Candidate Board Members

Stijn Bijnens

Stijn Bijnens has been CEO of the Proximus Group since 1 September 2025.

He started his career by creating the network security company NetVision (renamed Ubizen later on). In 2008 he was appointed CEO of the Limburgse Reconversie Maatschappij (LRM). Before joining Proximus, he was the CEO of the Belgian ICT company Cegeka since 2019, where he managed to position the company to be one of the leading ICT companies in Belgium and Europe.

Stijn Bijnens holds a master's degree in computer sciences from the KU Leuven.

Cécile Coune

Cécile Coune is a non-executive director, currently serving on the board of several organizations in addition to Proximus: QBE Europe, Securex, and Credendo GSR. She also acts as a member of various risk, audit, and remuneration committees of these companies. Since 2025, she chairs the board of directors of Square Trade Europe Insurance.

She previously held various CEO roles in the insurance and reinsurance industry and was a partner at a prominent Belgian law firm.

Committed to corporate social responsibility, Cécile Coune is a founding member of Women on Board (WoB). She also initiated and chaired European Women on Boards (EWoB) until 2017. She regularly coaches or mentors young professionals in need of support. She recently became the charity chair of the Belgian Federation of Philanthropic Foundations.

Believing in continuous education, she is certified in sustainable finance (CISL) and followed the Chapter Zero program for directors. She is trained in mediation and in compliance in the financial sector, and she currently follows training in AI.

Francis De Meyere

Since September 2025, Francis De Meyere has been Chief of Staff for General Policy to the Deputy Prime Minister and Minister of Finance and Pensions. He is also Government Commissioner at Fluxys Belgium and Fluxys LNG, and Chairman of the Board of Directors of Be-NUC. In addition, he serves as an independent director at VITO.

He began his career as a Business Analyst at Accenture in Spain, after which he became an advisor at CREG, the regulator for electricity and gas. In 2014, he first became an advisor on energy and climate, post & telecom, and science policy at the office of the Deputy Prime Minister, Minister of Security and Home Affairs. He later served as advisor and Deputy Chief of Staff for General Policy to the Minister-President of the Flemish Government. In 2021, Francis De Meyere became head of the research department at Agoria, and in 2025 he became advisor for energy, climate, post, telecom, and mobility at the office of the Prime Minister. He previously held mandates at Belgoprocess, NIRAS, and the FANC. Francis De Meyere holds a degree in Business Engineering from KU Leuven and a Master in EU Studies from the University of Salamanca. He also followed the European Energy and Environmental Law program in the Master of Laws at KU Leuven.

Eric Domb

Eric Domb is the founder, chairman, and CEO of Pairi Daiza NV. He is also Honorary Consul General of Indonesia.

He began his career as a lawyer at the Brussels Bar. He later became a tax consultant at Coopers & Lybrand (PwC) and founded Stratefi NV, which provides financial advice to SMEs. In the past, Eric Domb held mandates at SRIW, the King Baudouin Foundation, Acerta, and the IRIS Group. He served as Chairman of the Platform for Business Financing (Febelfin). From 2005 to 2011, he was a member of the Executive Committee of the Federation of Enterprises in Belgium (VBO), and from 2006 to 2009, he was Chairman of the Walloon Union of Enterprises (UWE). In 2007, Eric Domb was elected Manager of the Year. He holds a Licentiate in Law from the Université Catholique de Louvain.

Béatrice de Mahieu

Béatrice de Mahieu is an expert in innovation, entrepreneurship, digitalization and transformation.

Today, she is Deputy-CEO at Finance & Invest Brussels, a public-interest limited company that facilitates and complements the financing chain for value-creating companies in the Brussels Region.

Since starting her career in 1999, Béatrice de Mahieu has worked successively for major telecommunications, technology and media companies (Telenet, Microsoft, Lagardère, etc.), where she has contributed to growth strategies and digital transformation. In 2011, Béatrice de Mahieu started working as a mentor and investor for technology and social impact start-ups, guiding them in their search for investors, strategy development and growth.

Between 2018 and September 2025, she was successively the CEO of Co.Station Belgium (a coworking space and innovation hub for tech start-ups), and CEO of BeCode, a social impact coding and training organization, focussing on up and reskilling of jobseekers and workers. In addition, Béatrice de Mahieu is currently Non-Executive Director at Trividend, Les Petits Riens Foundation, Chapter Zero Brussels, Proximus, chairwoman of Akkanto, member of the Investment Committee at "Vlaio Fonds voor Innoveren en Ondernemen" and "Miles Ahead". Béatrice de Mahieu holds a degree in Applied Communication from the "Institut des Hautes Etudes et des Communications Sociales" (IHECS).


Audrey Hanard

Audrey Hanard is an Associate Partner at Dalberg Global Advisors, a mission-driven strategy advisory firm focusing on sustainable impact. She works with her clients, who are NGOs, UN agencies, governments and foundations to improve educational and employment outcomes globally by developing, implementing and measuring impactful strategies in support of inclusive development. In doing so she leverages 10+ years of experience advising corporate, government and philanthropic clients on those topics as a manager with McKinsey & Co, and with Telos Impact.

She is a member of the Board of Directors of Sonaca and member of the Investment Committee of Phitrust Benelux. From 2021 until 2025 she was Chairwoman of the Board of Directors of bpost.

Audrey Hanard holds a MSc in Business Engineering from the Université Libre de Bruxelles (Solvay Brussels School, ULB) and a Master of Public Administration from Columbia University (School of International and Public Affairs).

Emmanuèle Attout

Emmanuèle Attout is the founder and managing director of Investea SRL, her management company through which she provides advisory services.

She previously had a career at PwC from 1981 to 2014, becoming Partner in 1994. As Audit Partner, she was responsible for external audits in a large number of companies across various sectors, both locally and internationally.

She is an independent director and chair of the audit committee at Atenor NV, Eurocommercial Properties NV, and AG Insurance NV, and also serves as independent director at Schréder NV. In the past, she held mandates at Bridgestone Europe NV, Oxurion NV, and Toutes à l'école Belgique vzw. She is co-founder of Women on Board.

Emmanuèle Attout holds a Licentiate in Applied Economic Sciences from the Université Catholique de Louvain.

Pierre Winand

Pierre Winand has been CFO of Theramex, a specialty pharmaceutical company focused on women's health, since 2020.

He began his career in 1989 at KPMG as audit manager, then moved in 1999 to the Interbrew Group, where he ultimately became Vice-President Finance Western Europe. From 2006 to 2015, he was CFO and a member of the Executive Committee at bpost. He later served as Group CEO and CFO at ChemicalInvest BV in the Netherlands, before returning to bpost in 2019 as President & CEO of bpost Americas in the USA.

Pierre Winand holds a Bachelor's degree in Business Administration from the Hautes Études Commerciales in Liège.
