The experience, she says, was a welcome break from working from home under lockdown, especially for the kids who couldn't get over the idea of being in a "house on wheels". Motorhomes are emerging as a safe option for families who want to travel lock, stock, and barrel to weekend getaways but are also determined to stay contactless while on the road. The last fortnight has seen the Ministry of Defence (MoD) release three major documents relating to defence acquisition, manufacture and exports. These include drafts of two new policies for public comment — the Defence Production and Export Promotion Policy 2020 (DPEPP 2020) and the Defence Acquisition Procedure 2020 (DAP 2020). Finally, on Sunday, the MoD issued a list of 101 defence weapons and equipment that will be progressively embargoed for import between now and 2025.

From December onwards, the army, navy and air force will not be permitted to import 69 categories of defence equipment. The army will have to rely on Indian suppliers for tracked, selfpropelled and towed artillery guns, multi-barrelled rocket launchers of the Pinaka class, sniper rifles and bulletproof jackets and helmets. The navy will have to indigenously build several categories of warships, such as missile destroyers, next-generation missile vessels, anti-submarine craft, offshore patrol vessels and sonar systems and weaponry. The air force will have to build in India its requirement of light combat aircraft (LCA) and helicopters, light transport aircraft, and parachute delivery systems for air-dropping a range of stores and equipment.

A year later, from December 2021 onwards, 11 more equipment categories, including wheeled tanks, light machine guns, assault rifles and ammunition for tanks would have to be sourced from Indian manufacturers. In addition, conventional submarines, such as the six being acquired under Project 75-I, would have to be built in India.

From December 2022, import would be banned of medium artillery ammunition, electronic warfare systems and two other categories. From December 2023, eight more equipment types would face import embargoes, including basic trainer aircraft, communications and reconnaissance satellites and Astra air-to-air missiles. Another eight categories — including artillery ammunition fuses and charge — would have to be indigenised from missiles from December 2025. The MoD states this import embargo is intended to assure Indian defence firms they can "manufacture the items in the negative list by using their own design and development capabilities or adopting the technologies designed and developed by Defence R&D Organisation (DRDO)".

In the past, the defence industry, especially private firms, have expended money and research effort on developing a defence product, only to see the MoD import it from the global market instead. An import embargo on specific products would provide assurance against such an eventuality.

सध्याची जी शिक्षणपद्धती १०+२ आहे. या पद्धतीत दहावीनंतर शिक्षणाची, दिशा, पद्धत अचानक बदलून जाते. दहावीनंतर काठिण्यपातळीही अचानक वाढते. त्यातून परिस्थितीशी जुळवून घेणे अनेक विद्यार्थ्यांना अशक्य होतं, थेट आत्मविश्वासावर परिणाम होतो. प्रस्तावित धोरणानुसार नवी पद्धती ही ५+३+३+४ अशी असेल. म्हणजे अंगणवाडी ते दसरी हा एक टप्पा असेल, तिसरी ते पाचवी दसरा टप्पा, सहावी ते आठवी तिसरा आणि नववी ते बारावी चौथा टप्पा. या टप्यांनुसार शिक्षण, काठिण्यपातळी शिस्तबद्ध रीतीने वाढत जाईल. अंगणवाडी किंवा नर्सरी ते दसरी हा पाच वर्षांचा जो पहिला टप्पा असेल तो फौंडेशन टप्पा असेल. व्यक्तीच्या बुद्धीचा बहतांश विकास याच वयात होतो. त्याच काळात जास्तीत जास्त अनुभव मिळमे हे विकासास लाभकारक ठरेल. साक्षरता अभियान

आवड असणाऱ्यांना हे दोन्ही विषय एकत्र घेता येऊ शकतात. भौतिकशास्त्र आणि इतिहास हे विषय एकाच वेळी शिकता येतील. यासाठी लागणारी व्यवस्था उभी करणं आव्हानात्मक असेल; पण ही व्यवस्था क्रांतिकारी ठरेल. परिस्थितीमुळे शिक्षण अर्ध्यावर सोडणाऱ्यांचे प्रमाण चिंताजनक आहे. अर्ध्यावर शिक्षण सुटले तर 'लिव्हिंग सर्टिफिकेट' सोडता काही मिळत नाही आणि त्यात काही काळानंतर व्यवस्थेत परत यायचे पर्याय किचकट. नव्या धोरणानुसार पदवीच्या कुठल्याही वर्षानंतर बाहेर पडण्याचा आणि ठराविक कालावधीच्या आत परत येऊन जिथन शिक्षण सोडलं होतं, तिथून पुन्हा सुरुवात करण्याचा सन्मानजनक पर्याय सद्धा असेल. पहिल्या वर्षानंतर फर्स्ट इयरनंतर शिक्षण सुटलं तर तसं प्रमाणपत्र मिळेल. दसऱ्या वर्षानंतर सुटलं तर पदविका प्रमाणपत्र मिळेल.

