Nature of the Event: Ministry of Communications Hearing – Setting Maximum Payments in the Wholesale Market
Further to the provisions of Section 8.1.1 in the chapter describing the corporation's business in the Company's periodic report for 2024, published by the Company on March 9, 2025 (Reference No.: 2025- 01-015523), regarding a call for proposals published by the Ministry of Communications in February 2025 on the subject of BSA service in the wholesale market, the Company updates that on July 29, 2025, it received a hearing regarding the setting of maximum payments in the wholesale market, which was published by the Ministry of Communications (hereinafter: "the Hearing").
According to the Hearing, the Ministry of Communications intends to set new tariffs for BEZEQ THE ISRAELI TELECOMMUNICATION CORP. LTD. (hereinafter: "BEZEQ") in the wholesale market, which are significantly lower than the existing tariffs in the wholesale market.
It is further proposed by the Ministry of Communications, as part of the Hearing, that BEZEQ will continue to be obligated to allow all players to use the BSA service for anyone who requests it and without discrimination, with this obligation being gradually reduced so that from January 1, 2027, BEZEQ will no longer be required to provide it to the large communications groups (companies with 300,000 or more retail internet subscribers, including the Company), except with respect to 15% of the total existing fiber subscribers (as of June 30, 2025) in each of the large communications groups, and from January 1, 2028, this rate will be reduced to 5%.
It should be noted that the Company has a long-term IRU agreement with BEZEQ that is not based on the wholesale market tariffs.
