Germany’s first satellite-based reconnaissance system complete – SAR-Lupe 5
successfully launched

Full operational capability for the Bundeswehr system planned in autumn

Oberpfaffenhofen/Plesetsk, July 22, 2008. The fifth German reconnaissance
satellite in the SAR-Lupe system developed by OHB-System AG, a subsidiary
of OHB Technology AG (ISIN: DE0005936124, Prime Standard), was successfully
launched this morning from the Russian space centre in Plesetsk south of
Archangelsk. The Russian Cosmos 3M launch vehicle started on schedule at
4:40:09 CEST and deposited the radar satellite in its near-earth orbit at
an altitude of around 500 km after roughly half an hour. The first contact
between the control room of the German Aerospace Centre (DLR) in
Oberpfaffenhofen and the satellite has shown that the satellite was in
perfect order. Work has already begun on putting it into service.

SAR-Lupe 5 completes Germany’s first satellite-based reconnaissance system.
It consists of five identical small satellites and a ground station to
control the satellites and receive and process images. The SAR-Lupe system
has enabled the Bundeswehr (German federal armed forces) to gather the
highest quality space-aided information irrespective of daylight and
weather almost worldwide since December 2007. OHB met the technical
conditions which allowed France the co-use of the German system as part of
the ESGA project to put satellite-based reconnaissance on a European
footing. France granted Germany access to the optical reconnaissance system
HELIOS II in exchange.

The Deputy General Inspector of the Bundeswehr, and Inspector of the Armed
Forces Bases, Vice Admiral Wolfram Kühn, commented on the successful start,
'SAR-Lupe gives the Bundeswehr and therefore Germany a totally new quality
dimension in support of its early crisis warning systems, crisis prevention
and effective crisis management. Timely and unimpeded access to high
resolution satellite imagery makes a vital contribution to identifying the
situation and thereby to improving national assessment, action and
decision-making capabilities. Militarily and politically the SAR-Lupe puts
Germany on an equal footing with other states with regard to
satellite-based descriptive reconnaissance. The system forms the basis for
an even closer Franco-German cooperation, which has been underway in
practical terms since January. It also enables us to contribute our own
experiences to the discussions on follow-up systems which are already
taking place. Altogether it facilitates even better and more effective
involvement in international consultation and decision-making processes.'

Until it is handed over to the Bundeswehr, satellite control over the fifth
SAR-Lupe satellite lies in the hands of the German Aerospace Centre (DLR)
in Oberpfaffenhofen. The Bundeswehr’s ground station in Gelsdorf tracks the
satellite in parallel with the DLR’s operations and will take over in
around four weeks time.

The SAR-Lupe system will achieve full operational capability in autumn. On
current planning the entire system is to be handed over to the Bundeswehr
as part of a special event.
