I, Matthew Dean Gray, C.P.G., consent to the public filing of the technical report titled “Project Pre-Feasibility NI 43-101 Technical Report on the Cerro Quema Gold Oxide Project, Province of Los Santos, Panama” and dated July 27, 2021 (the “ Technical Report ”) by Orla Mining Ltd. (the “ Company ”).

I also consent to any extracts from or a summary of the Technical Report in the news releases of the Company dated July 28, 2021 and September , 2021 and 7 the material change report dated August 9, 2021 (the “ Disclosure Documents ”).

I certify that I have read the Disclosure Documents filed by the Company and that they fairly and accurately represent the information in the sections of the Technical Report for which I am responsible.
