Target has set the location of its May 28, 2009 Annual Meeting of Shareholders at 250 West Sunset Drive, Waukesha, Wisconsin. This is a store that is under construction, as evidenced by the attached photographs which include a banner indicating that the store will not open until July 26, 2009.

Target may have held previous meetings at new stores; however, as this site is still under construction we would appreciate your assurance that we will be given reasonable, adequate and uninterrupted access to phone lines, internet access and office space. We, like you, should have an equal opportunity to process last-minute proxies that are properly submitted before the polls close at the meeting.
