Tivan agrees landmark community development initiative with CLC

$1 million grant to support Indigenous communities in Central Australia

  • Tivan has established a community development initiative with the Central Land Council (“CLC”) in the Northern Territory, committing up to $1 million of funding over four years to support Indigenous communities in remote regions in Central Australia.

  • The grant will be made under a funding deed that Tivan has executed with the CLC and will be delivered under the CLC’s nationally recognised Community Development Program.

  • Tivan has built an extensive project footprint in Central Australia through the Molyhil Tungsten, Sandover Fluorite and Sandover AI Projects, supported by a recently upgraded regional site office in Alice Springs.

  • Tivan has also established a strong and respectful working relationship with the CLC, representing Traditional Owners and Native Title Holders, including through the finalisation of multiple Mineral Exploration Deeds and cultural heritage clearance processes for its projects since 2024.

  • The community development initiative aims to support Indigenous communities and build goodwill in remote locations where Tivan expects to be actively engaged in the decades ahead.

  • Tivan is committed to achieving new benchmarks for responsible minerals development, and to promoting durable alignment with Traditional Owners and Native Title Holders.

Tivan Limited (ASX: TVN) (“Tivan” or “the Company”) is pleased to announce it has established a landmark community development initiative with the Central Land Council (“CLC”) under which the Company will provide up to $1 million in grant funding to support Traditional Owners and Native Title Holders in Central Australia. The grant will be made under a funding deed signed between Tivan and the CLC, and delivered and governed under the CLC’s nationally recognised Community Development Program, ensuring investment transparency and optimisation of community benefit.

The initiative reflects Tivan’s firmwide commitment to early and inclusive engagement with Traditional Owners and Native Title Holders, and aims to embed tangible community benefits from regional minerals development activity well ahead of project development. The Company aims to set a new benchmark for responsible minerals development by creating a durable alignment of interests over project life cycles.

Tivan has over the past three years built an extensive project footprint in Central Australia, through the acquisition of the Molyhil Tungsten and Sandover Fluorite Projects, and establishment of the Sandover AI Project, a greenfields exploration project with EARTH AI (see ASX announcement of 7 March 2023).

The Company is advancing development planning and exploration activities at its Central Australian projects, prioritising the Molyhil Tungsten Project and the Sandover Fluorite Project, which together are planned to establish the foundation for an integrated high-value critical minerals precinct:

  • Molyhil Tungsten Project : current works include a Scoping Study for a proposed tungsten mining and processing operation, and exploration drilling targeting new areas of potential tungsten mineralisation (see ASX announcements of 7 November 2025 and 16 February 2026), in conjunction with project facilitation workstreams. Drilling is scheduled to commence in late March, subject to weather conditions, and the Scoping Study is scheduled for publication in April.

  • Sandover Fluorite Project : current works include exploration drilling targeting areas of previously identified fluorite mineralisation and advancement of testwork, alongside early phase development planning (see ASX announcement of 11 February 2026).

Tivan’s project activities in Central Australia are supported by a regional site office in Alice Springs, and an expanded geological team based out of the Company’s headquarters in Darwin.

Overview of Community Investment Initiative

As agreed with the CLC under the funding deed, Tivan will provide up to $1 million to fund regional community development initiatives, structured as $250,000 in initial funding following signing of the deed, and three further annual funding stages of up to $250,000 over the next three years.

The CLC is the statutory body established under the Aboriginal Land Rights (Northern Territory) Act 1976 (Cth), which is, pursuant to the Native Title Act 1993 (Cth), the representative body of Traditional Owners and Native Title Holders of Central Australia. As an Aboriginal-governed organisation, the CLC aims to advance Aboriginal self-determination and supports communities to translate land and native title rights into enduring social, economic and governance outcomes.

Funding will be directed at community development initiatives benefiting Traditional Owners and Native Title Holders in the areas of Tivan’s Central Australian projects, specifically the Molyhil Tungsten Project and the Sandover Fluorite Project. The funding deed is additional to and independent of benefits set out in Tivan’s existing Mineral Exploration Deeds and land access arrangements for these projects with the CLC on behalf of the Traditional Owners and Native Title Holders.

The funding will be delivered through the CLC’s established and nationally recognised Community Development Program, which has been operating since 2005, and will be governed under the CLC’s formal Community Development

Framework. The Community Development Program’s governance architecture includes community-elected decisionmaking bodies, defined priority-setting processes, structured project appraisal and staged approvals, supported by monitoring and evaluation systems.

Existing projects under the Community Development Program are targeted at delivering positive outcomes across health, cultural strengthening, education, infrastructure, employment and enterprise development. Wherever possible, initiatives are delivered in partnership with Aboriginal-controlled organisations and companies, strengthening local capability and economic participation. Further information is available on the Central Land Council’s website.[1]

Tivan in Central Australia

The community development initiative aims to support Indigenous communities and build goodwill in remote locations in Central Australia where Tivan expects to be actively engaged in the decades ahead. It furthers Tivan’s earlier commitments to support Aboriginal employment, training and business opportunities in Central Australia, as part of Mineral Exploration Deeds agreed with the CLC, on behalf of Traditional Owners and Native Title Holders, announced to the ASX as follows:

  • 21 November 2024: Sandover AI Project (Dneiper) - EL33105

  • 17 December 2024: Sandover AI Project (Aileron) - EL33099

  • 18 August 2025: Sandover Fluorite Project - EL34050, MLS79, MLS86, ML33903, ML33904, ML33905

As part of these Deeds, Tivan and the CLC also agreed to hold an Annual Aboriginal Development Meeting in Alice Springs to evaluate and advance educational, vocational, cultural and commercial opportunities for Aboriginal People in Central Australia. The first of these meetings was hosted in January 2025, and the next is scheduled for April 2026.

The community development initiative is independent of any statutory or heritage approvals or regulatory processes for the Company’s projects.

Comment from Tivan Executive Chairman

Mr Grant Wilson commented:

“The Board of Tivan is proud to support this landmark initiative, that will provide much needed development funding to some of the most remote communities in Australia. We extend thanks to the Central Land Council for facilitating the agreement, and for ongoing engagement in support of our project pathways in central Australia.

For too long resources companies in the Territory have adopted an adversarial and transactional approach to land access, and have focused on bare minimum outcomes in respect of Aboriginal Australians. Tivan is different. The early and genuine inclusion of Traditional Owners and Native Title Holders is a foundational principle at our company, and we are committed to furthering a durable alignment of interests throughout the project development lifecycle.

Tivan will fundamentally reshape how resources projects are developed in the Territory in the years ahead.”

This announcement has been approved by the Board of the Company.
