यवाही की जा सकती है, जिसकी
चेतावनी भी सभी शिक्षकों को दी जा
चुकी है।
15 दिन में बंद हो जाएगी प्रत्येक लिंक
बताया गया कि प्रत्येक सप्ताह के पहले दिन प्रशिक्षण की लिंक शिक्षकों के मोबाइल पर भेजी जायेगी। ऐसी प्रत्येक लिंक 15 दिन में स्वयं बंद भी हो जायेगी। शिक्षकों को प्रतिदिन एक माड्यूल पूरा करने के लिए तीन से चार घंटे का समय देना होगा। अगर कोई शिक्षक 15 दिन के अंदर प्रशिक्षण नहीं लेता है तो समय 15 दिन बाद उक्त प्रशिक्षण की लिंक नहीं खुलेगी। एनसीईआरटी द्वारा यह भी स्पष्ट किया गया है कि प्रशिक्षण लेना मात्र एक उद्देश्य नहीं है। शिक्षकों को गम्भीरता के साथ अपने ज्ञान को बढ़ाना है, ताकि सभी शिक्षक बेहतर ढंग से बच्चों को पढा सकें।

पढ़ाने में नहीं होगी परेशानी
नई राष्ट्रीय शिक्षा नीति अब अगले सत्र से लाग होगी। उसके पहले सभी शिक्षकों को नई शिक्षा नीति में मौजूद पाठ्यक्रमों से अवगत कराने की प्रक्रिया एनसीईआरटी द्वारा अपनाई गई है। जिसके लिए बनाए गए प्रशिक्षण माड्यूल के अनुसार शिक्षकों को पूरे पाठ्यक्रम से अवगत कराने के उपरांत ही नई शिक्षा नीति के तहत पढ़ाई आरम्भ कराया जाना है। इस बिंदु को ध्यान में रखते हुए विभागीय अधिकारियों द्वारा इस बात पर विशेष ध्यान दिया जा रहा है कि एनसीईआरटी के निष्ठा प्रशिक्षण को सभी शिक्षक गम्भीरता से लें। ऐसा होने पर शिक्षकों को नई शिक्षा नीति के मताबिक आगे छात्रों को पढ़ाने में कोई परेशानी भी नहीं आयेगी।

जागरण, रीवा। रीवा डिवीजनल क्रिकेट एसोसिएशन की अंतरजिला क्रिकेट प्रतियोगिता (टी-20) का आरंभ मंगलवार से स्थानीय विश्वविद्यालय स्टेडियम में होगा। एसोसिएशन के मानसेवी सहसचिव अरूण शुक्ला ने बताया कि क्रिकेट के सबसे छोटे प्रारूप पर आधारित तथा 3 दिनों तक चलने वाली इस प्रतियोगिता मे रीवा संभाग के चारों जिलों सिंगरौली, सीधी, सतना एवं रीवा की टीमे भाग लेंगी तथा प्रतिदिन दो मैच खेले जाएंगे। चुंकि मैचों के दौरान सफेद गेंदों का उपयोग होगा, अतः खिलाड़ी रंगीन परिधान में खेलेंगे। पहले दिन सूबह 9 बजे से मेजबान रीवा एवं सीधी के बीच मैच होगा, जबकि दोपहर एक बजे से खेले जाने वाले दूसरे मैच मे सिंगरौली एवं सतना की टीमे आमने-सामने होंगी। पहले मैच मे अंपायरिंग का दायित्व कमलेश शुक्ला एवं जीतेंद्र गुप्ता उठायेंगे, जबकि पवन तिवारी स्कोरर रहेंगे। चूंकि इन्हीं मैचों मे किये गये प्रदर्शन के आधार पर रीवा की संभागीय टीम का भी गठन किया जायेगा, अतः खिलाड़ियों के प्रदर्शन पर नजर रखने के लिये चयनकर्ता

मनाया गया राष्ट्रीय विधिक साक्षरता दिवस
जागरण. रीवा। राष्ट्रीय विधिक सेवा दिवस के अवसर पर वृद्धाश्रम एवं विधि महाविद्यालय में विधिक साक्षरता शिविर आयोजित किया गया। मध्यप्रदेश राज्य विधिक सेवा प्राधिकरण के निर्देशानुसार और जिला एवं सत्र न्यायाधीश एके सिंह के मार्गदर्शन तथा अध्यक्ष एवं जिला विधिक सेवा प्राधिकरण विपिन कुमार लवानिया के नेतृत्व में शिविर आयोजित किये गये। इस अवसर पर सचिव जिला विधिक सेवा प्राधिकरण ने कहा कि समाज में कमजोर वर्गों की न्याय तक पहुंच आसान करने एवं उन्हें न्याय दिलाने के उद्देश्य से विधिक सेवा प्राधिकरण अधिनियम 1987 बनाया गया था। यह अधिनियम 9 नवम्बर 1995 को लागू हुआ।

