SC issues contempt notice to Nalco for barring Vedanta bid

THE SUPREME COURT on Friday issued contempt notice to the top brass of National Aluminium Company (Nalco), including its executive director (Marketing) RN Mohapatra and CMD Tapan Kumar Chand, on a petition by Vedanta alleging "wilful disobedience" of its January judgment that allowed its UK-based arm to participate in the state-run aluminium producer's tender for the sale of surplus 30,000 MT of metallurgical-grade calcined alumina.

A Bench led by Chief Justice SA Bobde sought response from the top Nalco brass as to why contempt should not be initiated against them for "clear deviation from the requirement recorded in it January 14 judgment," as alleged by Vedanta.

The top court had allowed Vedanta Resources (VRL) to bid for Nalco's alumina tenders meant for exports, but said the delivery of consignment would take place at Visakhapatnam on FOB basis, though the same would be for use in Vedanta's SEZ unit at Jharsuguda. Nalco had earlier opposed the participation of Vedanta's Jharsuguda unit, saying the tender for alumina exports can be issued only to overseas customers and, therefore, Vedanta cannot participate in its tender.

As a first step towards the commencement of the bidding process, TII and CG Power entered into a securities subscription agreement on Friday for an investment of around ₹700 crore in the latter to acquire a 51% stake through a combination of investment of around ₹550 crore for primary subscription to the equity shares and around ₹150 crore for primary subscription to warrants. The warrants will be convertible into equivalent number of equity shares at the option of TII within 18 months from the allotment. The securities will be issued to TII on a preferential basis. Of the total investment for the warrants, close to 25% will be paid upfront at the time of subscription of the warrants, TII said in a regulatory filing. The investment, issue and allotment of equity shares and share warrants are subject to TII being declared as a successful bidder in accordance with the Swiss Challenge Process under stressed asset directions and approval from the Competition Commission of India, it said. रिथर रहे पेट्रोल-डीजल के दाम

नईदिल्ली । देश में पेट्रोल के दाम गुरुवार को लगातार 39वें दिन और डीजल की कीमत लगातार सातवें दिन स्थिर रही। देश की सबसे बड़ी तेल विपणन कंपनी इंडियन ऑयल कॉरपोरेशन के अनुसार, राष्ट्रीय राजधानी दिल्ली में आज पेट्रोल का मूल्य 80.43 रुपये प्रति लीटर पर स्थिर रहा जो 27 अक्टूबर 2018 के बाद का उच्चतम स्तर है। कोलकाता, मुंबई और चेन्नई में भी इसकी कीमत क्रमशः 82.05 रुपये, 87.19 रुपये और 83.63 रुपये प्रति लीटर पर टिकी रही। डीजल की कीमत भी दिल्ली में 73.56 रुपये प्रति लीटर पर स्थिर रही। कोलकाता में इसका मूल्य 77.06 रुपये पर, चेन्नई में 78.86 रुपये पर और मुंबई में 80.11 रुपये प्रति लीटर के रिकॉर्ड स्तर पर स्थिर रहा।

घरेलू स्तर पर कमजोर निवेश धारणा के कारण शेयर बाजार में रहा उतार चढ़ाव

मुंबई। वैश्विक स्तर से मिले कमजोर संकेतों के साथ ही घरेल स्तर पर कमजोर निवेशधारणा के कारण शुक्रवार को शेयर बाजार उतार चढाव के बाद हरे निशान में बंद होने में सफल रहा। इस दौरान बीएसई का सेंसेक्स 15.12 अंक बढ़कर 38040.57 अंक पर और नेशनल स्टॉक एक्सचेंज (एनएसई) का निफ्टी 13.90 अंक

चढ़कर 11214.05 अंक पर रहा। बीएसई में अधिकांश समूह मामूली बढ़त में रहा। इस दौरान पावर में सबसे अधिक 1.21 प्रतिशत की तेजी रही जबकि सीडी 1.73 प्रतिशत, आईटी 1.15 प्रतिशत और टेक 0.86 प्रतिशत फिसल गया।

बीएसई में कुल 2853 कंपनियों में कारोबार हुआ जिसमें से 1664 हरे निशान में और 1036 लाल निशान में रहे जबकि 163 में कोई बदलाव नहीं हुआ। वैश्विक स्तर पर जर्मनी के डैक्स 0.03

