COMMISSIONING PERMIT FOR TECHNOPOLIS PULKOVO COMING IN SEPTEMBER 2010

The first stage of Technopolis Pulkovo in St. Petersburg has been commissioned
by St. Petersburg's governmental building control agency. The final
commissioning permit for the building will probably be received during
September once the local waterworks, Vodokanal, has approved the building's
external water and sewage networks.

The commissioning permit is significant, since only after its receipt will it
be possible to sign the final official leases with customers. In addition, the
usual market practice in Russia is to sign leases only after completion of
construction projects.
