Sif Confirms Manufacturing Ramp-Up Progress

Outlook 2025-2026 affirmed

Roermond, 18 December 2025 — Sif Holding N.V., a leading provider of offshore wind foundation solutions, is pleased to announce significant progress in the ramp-up of its manufacturing plant at Maasvlakte 2 Rotterdam.

Manufacturing Ramp-Up Achieves Target Capacity Milestones

Sif has communicated progress by reporting the number of manufactured monopiles, using a reference capacity of four monopiles per week. This benchmark was established based on an annual production target of 200 reference monopiles, each weighing 2,500 tonnes once the Maasvlakte II Facility is fully operational. In line with the plan that was announced in August 2025, Sif and its equipment partners have invested time and resources in improvements in the process, people and equipment of the Maasvlakte II Facility. Following the completion of these equipment upgrades and process stabilization, we have achieved output of four monopiles per week in December 2025. This milestone marks the completion of the planned equipment upgrades and process stabilization, with the next phase focused on further improving our efficiency into the first half year of 2026. As a result of the solid performance, Sif reiterates the adjusted EBITDA outlook of €45 million for 2025 and the provisional minimum adjusted EBITDA guidance of €135 million for 2026.

Market Outlook Post-2026

Global geopolitical dynamics continue to influence the offshore wind industry, resulting in worsening project economics and financing pressures. Additionally, insufficient grid availability throughout Europe and slower growth of energy demand puts pressure on power offtake contracts for green offshore wind electricity. In general Brussels and member state governments responded well by entering redesign programs for the energy system including offshore wind. This includes Contracts for Difference as a proven concept, grid capacity investments and more balanced, financial/non-financial tender criteria to adapt to the new reality and put a more balanced risk mechanism in place.

The sense of urgency in translating good intentions into tangible policies and workable processes is of the essence as the offshore wind fabrication and installation capacity ramp up in which Sif and others invested needs to be fed by a consistent pipeline of projects. To meet governmental ambitions for energy independency and CO2 reduction the UK and EU governments simply cannot afford any more delays in the construction of new offshore wind projects, let alone delays of final investment decisions on already auctioned/ granted projects. In the UK, AR7 has just been closed, and the industry is putting pressure on the UK government to increase the subsidy allocation to assure more GW's of green offshore wind electricity.

For both the UK and EU the first quarter of 2026 is expected to see more clarity on the outlook for 2027 and onwards for Offshore Wind tenders and final investment decisions of auctioned/granted projects. Based on the number of active tenders in our pipeline for the period 2028 and onwards, we anticipate a ramp-up of activity in the offshore wind industry. Our ability to secure future projects also depends on the effectiveness of level playing field measures to be taken in the EU and UK.
