THE CBI on Monday conducted searches at multiple locations at premisesconnectedwithdistrict collectorsandmagistratesofeight districts in Jammu and Kashmir for allegedlyissuing gunlicences in a fraudulent manner to outsiders,someofwhomhadcriminal backgrounds, in 2017-18.

CBI sources said the agency carried out searches at 17 locations in the Union Territory of Jammu and Kashmir and three states, including thepremisesof senior IASofficersYashaMudgal andKumarRajeevRanjan.

"CBI conducted searches at locations spread over Srinagar, Jammu, Gurgaon, Mohali and Noida at the premises of then DC/DM Kupwara, Barmula, Udhampur, Kishtwar, Sopian, Rajouri, Doda, Pulwama, in an ongoing investigation of two cases relatedtoallegations of issuance of around two lakh Arms Licences from different Districts of Jammu & Kashmir by their respective DC/DM," CBI spokesperson

NitinWakankar said. "It was also alleged thatthe thenPublic Servants in thisconspiracyof issuanceofLicencesto non-residentsof J&K inviolation of rules, allegedly received gratification," he added.

Besides searching the premisesofMudgal,a2007-batch IAS officer,andRanjan,a2010-batch IAS officer, the houses of Itrat Hussain, Mohammed Saleem, Mohammed Junaid Khan, F C Bhagat,FarooqAhmedKhanand Jenhagir Ahmed Mir were searched, the officials said.

Mudgal is at present CEO and-ManagingDirectorofPower Distribution Corporation Jammu, while Ranjan is CEO of Jammu Srinagar Metro Rail Corporation.

CBIsourcessaid thesearches led to recovery of several documents, including bank

statements. They said the searches were carried out at three places in Kashmir, 11 places in Jammuandoneeach in Gurgaon (Haryana),Mohali (Pu-

njab) andNoida (UttarPradesh). The cases pertainto a gunlicence racket unearthed by Rajasthan Police in 2017-18 where it was found that thousands of gun licences had been issuedbycompetentauthorities invariousdistrictsof Jammuand Kashmir ina fraudulentmanner. Many of these people who received the gun licences were

foundtohave criminal records. Followingtherevelations,the then Governor of Jammu and Kashmir N N Vora handed over the probetotheCBI. The agency in July thisyearcarried out searches at 11 locations simultaneously in Srinagar, Udhampur and Jammu. These included premises of privategun houses. The agency had then claimedto have recovered incriminating documents and electronic evidence that pointed to a nexus between gunhouseowners and bureaucrats for issuance of the licences.

On July 12, 2018, the Governor had revoked individualgunlicences issuedbetween January2017andFebruary2018, citing unearthing of fake gun licensingrackets through"various investigating agencies, particularlyATS and SOGRajasthan".

According to Rajasthan ATS officials,1,32,321of the1,43,013 licences in Jammuregion'sDoda, RambanandUdhampurdistricts were issued to those residing outside the state. The figure for the entire state is 4,29,301, of which just 10 per cent were issuedto residents in the state.

A sample survey of licences issued fromKupwara, a frontier district in north Kashmir, showed that nofiles or registers were maintained by the district authorities and many of the

armslicencesmayhavebeen issuedtooutsiders on the basis of forgeddocuments.

IN A first after the removal of Article370andbifurcationof the state into Union Territories of Jammu & Kashmir and Ladakh, the J&K High Court has invited applications from across the country for recruitment of 33 non-gazetted vacancies in districtscourtsof the twoUTs, triggering an Opposition outcry against the opening of employment in the erstwhilestatetoall Indians.

Thevacancies arefor18senior and junior-scale stenographers, four stenotypists, nine senior and entry-level drivers, one electrician and compositor each, according to an issued on December 26 by HC registrar general Sanjay Dhar.

While the respectiveprincipal district judges will receive application forms of residents of the UTs, those based inother parts of the country will have to submit their applications to the registrar general of the J&K High Court, the advertisement stated, the last date being January 31.

The noticemade it clear that the selection of candidateswill be on the basis of J&K Reservation Rules, 2005, and gave an age cut-off under different categories of reservation. Besides defining various categories, these rules state provide reservation also for children of defence, paramilitary and state police personnel, andchildren of permanent residents of the state serving/retired/ honourably discharged from such services.

NationalConference'sprovincial president Devender Rana demanded protection of government jobs for local residents in J&Kandsaidunemploymenthas grown alarmingly in recent years. "J&Kgovernment jobs are for local educated unemployed and shouldbe reservedforlocal

youths only," he said.

Congress's chief spokesperson in J&KRavinderSharmasaid the "bluff" of BJP leaders stand exposed. "They were assuring protection of interests of local peoplefor jobs,butthecat isnow out of the bag,'' he said.
