SHREYAJAI New Delhi, 12 March
A dani Transmission (ATL) won an intrastate power transmission project in Madhya Pradesh for crore in the tariff-based competitive bidding held by REC Power Transmission Company (RECTPCL), said sources.
The other bidders in the race were Sterlite Power, Dilip Buildcon, state-owned Power Grid Corporation of India (PGCIL), and Torrent Power. The tender was floated by RECTPCL, an arm of Rural Electrification Corporation of the ministry of power.
RECTPCL has offered two packages for 'development of intra-state transmission work in MP through tariff-base& competitive bidding'. Adani quoted the winning bid for the first package.
For the second, package, same companies have submitted their bids. The result is yet to be disclosed.
In the tender offered, RECTPCL said power demand
of Madhya Pradesh is expected to grow up to 18,000 megawatt (Mw) by 2022-23 and reach about 21,000 Mw by the end of 14th Plan. It is 14,555 Mw as of the financial year 2019-20.

ਲਾਗ ਕਰਨ ਸਬੰਧੀ ਮੰਗ ਵੀ ਕੀਤੀ ਗਈ ਸੀ ਪਰ ਹਾਲੇ ਤਕ ਦਿੱਤੇ ਭਰੋਸਿਆਂ 'ਤੇ ਖਰੇ ਨਹੀਂ ਉਤਰਿਆ ਗਿਆ। ਅਧਿਆਪਕ ਵਿਰੋਧੀ ਫੈਸਲਿਆਂ ਨੂੰ ਝਟਪਟ ਲਾਗੂਫਿਰੋਧੀ ਫੈਸਲਿਆਂ ਨੂੰ ਝਟਪਟ ਲਾਗੂ ਲਾਭ ਨੂੰ ਦੇਣ ਸਬੰਧੀ ਪੱਤਰ ਨਾ ਜਾਰੀ ਕਰਨਾ ਆਪਣੇ ਆਪ ਵਿਚ ਸਵਾਲਾਂ ਦੇ ਘੇਰੇ ਵਿਚ ਹੈ।
ਉਨ੍ਹਾਂ ਨੇ ਦੱਸਿਆ ਕਿ ਪਹਿਲਾਂ ਤੋਂ ਹੀ ਪਰਖਕਾਲ ਦੀ ਆੜ ਵਿਚ ਪੂਰੇ ਤਨਖਾਹ ਸਕੇਲ, ਗਰੇਡ ਅਤੇ ਭੱਤਿਆਂ ਤੋਂ ਵਾਂਝੇ ਕੀਤੇ ਹੋਣ ਕਾਰਨ ਭਾਰੀ ਆਰਥਿਕ ਸੋਸਣ ਦਾ ਸਰਕਾਰੀ ਮੁਲਾਜ਼ਮਾਂ ਨਾਲ਼. ਸਿੱਖਿਆ ਵਿਭਾਗ ਅਤੇ ਅਧਿਕਾਰੀਆਂ ਵੱਲੋਂ ਆਪਣੇ ਹੀ ਪੱਧਰ ਤੇ ਕੀਤੀ ਜਾ ਰਹੀ ਇਸ ਧੱਕੇਸ਼ਾਹੀ ਦੀ ਡੈਮੋਕੇਟਿਕ ਟੀਚਰਜ਼ ਫਰੰਟ ਨੇ ਸਖਤ ਨਿਖੇਧੀ ਕੀਤੀ ਹੈ। ਮਲਾਜ਼ਮ ਆਗਆਂ ਨੇ ਏਸੀਪੀ ਲਾਭ ਦੇਣ ਵਾਲਾ ਪੱਤਰ ਤੁਰੰਤ ਜਾਰੀ ਕਰਨ ਦੀ ਮੰਗ ਕੀਤੀ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਸਿੱਖਿਆ ਵਿਭਾਗ ਮਸਲੇ ਦੀ ਸੰਜੀਦਗੀ ਸਮਝੇ।

