The Taliban has captured Afghanistan's secondbiggest dam after months of fierce fighting in its former bastion of Kandahar, the insurgents and officials said on Thursday.

Dahla Dam, which provides irrigation to farmers via a network of canals as well as drinking water for the provincial capital, is now under Taliban control, local officials said.

"We have seized the Dahla Dam in Arghandab," Taliban spokesman Qari Yousuf Ahmadi said.

The dam's capture comes after clashes erupted in neighbouring Helmand province this week, just days after the U.S. military formally began withdrawing its remaining troops from Afghanistan.

Journalist shot dead

In a related development, a highprofile Afghan television journalist was shot dead in Kandahar on Thursday, officials said, a day after the Taliban warned against "biased reporting" by the media.

Nemat Rawan was "assassinated by unknown gunmen", Kandahar city police spokesman Jamal Nasir Barekzai said.

On May 16, 2020, the police arrested his eldest son, Ahnaf Jazeem, a 26yearold teacher and Tamil poet, based on allegations that his poetry collection, promoting "religious extremism", was circulated among his students in Puttalam in the North Western Province,

where he was employed. Mr. Ahnaf Jazeem was arrested under the controversial Prevention of Terrorism Act (PTA) — that rights groups deem draconian and want replaced — and has been in custody for a year now. His case, like that of

prominent Muslim lawyer Hejaaz Hizbullah — also in detention for a year — has brought to focus growing fears over minority rights in Sri Lanka, and old concerns about the 40yearold antiterrorism law.

A reading of 'Navarasam', published in 2017, makes it evident that far from sympathising with radical Islamist ideas, Mr. Ahnaf Jazeem unambiguously condemns religious extremism, specifically the "ISIS's cruelty" in the collection that touches upon themes ranging from war and peace, to women's attires and patience.

It took 10 months and multiple letters to authorities before Mr. Ahnaf Jazeem obtained access to lawyers. "Not only did we struggle to obtain access to our client, he was not produced in court for months together; no case was proceeding against him. This is all so antidemocratic," says Sanjaya Wilson Jayasekara, an attorney appearing for the poet, whom he sees as "another victim of the antiMuslim campaign" of the government.

Observing that the guilt or the lack of guilt of the arrested individuals can only be determined before a court of law, Colombobased law academic Dinesha Samararatne says: "Law enforcement authorities should be held accountable for prolonged and unreasonable detention as it does not advance the cause of victims of crime, of the accused or the objectives of a criminal justice system as a whole. This is why the PTA has to be repealed without further delay."

Facebook's Oversight Board on Wednesday upheld the social media network's decision on January 7 to block the thenU.S. President Donald Trump from its platform. Facebook had decided to indefinitely block Mr. Trump for using the platform to, as its CEO Mark Zuckerberg put it then, "incite violent insurrection against a democratically elected government".

On January 21, Facebook referred the case to its Oversight Board. Here's more about the board:

Independent body The Oversight Board has been set up as an independent body that will help Facebook figure out what content can be allowed on the platform and what ought to be removed. Mr. Zuckerberg first wrote about the idea in 2018, saying in a note that "I've increasingly come to believe that Facebook should not make so many important decisions about free expression and safety on our own." It was said to have emerged out of the tensions around the often conflicting goals of maintaining Facebook as a platform for free speech and effectively filtering out problematic speech. According to a recent article in The New Yorker magazine, the idea "for the Oversight Board came from Noah Feldman, a 50yearold professor at Harvard Law School, who has written a biography of James Madison and helped draft the interim Iraqi Constitution". Mr. Feldman, a friend of Facebook COO Sheryl Sandberg, felt "Facebook needs a Supreme Court" to decide on difficult questions around freedom of speech.

Mumbai, May 6 The Reserve Bank of India (RBI) has asked lenders to frame boardapproved policies within a month to implement viable resolution plans for stressed advances of individuals and small businesses under the 'Resolution Framework – 2.0' relating to Covid19 related stress.