प्रतिशत की बढ़त को छोडकर अधिकांश प्रमुख सूचकांक गिरावट में रहे जिसमें चीन का शंघाई कंपोजिट 0.96 प्रतिशत, हांगकांग का हैंगसेंग 1.60 प्रतिशत, जापान का निक्केई 0.39 प्रतिशत और ब्रिटेन का एफटीएसई 0.10 प्रतिशत शामिल है। बीएसई का सेंसेक्स 74 अंकों की गिरावट लेकर 38 हजार अंक के स्तर से नीचे 37951.07 अंक पर खुला और शुरूआती कारोबार में ही यह 37787.38 अंक तक लढका।

नईदिल्ली । विदेशों से भारत आने वाले यात्रियों को स्वघोषित फॉर्म भरने और अनिवार्य क्वारंटाइन से छूट प्राप्त करने के लिए 'एयर सविधा' पोर्टल पर आवेदन करना होगा। एयर संविधा' पोर्टल को दिल्ली अंतरराष्ट्रीय हवाई

अड्डा लिमिटेड (डायल) ने तैयार किया है।

भर सकते हैं और अनिवार्य ॉक्वारंटाइन प्रक्रिया से छूट प्राप्त करने के लिए 08 अगस्त से ऑनलाइन आवेदन कर सकते हैं।

भारत आने के बाद क्वारंटाइन से छूट के लिए इस पोर्टल पर उडान से कम से कम 72 घंटे पहले आवेदन अनिवार्य होगा। सिर्फ कुछ ही श्रेणी के यात्रियों को अनिवार्य संस्थागत क्वारंटाइन से छूट दी जायेगी। सिर्फ गर्भवती महिलाओं, गंभीर रूप से बीमार लोगों और 10 साल या उससे कम उम्र के बच्चों के माता-पिता तथा जिनके परिवार में किसी की मृत्यु हो गई हो, उन्हें ही इससे छूट मिलेगी। अन्य यात्रियों को सात दिन तक संस्थागत क्वारंटाइन में अनिवार्य रूप से रहना होगा।

इसके अलावा यदि कोई यात्री विमान में सवार होने से 96 घंटे पहले कोविड-19 की जाँच कराता है और उसकी रिपोर्ट निगेटिव आती है तो उसे भी संस्थागत क्वारंटाइन से छूट मिल जाएगी। उसे घर पर ही 14 दिन तक क्वारंटाइन रहना होगा।

क्वारंटाइन से छूट के लिए ऑनलाइन आवेदन पर सरकार का फैसला अंतिम होगा तथा बाद में उसमें कोई बदलाव नहीं किया जायेगा। फिलहाल जारी व्यवस्था के तहत लोग भारत आने के बाद प्रवेश स्थान पर क्वारंटाइन से छूट के लिए आवेदन करते हैं। इसमें काफी समय लगता है और हवाई अड़डे के निकास पर लंबी कतारें लग जाती है। वहीं, स्वघोषणा पत्र उड़ान के पहले किसी भी समय तक भरा जा सकता है। सभी आवेदकों को आगमन के पहले ही पोर्टल के आधार पर संबंधित राज्य सरकार को स्वतः यात्रियों की जानकारी भेजी जायेगी।

प्लांटों में सरसों का पिलान कम होने से पर्याप्त

स्टॉक उपलब्ध है। सोयाबीन और मंगफली की

बुआई ज्यादा होने से बंपर फसल की उम्मीद

है। अतः स्टॉकिस्टों के हौंसले पस्त होने पर

एक बार सरसों की कीमतों में नरमी आने का अनुमान है। वहीं ऊंचे मूल्य स्तर पर आगे मुनॉफावसूली बढ़ सकती है। वायदा कारोबार के सटोरिए अभी भी भरपूर तेजी की आसा संजोए बैठे है, इनका मानना है कि आगे सरसों बढकर 5400 से 5500 रु क्विंटल तक पहुंच सकती हैं। जानकारों के अनुसार कोरोना के

