AD HOC BULLETIN PURSUANT TO SECTION 15 OF THE GERMAN SECURITIES TRADING ACT

German Federal Labor Agency planning to award Lot 3 of the 'BU 2008 -
Services for Supporting IT Operations Management' project to NorCom

• Expected project value of over EUR 30 million

Munich, July 14, 2008 - The German Federal Labor Agency (Bundesagentur für
Arbeit) in Nuremberg has announced its intention to award Lot 3 of the 'BU
2008 - Services for Supporting IT Operations Management' project to NorCom
Information Technology AG in accordance with Section 13 of the Rules for
the Award of Public-Sector Contracts. This contract will have a value of
over EUR 30 million for NorCom.

The services anticipated in all lots for which proposals have been
requested (a total of four) involve support for the IT operations
management of the Operations and Infrastructure Department, which operates
all of the Agency’s IT systems within the IT system environment. These
tasks entail planning, producing and implementing design models in the core
areas of the German Federal Labor Agency, including database management,
certification, general security as well as process management and
monitoring.

The Lot 3 services are to be completed within three years of the conclusion
of the contract award process. Accounting for just under 70% of the total
volume, Lot 3 is by far the largest of the four lots for which proposals
have been requested.

The contract will be officially awarded on July 25, 2008 assuming that none
of the competitors over which NorCom has prevailed initiates any review or
contestation proceedings.
