पंचायत चुनावों के लिए प्रशासन व जनता तैयार

पहले चरण में 1,293 पंचायतों के लिए आज डाले जाएंगे वोट

कुल 50.79 लाख मतदाता पंचायत चुनाव में भाग लेंगे

प्रदेश में पंचायतों राज योजनाओं के चुनाव का मंच बना गया है। पहले चरण के लिए 1,293 पंचायतों में मंगलवार को मुख्य ध्वज कर्ज बतलाए होगा। मतदान को खारिजुर और निम्म्कता से कटकर के लिए भारी सुरक्षा कमियों को तैयार किया गया है। दोस्ता आप तीन कर्ज तक बतलाए निर्धारित किया गया है। हालांकि तीन कर्ज को मतदाता कतारी में भारी होंगे उन्हें जब तक बतलाए रावणा नहीं होता बतलाए करवाया जाएगा।

मतदान फार्म ने घोषणा को ही मतदान केंद्र को तैयार कर लिए। चुनाव बुजुर्ग के लिए 8,100 कर्मी फैशन किए गए हैं। प्रधान, मंगलवार और रात्र के महीने मतदान के लिए ही आएंगे, जबकि जिला परिषद और पंचायत समिति परिषद 21 मई को घोषित होंगे। जिलावासा में

पहले चरण में 42 ग्राम पंचायतों के 450 पात्रों में मतदान होगा। जिलाल जिले में 300 पंचायतों में मतदान होगा। मंडी जिले के 100 पंचायतों में पहले चरण के लिए मंगलवार को वोट डाले जाएंगे। प्रदेश में पंचायत चुनावों को लेकर उसका अधिक है। कुल 3,254 पंचायतों में चुनाव कटाए जा रहे हैं। 270 ग्राम 52,544 मतदाता पहले बार अपने कार्यकाल का प्रयोग करेंगे। कुल 30.79 लाख मतदाता चुनाव में

प्रदेश में कुल मतदाताओं में 1.03 फीसद युवा

हिमाल नरेंद्र, कांगड़ा नजदीक बड़ा चुनावी जिला होगा, जहां 11.90 लाख मतदाता है। वहीं तमसिन-महेशि सबसे छोटा जिला है, जहां 25,002 मतदाता वोट डालने के लिए पात्र हैं।

पंचायत चुनाव के लिए चुनाव आयोग ने अलग-अलग रंग के मान्यता निर्धारित किए गए हैं। चार्ट मांगकों के लिए राशि रंग का मान्यता, मंगलवार के लिए पौधे रंग, प्रधान के लिए हल्के हरे रंग, पंचायत समिति स्तराव के लिए चुनावी और जिला परिषद स्तराव के लिए पौधे रंग का मान्यता निर्धारित किया गया है।

दूसरे चरण का मतदान 28 मई को होगा, जिसमें 1250 पंचायतों में वोट डाले जाएंगे। हलके बाग तीनों और अंतिम चरण के साथ 50 मई को 1172 पंचायतों में मतदान प्रक्रिया पूरी की जाएगी। वहीं, जिला परिषद और पंचायत समिति के परिणाम 31 मई को घोषित किए जाएंगे।

प्रार्थना और बाहरी स्थानीय निकाय चुनाव में कांसेय सरकार को कथित दखलअंदाजी को लेकर जिला कार्य हुये भारतीय जनता पार्टी के प्रदेश अध्यक्ष राजीव थिएल के नेतृत्व में पार्टी के एक प्रतिनिधिमंडल ने सोमवार को राजस्थान कांग्रेस द्वारा से मुलाकात की और इस मामले में उनके हस्तक्षेप की मांग की।

भाजपा प्रतिनिधिमंडल ने राजस्थान को प्राप्त सीमा, जिसमें आरोप लगाया गया कि मुख्यमंत्री सुखविराज मुख्य के नेतृत्व यात्री राज्य सरकार चुनाव में हार का आश्रय होने के बाद लोकतांत्रिक प्रक्रियाओं में हल्का करने, नियमों में संशोधन करने और स्थानीय को प्रशासनिक एवं राजनैतिक दबाव के माध्यम से प्रभावित करने का प्रयास कर रही है।

