PROPOSED PAYMENT OF FINAL DIVIDEND

BOOK CLOSURE PERIOD

Reference is made to the 2010 Annual Results Announcement (the “Announcement”) of MOBI Development Co., Ltd. (the “Company”) dated 22 March 2011. As stated in the section headed “Dividend” of the Announcement, the board (the “Board”) of directors of the Company recommended the payment of final dividend of HK$0.02 per share for the year ended 31 December 2010.

NOTICE IS HEREBY GIVEN THAT for the purpose of determining the entitlement to the proposed final dividend for the year ended 31 December 2010 and the right to attend the forthcoming annual general meeting of the Company to be held on Friday, 27 May 2011 (“AGM”), the register of members of the Company will be closed from Tuesday, 24 May 2011 to Thursday, 26 May 2011 (both days inclusive), during which period no share transfer will be effected. In order to qualify for the proposed final dividend for the year ended 31 December 2010 and the attendance in the AGM, all transfers accompanied by the relevant share certificates and properly completed transfer forms must be lodged with the Company’s share registrar, Computershare Hong Kong Investor Services Limited at Shops 1712 — 1716, 17/F., Hopewell Centre, 183 Queen’s Road East, Wanchai, Hong Kong for registration no later than 4:30 p.m. on Monday, 23 May 2011. The final dividend, if approved by the shareholders at the AGM, is expected to be paid to the shareholders of the Company in or before July 2011.
