I, Matheus Palmieri, Consulting Geologist of Apto. 201, Rua Muzambinho n°32, Bairro Anchieta, Belo Horizonte, Minas Gerais – Brazil, do hereby certify that:

(a) I am a co-author of the technical report titled “Amended NI 43-101 Technical Report Feasibility Study for the Araguaia Nickel Project Federative Republic of Brazil Project Number AU9867”, dated 30 November 2018, amended March 2021, with an effective date of 30 November 2018 (the “Technical Report”) prepared for Horizonte Minerals Plc (HZM).

(a) I graduated in Geology, from the Universidade Estadual Paulista - Unesp (BR) in 2003 and have a Master’s Degree in Economic Geology and Prospecting from the Universidade de Brasília - UnB (BR) in 2011. I am a Chartered Professional registered with the Australasian Institute of Mining and Metallurgy in the discipline of Geology, Australia (#309256). I have been a practising geologist for 17 years including the exploration and evaluation of nickel laterites over the last 10 years.

(b) I have read the definition of “Qualified Person” set out in NI 43-101 (“the Instrument”) and certify that by reason of my education, affiliation with a professional association and past relevant work experience, I fulfil the requirements of a “Qualified Person” for the purposes of the Instrument.

(c) I visited the ANS area of the ANP over 8 times from August 2018; most recently from 24 to 27 January 2020; and I visited ANN area 5 times, most recently from 27 to 30 January 2020.

(d) I am responsible for the preparation of parts of sections 6 to 12 (inclusive) of the Technical Report.

(e) I am independent of the issuer as defined in section 1.5 of the Instrument.

(f) I have consulted to HZM on the ANP, the property that is the subject of this Technical Report, since July 2018.

(g) I have read the Instrument and Form 43-101F1, and the Technical Report has been prepared in compliance with that instrument and form.

(h) As of the effective date of this Technical Report, to the best of my knowledge, information and belief, the Technical Report contains all the scientific and technical information that is required to be disclosed to make the Technical Report not misleading.
