CONSENT OF QUALIFIED PERSON

I, Lee Josselyn, P.E. Sr. Project Manager at Linkan Engineering, consent to the public filing of the technical report titled “Project Pre-Feasibility NI 43-101 Technical Report on the Cerro Quema Gold Oxide Project, Province of Los Santos, Panama” and dated July 27, 2021 (the “ Technical Report ”) by Orla Mining Ltd. (the “ Company ”).

I also consent to any extracts from or a summary of the Technical Report in the news releases of the Company dated July 28, 2021 and September 7, 2021 and the material change report dated August 9, 2021 (the “ Disclosure Documents ”).
