New Delhi: An analysis of 20 all-India toppers in Civil Services Examination 2022 (CSE 2022) shows that 60% of them are women, 45% engineers and 40% from the humanities stream with one-fourth hail from Uttar Pradesh.
Sharing these statistics during a meeting with the 20 top rankers in CSE 2022 here on Tuesday, minister of state for personnel and PMO Jitendra Singh said the fact that the first four rank-holders and Ei()**. of the top 20 are women "is a great reflection of demographic changes happening in the last nine years of the Modi government, where India is moving from women's participation to women's leader-

ship". Three women — Ishita Kishore, Garima Lohia, Uma Harathi N — were the top three scorers in CSE 2022, repeating the trend from last year. "I hope for a hat-trick in the Civil Services Examination 2023," Singh said while felicitating the 20 toppers at his North Block office here. He described the 2022 batch of civil servants as the "Batch of Change Leaders", saving that they will be in key positions of governance when India celebrates 100 years of Independence in 2047 "as one of the front-line countries of the world", While 12 of the 20 CSE 2022 toppers are women, CSE 2021 and CSE 2020 had eight and 10 women, respectively amongthetop 20all-Indiarank holders. Singh on Tuesday als0 released the TAS Civil list 2023 in an e-book format.
Sharing the educational profile of the 20 CSE toppers this vear, the minister said they comprise nine engineers and one medical professional, while eight have a humanities degree and two from science. He welcomed this change, describing it democratisation of services through optimum use of technology. There were 10 engineers and two medicos among the top 20 in CSE-2021 while 11 engineers and three medicos dominated the top 20 slots in CSE 2020.
Singh also took note of the demographic change happening over the last few years and said the top 20 candidates this yvear represent a pan-India coverage, with five hailing from UP; three each from Bihar and Delhi; two each from Harvana and Jammu and Kashimir; and one each from Kerala, Madhya Pradesh, Rajasthan, Telangana and Assam. NEW DELHI: The military has started clearing the advanced light helicopter Dhruv (ALH) for urgent flying missions in batches after comprehensive safety checks to keep itself operationally ready, but routine sorties are still no-go after the indigenous multi-mission chopper was
grounded following three incidents in less than two months earlier this year, officials aware of the matter said on Tuesday.
Most ALHs operated by the armed forces were grounded for checks after the recent incidents - including the crash-landing of an army helicopter in Jammu & Kashmir's Kishtwar on May 4 in which a soldier was killed, and two pilots were injured - raised serious safety concerns. The pilots reported a technical fault to air traffic control before the incident. The directorate general of military operations on May 22 wrote to different command headquarters about the restoration of flying of the ALH Dhruv, Rudra (the armed version of ALH) and the light com-
bat helicopter (LCH). The Indian Air Force's latest LCHs were also grounded earlier as they inherit several features of the ALH.
"ALH and LCH hepters are op endorsed to be cleared for op emer flg (operational emergency flying)," the letter stated. "Op endorsed" here refers to helicopters that have been cleared in servicing and certified fit to fly, one of the officials cited above

'Go Firstlessors' plea has no standing in HC'

The Interim Resolution Pro fessional (IRP) of Go First has said that the NCLAT has directed lessors to approach either the Supreme Court or NCLT. According to senior advocate Harish Salve, ap- pearing on behalf of the IRP, parallel proceedings cannot go on at the Delhi High Court. A writ court is not empowered to pass order on the resolution process, he added.
On Tuesday, the Delhi High Court heard writ peti tions filed by the six lessors of Go First against the Directorate General of Civil Avi ation (DGCA). Senior advocate Harish Salve argued that the lessors" approach to the High Court was an attempt to disrupt the insolvency process.
Salve pointed out that the

NCLAT had directed the lessors to appeal to the Supreme Court if they wanted to challenge its decision, and the rest of the matter was directed to be taken up beforethe NCLT.
Salve expressed concerns about the potential con sequences of the Delhi High Court's order, which directed the DGCA to release the aircraft to the lessors. He ar-
gued that such an order will undermine the insolvency process and result in a permanent halt to the company's operations, leading to significant joblosses. He emphasised the inter-
connectedness of the ongo ing insolvency proceedings and the proceedings before the Delhi High Court, stating that any order issued by the High Court will directly impacttheinsolvency process. Sandeep Sethi, another
senior advocate represent ing the IRP, echoed Salve's arguments and highlighted the Supreme Court's consistent stance on minimal interference in insolvency pro ceedings. The case has been adjourned until May 31, and the DGCA is expected to present its side to the court.
DEREGISTRATION
Previously, aircraft lessors had contended that the denial of deregistration by
the DGCA was illegitimate, as they had requested deregistration based on the Irrevocable De-registration and Export Request Authorisa tions (IDERA).
'The DGCA informed the court that the application by the lessors to repossess their aircraft was not officially rejected, but put on hold due to 'the ongoing moratorium.
Meanwhile, sources in the know said the DGCA is of the opinion that until the moratorium is lifted by any court, it cannot deregister an aircraft. The person said the aviation watchdog is not tak ing sides with an airline or lessor.
"We are not shutting our eyes to the matter; however, we cannot not follow the rules. As far as the Cape Town Convention is concerned, that may not be addressed."

Educational institutions or edtech platforms cannot cre ate a false sense of urgency that could accentuate anxieties among school students or parents through advertisements. Such ads also cannot project average or poor scorersasunsuccessful.
These are part of the re vised guidelines released by the Advertising Standards Council of India (ASCI) for educational institutions, pro grammes and platforms on Tuesday.
"An advertisement may not show school students compromising on sleep or meals to study as this normal-
ises unhealthy habits that are detrimental ~ to student health," itadded 'The revised guidelines also
stated that while an ad may feature students of any gender, it must not suggest that certain subjects are associated with particular genders alone.
"Advertisements must also not suggest that students with high scores are always associated with stereotypical characteristics such as wear ingthick glasses.
"This does not prevent advertisements from depicting such students so long as they do not suggest that only these students are successful," the