Eligibility criteria

The borrowers who will be eligible for the window of resolution to be invoked by lenders are: individuals who have availed of loans and advances for business purposes; and small businesses, including those engaged in retail and wholesale trade, other than those classified as micro, small and medium enterprises as on March 31, 2021. In both the

lending institutions' aggregate exposure should not be than ₹25 crore. Further, the credit facilities/investment exposure to the borrower was classified as 'standard' by the lending institutions. The RBI said that the board

approved policy should be sufficiently publicised and made available on the website of the lending institutions in an easily accessible manner.

As per the RBI circular, the decision on the application should be communicated in writing to the applicant by the lending institutions within 30 days of receipt of such applications. The last date for invocation of resolution permitted under this window is September 30. The resolution plan should be finalised and implemented within 90 days from

the date of invocation of the resolution process under this window.

To optimise the processing time, the lending institutions may prepare productlevel standardised templates as part of their board approved

policies. The resolution plans implemented under this window may inter alia include rescheduling of payments, conversion of any interest accrued or to be accrued into another credit facility, revisions in working capital sanctions,

granting of moratorium etc. based on an assessment of income streams of the borrower. However, compromise settlements are not permitted.

The RBI said the moratorium period, if granted, may be for a maximum of two years, and will come into force immediately upon implementation of the resolution plan. Prime Minister Narendra Modi and United Kingdom Prime Minister Boris Johnson announced an ambitious 'Roadmap 2030' in order to deepen ties between India and the UK across different areas. The two countries have also signed the Enhanced Trade Partnership (ETP) pact. BusinessLine spoke with Richard Heald, OBE, Group Chair, UK India Business Council (UKBIC), to understand how the various initiatives will help businesses in the two countries. Excerpts:

Do you think the announcement met your expectations or were you expecting more?

I see it as a critical stepping stone. There is a determination by both the Prime Ministers to move forward with a Free Trade Agreement (FTA). From my point of view, the absolute definitive announcements are, maybe, not as impressive as one might wish. But if you look through the tenyear roadmap, the wheels are going to turn. I think there is a real hope that we can make something happen here.

Have concerns around Brexit become a thing of the past when it comes to Indian businesses

investing in the UK? The vast majority of the Indian investment in the UK is not in order to gain access to the EU, but rather to get access to the UK's capabilities. When the referendum occurred, there was an interesting survey that was done of Indian businesses which indicated that over half of the companies invested in the UK were for the UK specific reasons. So I don't think that

One of the key issues that was behind Brexit was to prevent the immigration of people from different countries. Has this impacted sentiments on the

ground?

The UK is an extremely open economy and a welcoming country.We have one of the largest Indian diaspora and they contribute hugely to the economic activity. There is an acknowledgment of the importance that Indians play in the UK economy. I

also think in the context of strengthening the UK-India relationship, that has to be a critical cornerstone going forward. Now when we come to students, there has

been a decline in the number of Indian students coming to the UK but that's changing too.

From the UK's business point of view, there have been a number of issues especially related to tax. Does this continue to be a sore point when it comes to the UK businesses investing in

India?

I find it profoundly unfortunate at the situation that is occurring and the focus being given to retrospective tax on companies like Cairn and Vodafone. It is important that rulebased systems are rigorously respected. But is it something that is preventing investment into India? The answer is no. Is it a risk factor to be borne in mind? It is, yes.

Could you share your insights on how the UK businesses are thinking when it comes to Atmanirbhar Bharat?

I agree that there are certain parts of the UK businesses that find the selfreliant India initiative difficult to understand. But there are still UK businesses that are operating in India at the present moment. So they are exposed to and benefit from the breadth of opportunity in the Indian economy. These are companies that plough back profits and dividends in order to expand in India. So they understand that it isn't just about benefits to Indians and helping the domestic market, it is also about manufacturing in India and exporting to developing nations that are approximate or contiguous to the Indian economy.