नई दिल्ली। घरेलू वायदा बाजार में चांदी का भाव शऋवार को रिकॉर्ड 77.949 रूपये प्रति किलो पर चला गया और सोना ने भी 56,191 रुपये प्रति 10 ग्राम की रिकॉर्ड उंचाई को छुआ। अंतर्राष्ट्रीय बाजार में सोने और चांदी में तेजी के चलते भारतीय बाजार में महंगी धातूएं लगातार नई ऊंचाई को छू रही हैं। हालांकि ऊंचे भाव पर मुनाफावसूली का भी दबाव बना हुआ है। मल्टी कमोडिटी एक्सचेंज (एमसीएक्स) पर चांदी के सितंबर एक्सपायरी अनुबंध में शुक्रवार की सुबह 10.19 बजे पिछले सत्र से 248 रुपये यानी 0.33 फीसदी की तेजी के साथ 76300 रुपये प्रति किलो पर कारोबार चल रहा था, जबकि इससे पहले कारोबार के दौरान चांदी का भाव 77,949 रुपये प्रति किलो तक उछला. जो एक नया रिकॉर्ड है। हालांकि शुरूआती कारोबार के दौरान चांदी का भाव 75.063 रुपये प्रति किलो तक फिसला ।

एनएसई का निफ्टी 14 अंकों की गिरावट के साथ 11186.65 अंक पर खुला। सत्र के दौरान यह 11142.05 अंक के निचले और 11231.90 अंक के उच्चतम स्तर के बीच रहा। अंत में यह पिछले दिवस के 11200.15 अंक की तुलना में 13.90 अंक अर्थात 0.12 प्रतिशत बढ़कर 11214.05 अंक पर रहा। निफ्टी में शामिल कंपनियों में से 32 बढ़त में और 18 गिरावट में रहे। गिरावट में रहने वालों में टाईटन 2.65 प्रतिशत, एचसीएलटेक 2.22 प्रतिशत, इंफोसिस १.९० प्रतिशत, महिंद्रा १.४७ प्रतिशत, सन फार्मा १.२० प्रतिशत, एल टी ०.६८ प्रतिशत, अल्ट्राटेक सीमेंट ०.६० प्रतिशत, टीसीएस ०.५१ प्रतिशत, -------------------------------------0.38 प्रतिशत, आईसीआईसीआई बैंक 0.36 प्रतिशत और स्टेट बैंक 0.16 प्रतिशत शामिल है।

सेंसेक्स में बढ़त में रहने वालों में एशियन पेंट्स 4.44 प्रतिशत, बजाज फाइनेंस 3.61 प्रतिशत, इंडसइंड बैंक 2.90 प्रतिशत, बजाज फिनसर्व 2.80 प्रतिशत, मारूति १.८४ प्रतिशत, एयरटेल ०.९२ प्रतिशत, ओएनजीसी ०.९० प्रतिशत, टाटा स्टील 0.86 प्रतिशत, नेस्ले इंडिया 0.58 प्रतिशत, रिलायंस 0.57 प्रतिशत. बजाज ऑटो ०.३९ प्रतिशत. आईटीसी ०.३६ प्रतिशत. टेक महिंद्रा 0.36 प्रतिशत, एचडीएफसी बैंक 0.33प्रतिशत, पावरग्रिड 0.20 प्रतिशत, कोटक बैंक 0.18 प्रतिशत और एक्सिस बैंक 0.05 प्रतिशत शामिल है।

कारण चालू वित्त वर्ष की पहली तिमाही अप्रैल-जून में सरसों पेराई केवल 21 लाख टन ही हुई है. जोकि पिछले वित्त वर्ष की समान अवधि के मुकाबले करीब 10 फीसदी कम है। व्यापारियों के अनसार वायदा में हो रही सट्टेबाजी से सरसों की कीमतें महज 3 महीने में करीब 30 फीसदी तक बढ़ चुकी हैं। हालांकि इस साल ब्राजील, अमेरिका वभारत में भी सोयाबीन का रकबा बढने से बेहतर पैदावार संभव है। लिहाजा, इनके दाम गिरने पर सरसों में मनाफा वसली बढने की संभावना है।

