Stubborn germ

Two recent judicial directives pertaining to hate speech were illuminating — but not reassuring. While dismissing a clutch of petitions underlining instances of inflammatory speeches by State representatives in recent times, the Supreme Court recently said that the idea that there exists a legislative vacuum when it comes to act against such transgression is flawed. The highest court is correct on this point. There are enough legislative instruments to deal with hate speech: the provisions in the Bharatiya Nyasa Santrity are a case in point. Invoking the doctrine of separation of powers, the apex court firmly located the issues within the domain of the legislators, stating that it is now up to lawmakers to decide whether the malaise needs to be treated with sharper legislative tools. But are legislators keen to act on the matter? This is a question that must weigh on the mind of not only the properties also the judiciary, but also the since the Supreme Court pointed out, even on this occasion, that lacunar-cest in the implementation of legal instruments. That the court has also stated that no objectionable case can be made out against Anurag Thakur and Rarwati Verma of the Bharatiya Janata Party for their allegedly toxic speeches during the public protests against the Citizenship Committee. If all company matters for the court, the authors of the Supreme Court had directed states and Union territories to ensure that the police suit motu register that information reports on communistic-charged statements. This heartening verdict was the need of the hour given the seeming institutional inertia to act against hate speech.

દેશમાં હવે બીપણ ગરમી પડશે

નિયમનમાં લાગવાનું સતત વર્ષે વધુ છે, જેના કરણે થોડોને અસર થયો નહીં. યાદનો કરતો પડે ત્યાં છે. ભારતના અનેક વિસ્તારોમાં આ વર્ષે એપ્રિલમાં જ લાગવાનું રૂડ ડિગ્રી સેલિફિક્સ પાર કરી રહ્યું હતું. જોકે, મે બહેનાની શરૂઆતથી દેશના વિવિધ ભાગોમાં સરદારોહ અને પારસદાને કારણે થોડોને કારદારોને ગરમીથી રહેલા ભાષી છે, પરંતુ ૯ મે પછી હવાયનામાં બેટો પસારી આવવાની શરૂઆત છે. ભારતીય હવામાન વિભાગ અને આંતરરાષ્ટ્રીય નિભાવનાના તાજેતરના અહેવાલોમાં બેટો વેતરાથી આવી છે. કેટલાં વર્ષોને ભારતે હવે 'સુપર આર-નૉનો'નો ખતરો મંડકડો રહ્યો છે. વૈશાનિકોનું માનવું છે કે વર્ષ ૨૦૨૦ના મધ્યમાં આ કુદરતી પરનાને કારણે ભારત સહિત સમગ્ર વિભાષા લાગવાનું રેકોર્ડ સ્તરે પહોંચી શકે છે. આ ક્રેક્શર માત્ર થોડા દિવસોની ગરમી પૂરતી ભાશીદ્રી નથી, પરંતુ આગામી મોભાસ અને બેટો માટે પણ જેવાનાં નિશાનો છે. ભારતીય હવામાન વિભાગે મે ૨૦૨૦ના પુસ્તુતુમાનમાં જણાવ્યું છે કે દેશના દેશપર ભાગોમાં પારસદાને કારણે લાગવાનું સાવતરણી ઓછું રહી શકે છે, પરંતુ અનેક રાજ્યોમાં બીપણ હીટરેશન ખતરો છે. ગુજરાત, મહારાષ્ટ્ર, દક્ષિણ ભારત અને ઉત્તર-પશ્ચિમ ભારતના દેશપર ભાગોમાં રહીનેના લાગવાનમાં પણ વધારો પડે. વિશ્વ હવામાન વિસ્તાર સંપરાંતે વેતરાથી જોઈ રહેલા રહ્યું છે કે મેથી ગુજરાતી ૨૦૨૦ અને આર-નૉનો પૂર્ણપણે રહીને ભારતે ૧૧ ટકા શરુઆત છે. નિભાવનાનું અને, આ ક્રેક્શર ઓછો ૨૦૦થી અરસો કે ભાષાનું સંભાળવાનો છે, પણ નહીં અને આર-નૉનો એક કુદરતી પરના છે. ભાગો પશ્ચિમિ ભરાસતપરનું પાણી ગરમ પાછા છે, ત્યારે તેને આર-નૉનો રહેવામાં આવે છે. પરંતુ ભાગો સમુતની સપાટીનું લાગવાનું સામાન્ય સરતા વધુ સમુદાય (આસો કે ડિગ્રી સેલિફિક્સ પાર) જોઈ જાય, ત્યારે તેને 'સુપર આર-નૉનો' રહેવાય છે. એક દિવેટી અનુસાર, ૨૦૨૦ના જેવા મથનારો આર-નૉનો છેલ્લા ૧૪૦ વર્ષમાં સૌથી સહિતસાથી હોડી શકે છે. આ કુદરતી પરનાની રહસ્કારસાથી ભારે ગરમી પેરા થાય છે અને પારસદાની વેટર્ન બદલાય છે. નિભાવનાના જણાવ્યા અનુસાર, જે આર-નૉનો સહિત પાય તો ભારતમાં બોધાયું નબળું પડવાની શરૂઆત વધી જાય છે, જે દુખાવા જેવી સ્થિતિ સુધી શકે છે. ૯ મે પછી સુવાના તરસ્યો શરૂઆત વધી જાય છે. ભારતીય સહિત સભાનામાં અમાનેક ઉણપી આવી શકે છે.