जिला के नेता एवं पूर्व मुख्यमंत्री जन राम ठाकुर भी भाजपा के कई वरिष्ठ नेताओं और अन्य पदाधिकारों के साथ बैठक में मौजूद थे। थिएल ने योजनाप्रकारों में कहा कि भाजपा प्रतिनिधिमंडल ने "हिमाचल प्रदेश में लोकतंत्र और पारिवारिक चुनावों को रक्षा" के लिए राजस्थान से संपर्क किया। उन्होंने आरोप लगाया कि आरक्षण संबंधी प्रावधानों में

संशोधन और नगर परिषदों एवं नगर पंचायतों के अलावा और प्रावधानों के चुनाव को निर्धारित करने वाले नियमों में मान्यता का उद्देश्य अधिकारियों को अत्यधिक विवेकान्वित शक्तियों से और कांसेय नेताओं को पर्व के पीछे के राजनैतिक प्रभाव के माध्यम से परोक्ष तौर पर लाभ पहुंचाना है।

थिएल ने कहा कि हल के हरे से कांसेय कई कार्यों पर अधिकारिक तौर पर उम्मीदवारों को नामांकित करने में विफल रही। उन्होंने पाया कि सरकार ने पहले पंचायत चुनावों में देरी करने की कोशिश की थी, लेकिन यह राज्य न्यायालय और सीधे अकालत क्षेत्रों में अपमान रही और अब उत्पादन न्यायालय के निर्देशों के कारण ही चुनाव कटाए जा रहे हैं। ठाकुर ने मुख्यमंत्री सुब्बू पर कांसेय समर्थित उम्मीदवारों के पक्ष में आयोजित नियमों के दौरान वित्तीय प्रोत्साहन और विकास निधि को घोषणा करके आदर्श सुरक्षा संहिता का खुलासा उल्लंघन करने का आरोप भी लगाया। भाजपा प्रतिनिधिमंडल ने राजस्थान से हस्तक्षेप करने और हिमाचल प्रदेश में लोकतांत्रिक चुनावी, पारिवारिक प्रक्रियाओं और स्थानीय को सूचित सुनिश्चित करने का आदेश दिया।

राज्यपाल न्यायालय ने सोमवार को कहा कि हिमाचल प्रदेश को एक नीति के साथ "कई पैमाने पर बिजली" कर रही मौजूदा औद्योगिक इकाइयां बिजली रियायतों को हकदार नहीं हैं, क्योंकि यह नीति केवल "नई स्थापित" इकाइयों के लिए ही है।

राष्ट्रपति जेसी नारायणलाल और न्यायमूर्ति केली सिक्किमन को चैत में हिमाचल प्रदेश राज्य न्यायालय के फैसले की गई यानी हुए औद्योगिक बिजली रियायतों को लेकर एक विवाद में राज्य सरकार के पक्ष में फैसला सुनाया। चैत में अपने आरोप से कहा, "2019 की औद्योगिक नीति का प्रावधान 14(ए) और

2019 के नियमों के साथ नियम 14(आइ(1)(1) "नई औद्योगिक इकाइयों" पर लागू होने से, यह "कई पैमाने पर बिजली" कर रही मौजूदा औद्योगिक इकाइयों" पर लागू नहीं होता है।" उन्होंने फैसले में कहा, "2019 की औद्योगिक नीति से पहले और बाद में जारी किए गए समकालीन सुरक्षा आरोपी, नीति की समग्र योजना और स्वयं स्तर 18 को संरचना स्पष्ट करती है कि धारा 14(ए) के साथ रियायतों द्वारा नगर पंचायत पर औद्योगिक इकाइयों

के लिए था, जबकि धारा 14(नई) के साथ जुड़े लाभ कई पैमाने पर बिजली कर रही मौजूदा औद्योगिक इकाइयों के लिए था।"

