ANNOUNCEMENT FOR THE APPOINTMENT OF QUALIFIED ACCOUNTANT

The board of directors of Riche Multi-Media Holdings Limited (the “Company”) hereby announces that Mr. Chan Kin Wah, Billy has been appointed as the qualified accountant of the Company with effect from 30 March 2004.

Mr. Chan Kin Wah, Billy, worked in the accounting, finance and taxation field for over 15 years and has over nine years of working experience in Hong Kong listed companies. He is an associate member of the Hong Kong Society of Accountants, a CPA member of CPA Australia and a non-practicing member of the Chinese Institute of Certified Public Accountants.