नेफेड के पास 8 लाख टन से ज्यादा सरसों स्टॉक

कृषि मंत्रालय के अनुसार बीते फसल सीजन के दौरान देश में सरसों उत्पादन घटकर 87.03 लाख टन अनुमानित है, जोकि पूर्व वर्ष के 92.56 लाख टन से खाफी कम है। उधर, उद्योग के अनुसार चालू सीजन में 76 लाख टन उत्पादन का अनुमान है, जो गतवर्ष 81 लाख टन हुआ था। आमतौर पर देश में सरसों की सालाना खपत 70–75 लाख टन होती है, जबकि चालू वित्त वर्ष के पहले तीन महीनों अप्रैल–जून में लॉकडाउन के कारण खपत में कमी आई है। अभी भी मांग कम है। सरकारी कंपनी नेफेड के पास करीब 8 लाख टन से ज्यादा का सरसों का स्टॉक है। सरसों की तेजी विश्व बाजार में सोया व पाम तेल की कीमतों में हुई बढोतरी के कारण भी आई है।

स्टॉक 12.6 लाख टन एवं डीओसी स्टॉक 8.80 लाख टन है। शूक्रवार को मलेशिया पाम तेल वायदा 722.50 डॉलर प्रतिटन था। केएलसीई 4 रिंगिट नी ची बंद हुई। शिकागो सोया तेल वायदा रनिंग में 24 सेंट नीचा चल रहा था। गत रात्रि को 12 सेंट बढकर बंद हुआ था। घरेलू बाजार में खाद्य तेल प्रति १० किलो सोया रिफाइंड ८७२– 875, साल्वेंट 825 मुंबई रिफाइंड 870, मूंगफली तेल 1250-1270, मुंबई 1260, गुजरात 1235, मुंबई पाम तेल 825, इंदौर 875, कपास्या तेल इंदौर, महाराष्ट्र ८३०, गुजरात ८३५ रु था। प्लांट सौदों में सोया तेल धानुका 863, बजरंग 877, विप्पी 878, रुचि 877, अवि 878, प्रकाश 878, एमएस नीमच 864, अमृत 870, अंबिका ८७५ रु था। सोयाबीन प्लांट डिलीवरी प्रकाश ३८७५, महाकाली, प्रेस्टिज, अवि, खंडवा 3825, रुचि 3840, कृति, सांवरिया 3800 रु थे। कपास्या खली प्रति 60 किलो इंदौर देवास, उज्जैन १३०० खंडवा-बुरहानपुर १२७५ तथा अकोला प्रति क्विंटल 1875 रु बताई गई।

रत्नाभषण निर्यात संवर्धन परिषद (जीजेईपीसी) के चेयरमैन कोलिन शाह ने कहा कि, यह समय उद्योग के लिए बेहद कठिन दौर में है।

दौरान पलायन कर गए कामगार या तो परिवहन संबंधी

बाधाओं से वापस आने में असहाय हैं, या फिर मौजूदा

संकट में अपना परिवार छोडना नहीं चाह रहे हैं।

दरअसल, लॉकडाउन में कुछ रियायत मिलने से आभूषण निर्यात के लिये मांग बढ़ रही है, जो काफी सकारात्मक है. लेकिन लॉकडाउन के दौरान बडी संख्या में श्रमिकों ने पलायन किया, उन्हें निर्यातकों को वापस आने में आश्वस्त करने की जरूरत है। उन्हें बताना होगा कि कारखानों में कर्मचारी पूरी तरह से सुरक्षित होंगे। उन्होंने बताया कि अभी काम ज्यादा है, लेकिन कारीगर नहीं है। वैसे भी फिलहाल सरकारी आदेशानसार केवल 25 फीसदी कर्मचारियों को ही एक बार में काम करने की अनुमति है। आभूषण उद्योग में ज्यादातर कुशल कामगारों की संख्या कम होने से उत्पादन केवल 25 फीसदी ही हो पा रहा है। सोने-चांदी की ऊंची कीमतों पर लागत लगातार बढ रही है। उन्होंने बताया सीमा शल्क विभाग में भी कर्मचारियों की संख्या कम होने से निर्यात खेप धीमी गति से रवाना हो रही है। मुबई, सूरत की अनेक कंपनियों द्वारा सभी कर्मचारियों को मार्च में घोषित लॉकडाउन के समय से ही पूरा भुगतान किया गया, फिर भी कर्मचारी काम पर आने में नाकाम रहे, उन्हें मासिक आधार पर इतना पैसा दिया गया, जिससे वे घर आसानी से चला सके। दुर्भाग्य से दुनिया महामारी की चपेट में है और ऐसे में कर्मचारियों पर काम के लिये दबाव देना उचित नहीं जान पडता है।
