ANNOUNCEMENT

CIRCULAR DESPATCH DATE

The date of despatch of the circular relating to the Merger by adoption ("Merger") is now expected to be on or about 16th August, 2000.

The board of directors of Huaneng Power International, Inc. (the "Company") refers to the announcement of the Company dated 18th July, 2000 (the "Announcement") in relation to the Merger as set out in the Announcement. Terms used herein shall have the same meanings as those ascribed in the Announcement.

In accordance with Rules 14.13(2) and 14.29(2) of the Listing Rules, the circular should have been despatched to the shareholders of the Company within 21 days after the date of the Announcement, being 18th July, 2000. Seeing that the time for despatching the circular to the Company's H shares holders shall be in line with the time for despatching the disclosure document required by the Securities and Exchange Commission of the United States to the Company's ADS holders, where the content of both documents are substantially the same, the Company has made an application to the Stock Exchange for an extension of the period within which the circular is required to be despatched. The circular is now expected to be despatched on or about 16th August, 2000.
