DISCLOSURE PURSUANT TO RULE 13.09 OF THE LISTING RULES

This announcement is made pursuant to Rule 13.09 of the Rules Governing the Listing of Securities on The Stock Exchange of Hong Kong Limited (the “ Listing Rules ”).

Reference is made to the announcement of Amber Energy Limited (the “ Company ”, which together with its subsidiaries are collectively referred to as the “ Group ”) dated 15 July 2010 (“ Announcement ”) whereby the Company advised the shareholders of the Company and potential investors on, among other things, the adjustment of natural gas price.

The board of directors (the “ Board ”) of the Company wishes to advise the shareholders and potential investors that the Company received an offi cial notice from Zhejiang Provincial Price Bureau on 19 July 2010 regarding an upward adjustment of the Group’s on-grid tariff by RMB0.06 from RMB0.74 per KWH to RMB0.80 per KWH (inclusive of VAT) from 15 July 2010, the same day on which the adjustment of natural gas price took effect. Such an adjustment is in line with the disclosure made in the Announcement that 30% of the increased natural gas cost should be borne by gas-fi red power plants and the rest 70% of the increased portion should be covered by raising the on-grid tariff applicable to the power plants.

Shareholders of the Company and potential investors are advised to exercise caution when dealing in shares of the Company.