"वोट की ओर से इस सवाल पर विचार किया जा रहा था कि क्या 2019 की नीति को धारा 14(ए) के साथ रियायतें बिजली की का धारण कर्जा भी कई पैमाने पर बिजली कर रहीं मौजूदा औद्योगिक इकाइयों के लिए था और अंतिम, 2022 में जारी किए गए संशोधन नोटिस का क्या प्रभाव पड़ा। न्यायालय ने हिमाचल प्रदेश उच्च न्यायालय के मई, 2025 के 31वें फैसले को रद्द कर दिया, जिसमें राज्य सरकार को रिश्ते दर्ज की जानी चूजा पर 15 फीसद की जुट देने का निर्देश दिया गया था। यह रिश्ते दर्ज एक मौजूदा इकाई भी जिसमें बिजली कार्य किया था।

प्रदेश में दो चरणों में की जाएगी जनगणना

राज्य में जनगणना दो चरणों में की जाएगी। जनगणना कार्य निदेशालय और नागरिक पंजीकरण, हिमाचल प्रदेश की निदेशक गौर सिखा वर्मा ने बताया कि पहले चरण में पर्व को सूची बनाना और आवास जनगणना शामिल होंगे, जबकि दूसरे चरण में "जनसंख्या गणना" की जाएगी।

उन्होंने मुख्यमंत्री सुखविराज निधि सुब्बू को जनगणना-2027 के विभिन्न पहलुओं से अपनाया करते हुए यह जानकारी दी। पहला चरण 16 जून से 15 जुलाई तक चलाया। इस बात स्पष्ट

गणना की एक नई सूचिका भी शुरू की गई है, जिसका लाभ एक जून से 15 जून तक "रोल्फ-एन्यूमरेशन पोर्टल" के माध्यम से उठाया जा सकता है। उन्होंने आगे बताया कि इस बात जनगणना डिजिटल माध्यम से की जाएगी, जिसमें गणना करने वाले और मनोवैज्ञानिक अपने योगदान उपकरणों का उपयोग करके, सरकार को और से अधिसूचित 33 प्रश्नों के माध्यम से राज्य के सभी पारी और

परिवारों की जानकारी एकत्र करेंगे। कार्य के अनुसार हिमाचल प्रदेश के कर्मचारी जाने क्षेत्रों में जनगणना कार्य का दूसरा चरण 11 सितंबर से 30 सितंबर तक चलया, जबकि शेष क्षेत्रों में यह भी करवारी से 28 करवारी 2027 तक आयोजित किया जाएगा।

सुब्बू ने राज्य के लोगों से इस पोर्टल खराब के कार्य में सक्रिय रूप से भाग लेने का आदेश किया। उन्होंने कहा कि जनगणना के माध्यम से एकत्र किया गया वोट भविष्य को योजनाओं और घोषणाओं को बनाने में महत्त्वपूर्ण भूमिका निभाता है।

सुपरमार्क सुखविराज निधि सुब्बू ने चार समारोह प्रौद्योगिकी राजकीय परिषद मानवाधिकार नियुक्त, उद्देश्य विमानन में विद्यार्थियों के साथ संचार किया। संचार के दौरान मुख्यमंत्री ने विद्यार्थियों के प्रश्नों का उत्तर दिया। मुख्यमंत्री ने कहा कि राज्य सरकार ने शिक्षा न्यायालय में न्यायिक स्तर पर बदलाव किए हैं और उनके सकारात्मक परिणाम सामने आ रहे हैं। प्रदेश के सरकारी स्कूलों को देश में सर्वश्रेष्ठ मान्यता जाएगा।

उन्होंने कहा कि ये यहां भाषण देने नहीं, बल्कि विद्यार्थियों के साथ बातचीत करने आए हैं ताकि शिक्षा न्यायालय की कमियों की पहचान कर उन्हें प्रभावी ढंग से दूर किया जा सके। संचार के दौरान विद्यार्थियों ने सीबीएसई प्रणाली से लेकर मुख्यमंत्री के निजी अनुभवों से संबंधित अनेक प्रश्न पूछे।
