Brief Profile of Shri Roopwant Singh, IAS, Managing Director, Guiarae Mineral Development Corporation Ltd. :
Shri Roopwant Singh, IAS is an officer belonging to the 2003 Batch of the Indian Administrative Service. As an IAS officer, Shri Singh has vast experience of public service, in various sectors, such as, Geology & Mining, Public Finance, General Administration, Development Administration & Regulatory Roles.
He possesses significant experience in the Geology & Mining Sector and has been responsible for several new initiatives during his long stint as Commissioner, Geology and Mining, Government of Gujarat. Under his leadership, the state revenues from mining rose from Rs. 922 Crore to Rs. 1568 Crore, in just three years. He was pivotal in establishing the new Mineral Concession Rules wherein an auction-based regime for the allotment of minor minerals was established. He was also responsible for the new regime governing the prevention of illegal mining and strengthening the vigilance aspects through various actions, including, Drone-Based Monitoring of lease areas. During his tenure a new exploration strategy to establish proven & quantifiable mineral resources was rolled out.
Prior to his appointment as MD, GMDC Ltd., Shri Singh was the Secretary (Expenditure), Finance Department, Govt. of Gujarat where he was responsible for judicious expenditure and management of state resources, by all departments of the state government. During this assignment, he dealt with issues of Public Finance, State Procurement, Budget Preparation and Resource Allocation. Earlier in his career, he served as Additional Secretary (Budget), Finance Department wherein he was responsible for the State Budget for FY 2016-17.
Shri Singh has served as the District Collector of Anmedabad, Valsad & Bharuch and has closely worked with industries and mining related issues at the field level. Among his other assignments over his 18-year career of public service, he has also worked as District Development Officer of Sabarkantha District; Managing Director, Gujarat Informatics Limited; Managing Director, iNDEXTb & Director of Prohibition & Excise. Currently, he also holds charge of Commissioner of Geology & Mining and as well as Secretary, Gujarat Electricity Regulatory Commission.