माध्यमाचा शास्त्रीय विचार

इंग्रजी हा खरं तर एक भाषाविषय : पण अलीकडच्या काळात तेच शिक्षण होऊन बसले आहे. इंग्रजी येणं अत्यावश्यक आहे; पण इंग्रजी हेच माध्यम हा विचार चुकीचा आहे. इंग्रजी माध्यमातून मुलाला आकलन होत आहे किंवा नाही, हे पाहिलं जात नाही. नव्या धोरणानुसार पाचवीपर्यंतचे शिक्षण सक्तीने मातृभाषेतच, तर आठवीपर्यतचे शिक्षण शक्यतो मातृभाषेत/ स्थानिक भाषेतच दिले जाणार आहे. अभ्यासक्रमातील अनावश्यक भाग वगळला जाणार आहे. जीवनावश्यक कौशल्यांचे शिक्षण शालेय जीवनापासूनच दिले जाईल. खेळ, कार्यानुभव असे विषय अभ्यासेतर नसतील, तर प्रमख अभ्यासक्रमाचा भाग असतील. हे सर्व बदल म्हणजे एका नव्या अध्यायाची आशादायी सरवात आहे.

पाणी वाहून जाण्यासाठी बोगद्याचा विचार

मुंबई, ता. १० : दर वर्षी मुसळधार पाऊस होताच पाण्यात जाणाऱ्या हिंदमाता परिसराचे हे संकट अजून पुढील काही वर्षे तरी कायम राहणार, असे दिसत आहे. येथील पर्जन्य वाहिन्यांचे काम ९० टक्के पूर्ण झाल्यानंतर या वाहिन्यांमध्ये भूमिगत सुविधांचे अडथळे असल्याचे लक्षात आले आहे. त्यामुळे आता जमिनीच्या २५ मीटरखालून पावसाचे पाणी वाहन जाण्यासाठी बोगदा तयार करण्याचा विचार पालिका करत आहे.

हिंदमातापासून परळपर्यंत पावसाळ्यात साचणाऱ्या पाण्याचा निचरा होण्यासाठी रे रोड येथे १०० कोटी रुपये खर्च करून पंपिंग स्टेशन – बांधण्यात आले. त्यानंतर तीन वर्षांपूर्वी येथील भूमिगत पर्जन्यवाहिन्यांची क्षमता वाढवण्यास सुरुवात झाली. हे काम ९० टक्के पूर्ण झाले असून पुढील निचरा होत नाही.

पंपिंग स्टेशन बांधावे लागणार

करून तेथील महिला कर्मचाऱ्यांबरोबर अश्लील संभाषण करणारा सराईत पालिका पावसाचे पाणी वाहन आरोपी अनेक दिवसांपासून पोलिसांचा जाण्यासाठी आता जमिनीच्या गुंगारा देत होता. अखेर तो पोलिसांच्या २५ मीटर खालून बोगदा तयार 'हनी ट्रॅप'मध्ये अडकला. त्याने करण्याच्या विचारात आहे. सुमारे सातपेक्षा अधिक कारविक्री करणाऱ्या कंपन्यांतील महिलांना दरध्वनी करून २.२ मीटर व्यासाचा हा जलबोगदा असेल, यासाठी २५ मीटरखालून त्रास दिला आहे. हॅन्ड्री मायकल नाडर ऊर्फ विवेक पाण्याचा उपसा करण्यासाठी मिनी पंपिंग स्टेशनही बांधावे लागेल, अशी असे अटक केलेल्या आरोपीचे नाव

