I, Robin A. Rankin, MSc DIC MAusIMM CP (Geo) am an author of the Technical Report and hereby consent to the public filing of the Technical Report by the Company with the Securities Regulatory Authorities.

I further consent (a) to filing of the Technical Report with any stock exchange and other regulatory authority and any publication of the Technical Report by them, including the Securities Regulatory Authorities, for regulatory purposes, including electronic publications in the public company files on their website accessible by the public, and (b) to the publication of the Technical Report and/or excerpts thereof and/or information therein by Steppe on its website or otherwise, and (c) to the use of my name as a “qualified person” in connection with the Technical Report in any continuous disclosure document or other regulatory documents or filings of the Company, in all applicable jurisdictions.

I certify that I have read the press release of the Company dated November 30, 2021 (the “ Release ”) which accompanies the release of the Technical Report filed by the Company. I consent to being named in the Release and the incorporation by reference of, and to extracts from, or a summary of, the Technical Report in the Release, and I confirm that the Release fairly and accurately represents the information in the Technical Report that supports the disclosure in the Release and I do not have any reason to believe that there are any misrepresentations in the information contained in the Release that were derived from the Technical Report, or that are within my knowledge as a result of the services which I performed in connection with the Technical Report.
