CONSENT OF EXPERT

I, David Brown, P.Geo., of Golder Associates Ltd., prepared or was involved in preparing for Orla Mining Ltd. (the “ Company ”) certain parts of the report titled “Cerro Quema Project - PreFeasibility Study on the La Pava and Quemita Oxide Gold Deposits” dated August 15, 2014 with an effective date of June 30, 2014 (the “ Technical Report ”).

I consent to being named in the prospectus supplement of the Company dated July 5, 2021 to the short form base shelf prospectus of the Company dated March 12, 2021, either directly or in a document incorporated therein by reference (collectively, the “ Prospectus Supplement ”), and to the use in the Prospectus Supplement of the parts of the Technical Report for which I am responsible.

I hereby confirm that I have read the Prospectus Supplement, and I have no reason to believe that there are any misrepresentations in the information contained therein that are (i) derived from the parts of the Technical Report for which I am responsible, or (ii) within my knowledge as a result of the services performed by me in connection with the Technical Report.