माहिती पालिका अधिकाऱ्यांनी दिली. आहे. तो व्यावसायाने चालक आहे. मालाडच्या मार्वे येथील बरोडा हाऊस येथे राहणारा नाडर हा मुंबई, ठाणे, पावसाळ्यापूर्वी पूर्ण होणार होते; मात्र ५ ऑगस्ट रोजी झालेल्या पावसात कल्याण, पुणे, येथील नामांकित या वाहिनीच्या मर्यादा पुन्हा एकदा कारविक्रेत्या कंपन्यांच्या कार्यालयांतील स्पष्ट झाल्या. ही वाहिनी २.२ मीटर दरध्वनी क्रमांक 'गूगल'वरून मिळवायचा. त्यानंतर तो तेथील क्षमतेची असली, तरी प्रत्यक्षात १.७ मीटरच्या व्यासातूनच पाणी वाहन जात महिलांबरोबर अश्लील बोलत होता. आहे. त्यामुळे पाण्याचा अपेक्षेप्रमाणे अंधेरीतील एका कंपनीत त्याने अशा प्रकारे दरध्वनी करून तिच्याबरोबर

संभाषणासाठी तीन सीमकार्डचा वापर

हॅन्डी मायकल नाडर याने महिलांबरोबर अश्लील संभाषण करण्यासाठी तीन वेगवेगळ्या सिमकार्डचा वापर केला. त्यामुळे तो पोलिसांच्या हाती लागत नव्हता. मुंबईत वाढलेला कोरोना संसर्ग आणि लॉकडाऊनमुळे त्याला शोधण्यात काही काळ खंडही पडला होता.

गैरवर्तन केले. या प्रकरणी महिलेने अंधेरी पोलिस ठाण्यात तीन महिन्यांपूर्वी गुन्हा नोंदवला होता. पोलिसांनी त्याच्या क्रमांकाच्या मदतीने सीमकार्ड वापरत असलेल्या व्यक्तीची माहिती मिळवत त्यांचे घर गाठले; मात्र चौकशीत ज्या व्यक्तींपर्यंत पोलिस पोहचले, त्यांनी स्वतःच त्याचा मोबाईल हरवल्याची तक्रार पोलिसात दिली होती.

आरोपीला पकडण्यात यश येत नसल्याने पोलिसांनी अखेर 'हनी ट्रॅप'चा वापर केला. पोलिसांनी एका मुलीला त्याच्या संपर्कात राहन त्याचा विश्वास संपादन करण्यास सांगितले. त्याला खोट्या प्रेमाचे आमीष दाखवून भेटायला बोलावले; मात्र पहिल्या

भेटीत तो आलाच नाही. दुसऱ्यांदा पुन्हा त्या मलीने त्याला भेटायला बोलावले; मात्र तरीही तो समोर आला नाही. दोन्ही प्रयत्न फसल्याने आरोपी जाळ्यात येण्याची शक्यता धूसर होत होती; मात्र पोलिसांनी हार मानली नाही. तिसऱ्या वेळी पोलिसांनी महिलेला आरोपीला अंधेरी एमआयडीसी परिसरातील पंपहाऊस येथे भेटण्यासाठी बोलावले. त्या वेळी आरोपी महिलेला भेटण्यासाठी आला आणि पोलिसांच्या जाळ्यात अडकला. दरम्यान, अंधेरी पोलिसांनी त्याच्याविरोधात ३५४ (अ), ३५४

तपास करत होता.

संक्रमणाच्या काळात रमेश पवार यांना आरोग्य विभागाचा अतिरिक्त पदभार देण्यात आला होता. पवार यांच्यावर सुधार विभागात उपायुक्तपदाची पूर्णवेळ जबाबदारी असून ते अग्निशमन दलाचे अतिरिक्त काम पाहणार आहेत. प्रशासन आणि आरोग्य व्यवस्था यांच्यातील द्वा म्हणून काम करण्याची महत्त्वाची जबाबदारी उपायुक्तांवर असते.

क्षीरसागर हे पी दक्षिण गोरेगाव विभाग कार्यालयाचे सहायक आयुक्त म्हणून कार्यरत होते. प्रमुख अग्निशमन अधिकारी प्रभात रहांदळे यांनाही आज बढती मिळाली. त्यांची महापालिकेच्या आपत्कालीन व्यवस्थापन विभागाचे उपायुक्त म्हणून नेमणक करण्यात आली आहे. प्रमुख अग्निशमन अधिकारीपदाचा अतिरिक्त कार्यभार उपप्रमुख अग्निशमन (ड) व ५०९ भादंवि अन्वये गुन्हा नोंद केला असून पोलिस अधिक अधिकारी शशिकांत काळे यांच्यावर सोपविण्यात आला आहे.