वसूली की हुई समीक्षा, मिली लापरवाही 10वीं, 12वीं के छात्र 30 तक भर सकेंगे परीक्षा फार्म
निगमायुक्त ने दी औंतम चेतावनी राजस्व को बढ़ावा देने रोजाना हो रही समीक्षा, कार्रवाई के निर्देश
जागरण, रीवा। नगर निगम प्रशासन द्वारा राजस्व वसूली को बढ़ावा देने के लिए रोजाना समीक्षा बैठक की जा रही है। जोन 1 को प्रतिदिन संपत्तिकर वसूली का लक्ष्य 3.50 लाख रूपये निर्धारित थी लेकिन 2.77 लाख वसूली की गई। सर्वेश प्रसाद दुबे द्वारा वार्ड क्रमांक 36 में 1616 रुपए एवं वार्ड 38 की वसूली शून्य रही जिस कारण इन्हे नोटिस जारी करने तथा जोन की वसूली बढाये जाने हेतु और अधिक प्रयास करने के निर्देश निगमायुक्त द्वारा दिये गये। जोन 2 को प्रतिदिन संपत्तिकर वसूली का लक्ष्य 5 लाख रूपये निर्धारित है, मात्र 2.89 लाख रूपये संपत्तिकर वसूली की गई, जो लक्ष्य से कम रहा। चिन्तामणि तिवारी, राजेश निगम, शहाबद्दीन, बालेन्द्र सिंह वसूली कर्मचारियों द्वारा बहुत ही कम राशि वसूल की गई। निगमायुक्त ने समझाइश दी कि जोन की वसूली निरंतर घट रही है। राजस्व निरीक्षक वसूली के प्रति गंभीर नही दिखायी दे रहे है यह अतिंम चेतावनी दी जा रही है की वसूली की गति बढ़ायेंगे अन्यथा कार्यवाही की जावेगी। जोन
3 को प्रतिदिन संपत्तिकर वसूली का लक्ष्य 6.50 लाख रूपये निर्धारित है, राजस्व निरीक्षक नीलेश चतुर्वेदी के नेतृत्व में 5.61 लाख रूपये संपत्तिकर वसूली की गई। जो सराहनीय है, वसूली कार्य में इसी प्रकार निरंतरता बनाये रखने निगमायुक्त ने आदेशित किया। जोन 4 को प्रतिदिन संपत्तिकर वसूली का लक्ष्य 3.50 लाख रूपये निर्धारित है। जिसमें 2.75 लाख संपत्तिकर वसूली की गई वसूली संतोषजनक रही। प्रभुनाथ पाण्डेय एवं दिवाकर रावत की वसूली अत्यन्त कम रही। इन्हें अगली बैठक में उपस्थित रहने के निर्देश दिये गये। जलकर की वसूली और बढ़ाने हेतु निर्देशित किया गया। दुकान किराया वसूली में और अधिक प्रयास करने हेतु आदेशित किया गया। कहा गया कि ऐसे दुकानदार जिनका किराया काफी दिनों से बकाया है,उन दुकानों में तालाबन्दी की कार्यवाही भी की जाये। सोमवार को वार्ड 15 के लिये होटल लैंडमार्क के पास रीवा में शिविर लगाया गया। जिसमें सम्पत्तिकर/किराया/जलकर तथा अन्य वसूली से रूपये 3 लाख 87 हजार का राजस्व प्राप्त हुआ। इसी प्रकार शिविर मंगलवार को वार्ड 14 के लिये संजय नगर सुलभ काम्पलेक्स के पास समान रीवा में शिविर लगेगा।
ैजागरण, रीवा। कक्षा 10वीं, 12वीं के परीक्षा फार्म अब विद्यालयों में भी भर सकेंगे। विद्यालय प्रबंधन जब माध्यमिक शिक्षा मण्डल की वेबसाइट पर जाकर अपनी लॉगिन आईडी का उपयोग करेंगे तो उसमें संबंधित विद्यालय के अंतर्गत नामांकित छात्रों की जानकारी कक्षावार उपलब्ध हो जायेगी। यहां पर विद्यालयों को छात्र का परीक्षा फार्म भरने का विकल्प भी मिल जायेगा। यानि विद्यालय चाहें तो उनके छात्र परीक्षा फार्म भरने के लिए बाहर कहीं न भटकें और विद्यालय में ही त्रुटिरहित परीक्षा फार्म विद्यालयों द्वारा भरा दिया जाये। अभी तक छात्रों को ऑनलाइन परीक्षा फार्म भरने के लिए कियोस्क सेंटर की सहायता लेनी पड़ती थी परंतु अब विद्यालय चाहें तो छात्रों की मदद वह स्वयं कर सकते हैं।
गौरतलब है कि सत्र 2020–21 के ऑनलाइन नामांकन भराने की प्रक्रिया अंतिम चरण में है। इस बीच माशिमं ने 10वीं, 12वीं के परीक्षा फार्म भी जारी कर दिए हैं। गत 26 अक्टूबर से ऑनलाइन परीक्षा फार्म भराये जाने की प्रक्रिया शुरू हो गई है। इस दरम्यान माशिम ने विद्यालयों को भी परीक्षा फार्म भरने की व्यवस्था दे दी है। ताकि विद्यालय छात्र के हिंदी-अंग्रेजी में नाम, जन्म तिथि, फोटो, परीक्षा के विषय का सही उल्लेख कर सकें। इन तथ्यों में परिवर्तन की दशा में विद्यालय प्राचार्य के पासवर्ड से संशोधन होने की बात माशिम ने कही है। माशिम ने 900 रूपये शुल्क के साथ परीक्षा फार्म भरने के लिए 30 नवम्बर तक का समय छात्रों को दिया है। फिर 1 से 31 दिसम्बर तक विलम्ब शुल्क के साथ परीक्षा फार्म भरे जायेंगे।