ਚੋਰੀ ਕਰਨ ਲਈ ਖ਼ਾਸ ਤਰ੍ਹਾਂ ਦੇ ਔਜਾਰ (ਬੰਬ) ਦੀ ਵਰਤੋਂ ਕੀਤੀ ਜਾਂਦੀ, ਇਸ ਨਾਲ ਬੋਰੀ ਫਟਦੀ ਨਹੀਂ ਤੇ ਅਨਾਜ ਬਾਹਰ ਆ ਜਾਂਦਾ ਹੈ। ਹਰ ਬੋਰੀ ਵਿੱਚੋਂ ਕਿਲੋ ਤੋਂ ਦੋ ਕਿਲੋ ਤਕ ਅਨਾਜ ਕੱਢਿਆ ਜਾਂਦਾ ਹੈ। ਦੱਸਿਆ .ਜਾਂਦਾ ਹੈ ਕਿ ਦੂਜੇ ਸੂਬਿਆਂ ਨੂੰ ਅਨਾਜਭੇਜਣ ਲਈ ਸਪੈਸ਼ਲ ਲੱਗਣ (ਵਿਸ਼ੇਸ਼ ਗੱਡੀ) ਤੋਂ ਪਹਿਲਾਂ ਵਜ਼ਨ ਵਧਾਉਣ ਲਈ ਪਾਣੀ ਦਾ ਛਿੜਕਾਅ ਕੀਤਾ ਜਾਂਦਾ ਹੈ। ਇਹ ਕੰਮੀ ਸਿਰਫ਼ ਕਣਕ ਲਈ ਕੀਤਾ ਜਾਂਦਾ ਹੈ ਕਿਉਂਕਿ ਕਣਕ ਜ਼ਿੰਦਾ ਖ਼ੁਰਾਕ ਹੋਣ ਕਾਰਨ ਨਮੀ ਨੂੰ ਸੋਖ ਲੈਂਦੀ ਹੈ। ਇਸ ਤਰ੍ਹਾਂ ਦੀ ਚੋਰੀ ਪਕੜ ਵਿਚ ਨਹੀਂ ਆਉਂਦੀ।
ਵਿਭਾਗੀ ਅਧਿਕਾਰੀਆਂ ਨੇ ਕਮੇਟੀ ਦੇ ਧਿਆਨ ਵਿਚ ਲਿਆਂਦਾ ਹੈ ਕਿ 20 18-19 ਦਾ ਸਟਾਕ ਹਾਲੇ ਗਦਾਮਾਂ ਵਿਚ ਪਿਆ ਹੈ। ਰਿਜ਼ਰਵ ਬੈਂਕ ਆਫ ਇੰਡੀਆ
(ਆਰਬੀਆਈ) ਨੇ ਅਨਾਜ ਨੂੰ ਜਲਦੀ ਤੋਂ ਜਲਦੀ ਦੂਜੇ ਸੂਬਿਆਂ ਨੂੰ ਭੇਜਣ ਲਈ ਕਿਹਾ ਹੈ ਪਰ ਕੇਂਦਰ ਸਰਕਾਰ ਵਲੋਂ ਅਜੇ ਤਕ ਅਜਿਹਾ ਨਹੀਂ ਕੀਤਾ। ਦੱਸਿਆ ਜਾਂਦਾ ਹੈ ਕਿ ਸਬੇ ਵਿਚ 70 ਲੱਖ ਟਨ ਕਣਕ ਖੁੱਲ੍ਹੇ ਅਸਮਾਨ ਹੇਠਾਂ ਪਈ ਹੈ। ਵਿਭਾਗੀ ਅਧਿਕਾਰੀਆਂ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਕਿਸਾਨ ਆਪਣੀ ਜ਼ਰਰਤ ਅਨਸਾਰ ਅਨਾਜ ਆਪਣੇ ਘਰ ਰੱਖ ਲੈਂਦਾ ਹੈ, ਬਾਕੀ ਪੰਜਾਬ ਦੀ ਖਪਤ 8.70 ਲੱਖ ਟਨ ਹੈ। ਗੁਦਾਮਾਂ ਵਿਚ ਅਨਾਜ ਐੱਫਸੀਆਈ ਵੱਲੋਂ ਖ਼ਰੀਦ ਨਾ ਕੀਤੇ ਜਾਣ ਤਕ ਪਿਆ ਰਹਿੰਦਾ ਹੈ ਜਦੋਂ ਤਕ ਐੱਫਸੀਆਈ ਅਨਾਜ ਨਹੀਂ ਚੁੱਕਦੀ ਉਦੋਂ ਤਕ ਸੂਬੇ ਦੇ ਅਧਿਕਾਰੀਆਂ ਦੀ ਜ਼ਿੰਮੇਵਾਰੀ ਹੁੰਦੀ ਹੈ। ਅਧਿਕਾਰੀਆਂ ਨੇ ਆਪਣੇ ਜਵਾਬ ਵਿਚ ਕਿਹਾ ਹੈ ਕਿ ਵਿਭਾਗ ਨੇ ਐੱਫਸੀਆਈ ਨੂੰ ਕਣਕ ਸਟੋਰ ਕਰਨ ਲਈ ਸਾਈਲੋਸ ਬਣਾਉਣ ਲਈ ਕਿਹਾ ਹੈ, ਜਿੱਥੇ ਲੰਬੇ ਸਮੇਂ ਤਾਈ ਅਨਾਜ ਸਟੋਰ ਕੀਤਾ ਜਾ ਸਕਦਾ ਹੈ। ਕਮੇਟੀ ਨੇ ਆਪਣੀ ਰਿਪੋਰਟ ਵਿਚ ਪੰਪ ਬੰਦ ਕਰਨ, ਗੁਦਾਮਾਂ ਵਿਚ ਸੀਸੀਟੀਵੀ ਕੈਂਪ ਲਾਉਣ ਦੀ ਸਿਫਾਰਸ਼ ਕੀਤੀ ਹੈ। ਕਮੇਟੀ ਦਾ ਮੰਨਣਾ ਹੈ ਕਿ ਇਹ ਗੰਭੀਰ ਮਾਮਲਾ ਹੈ ਜਿਸ ਨਾਲ ਮਨੁੱਖੀ ਸਿਹਤ ਖ਼ਰਾਬ ਹੋਣ ਦਾ ਡਰ ਬਣਿਆ ਰਹਿੰਦਾ ਹੈ।
