Black, M.Sc., P.Geo., author of the below described NI 43-101 technical report (the "Technical Report") hereby consent to being named in the Prospectus and to the inclusion of the references to the Technical Report in the Prospectus and the documents incorporated by reference therein, and the extracts from, or summaries of, the Technical Report in the written disclosure contained in the Prospectus and the AIF incorporated by reference therein:

• "Technical Report on the Rattlesnake Hills Project, Natrona County, Wyoming, USA" with an effective date of September 5, 2024
