PARTNER COMMUNICATIONS ANNOUNCES STANDARD & POOR'S RATINGS SERVICES RAISED THE COMPANY’S LONG-TERM RATINGS BY TWO NOTCHES TO 'BB+' FROM 'BB-'

Rosh Ha’ayin, Israel, 16 March 2005 - Partner Communications Company Ltd. (NASDAQ, Tel Aviv: PTNR, London: PCCD) announces that Standard & Poor's Ratings Services raised its long-term ratings for Partner by two notches to 'BB+' from 'BB-'. At the same time, the senior unsecured subordinated debt rating was raised to 'BB-' from 'B'.

Alan Gelman, Partner’s CFO, said that the unusual raise of two notches in S&P’s rating awarded the Company is further evidence of the confidence of the financial community in the Company’s financial strength, its profitability, steady cash flow, and its debt service capabilities. Earlier this week, Maalot, the Israel Securities Rating Company Ltd., strategic partner of Standard & Poor’s, awarded Partner an “AA-” rating of up to NIS 1.5 billion unsecured notes Partner may issue.
