ANNOUNCEMENT APPOINTMENT OF SUPERVISOR

In compliance with the relevant provisions of the Articles of Association and the Rules Governing the Procedures for Operating the Meeting of the Supervisory Committee of Tianjin Capital Environmental Protection Company Limited (the “Company”), it is required to elect one additional supervisor (the “Supervisor”) who is the Company’s employees’ representative in the supervisory committee of the Company.

In accordance with the resolution passed in the employees’ representative’s meeting, Mr. Wang Hui ( ) was elected as the Supervisor representing the Company’s employees for a term of 3 years commencing from 16th October, 2002.

Mr. Wang Hui, aged 34, a senior engineer, is the deputy manager of the operational management department of the Company, who is responsible for the operational management and the management work of the major repair projects for the sewage treatment plants. He graduated from the Architecture College of the Tianjin University in 1991, with a major in water supplying and draining of the department of thermal energy and environmental engineering ( ) , and graduated from the post-graduate class of the environmental engineering department of Tong Ji University in 2001. From his graduation in 1991 to December 1999, Mr. Wang worked in Dongjiao sewage treatment plant in Tianjin. He took part in the supervision and the management on construction work of Dongjiao sewage treatment plant and the commissioning, trial and operation of the mud area. He was the deputy head of the production and operation department of Dongjiao sewage treatment plant. Mr. Wang was the officer of the Combined Office of the Development and Construction Company of Tianjin Sewerage Corporation from January 2000 to March 2001. He joined the Company in March 2001.
