Every year, FCI needs around ~1 trillion as working capital to meet its procurement of around 80 million tonnes of grains against a requirement of around 60 million tonnes. The surplus is carried over, adding to the overall cost.

Experts are now advocating adequately incentivising farmers to shift from growing paddy and wheat towards more lucrative crops to control the subsidy.

According to former FCI chairman Alok Sinha, stopping open-ended procurement is not feasible. But, getting farmers to move to lucrative crops through incentives could be a way forward.

Ind AS adoption may be deferred to FY24: Bankers

With more time being given for implementation of some of the key reserve requirements, sources said deadline for adoption of the Indian Accounting Standards (Ind AS) by banks may be further extended by two years — to FY24.

Banks were expected to adopt Ind AS from April 1, 2018, though on April 5, 2018, the Reserve Bank of India (RBI) deferred its implementation to FY20. Again, on March 22, 2019, it deferred the accounting standards implementation indefinitely.

"Earlier, there were talks about Ind AS adoption in FY22, but due to the pandemic there was no progress. Now, with the tenure extended in critical reserve and buffer ratios, the implementation is unlikely before FY24," said a senior executive of a private bank.

In August 2020, the RBI increased limits under Held to Maturity (HTM) instruments from 19.5 per cent to 22 per cent of net demand and time liabilities (NDTL) in respect of statutory liquidity ratio (SLR) eligible securities acquired on or after September 1, 2020. The limit was first increased till March 31, 2021, and subsequently to March 2022 (in October last year). Again, on Friday, RBI governor indicated that the dispensation of enhanced HTM limits would be restored to 19.5 per cent in a phased manner, starting June 30, 2023. "It is expected that banks will be able to plan their investments in SLR securities in an optimal manner with a clear glide path for restoration of HTM limits," said the statement on developmental and regulatory policies issued by the RBI.

Likewise, the full phase-in of capital conservation buffer (CCB) of 0.625 per cent has also been deferred to October 1, 2021 from April 1, 2021. "Considering the continuing stress on account of Covid-19, and in order to aid the recovery process, it has been decided to defer the implementation of the last tranche of the CCB," the statement said.

CCB is a buffer that is intended to ensure that banks have an additional usable capital that can be utilised in case of losses.

The transition to full CCB of 2.5 per cent was set to be completed by March 31, 2019.

However, implementation of the last tranche of 0.625 per cent CCB was first deferred in November 2018 and subsequently in September 2020. Globally, banks had a deadline of 2019 to

implement the CCB in accordance with Basel-III norms.

"Among emerging markets, India is a laggard and delayed implementation of Ind AS and CCB could result in markdown of valuations of banks when they go to the market in FY22," said a partner of one of the Big Four accounting firms.

Banks say if capital has to be set aside for 'accounting reasons', growing the balance sheet may not be possible. Hence, a deferment in Ind AS adoption is welcome. "Without knowing the full impact of Covid on our balance sheets, adoption of CCB is impossible," said the chief executive officer (CEO) of a private bank.

Finance Minister Nirmala Sitharaman said on Friday that though the Budget provides for enhanced government capital expenditure, it envisages private sector participation in a big way.

Addressing industry captains during a virtual interaction with the Confederation of Indian Industry (CII) on the Budget, she said stress has been on areas with high multipliers such as infrastructure.

This would facilitate the private sector in areas such as power, roads, ports and airports, among others. Health care and agriculture are the other priorities, she said.

Government departments, such as Railways, Posts, Airports Authority of India, major port trusts, and those that undertake commercial operations with development mandate, will not come under the ambit of the new PSU privatisation policy announced in the Union Budget 2021-22.

Public sector enterprises acting as regulatory authorities, autonomous organisations, trusts, and development financing institutions will also be out the ambit, according to the details of the policy.

The policy divides public sector enterprises into strategic and non-strategic ones. The strategic sector includes atomic energy, space and defence, transport and telecommunications, power, petroleum, coal and other minerals, and banking, insurance and financial services.

In strategic sectors, a "bare minimum" presence of the existing public sector commercial enterprises at the holding company level will be retained under government control. The remaining will be considered for pri-

vatisation, or merger or 'subsidiarisation' with

other public sector enterprises, or closure. Public sector enterprises in non-strategic sectors will be considered for privatisation wherever feasible, or else they will be considered for closure. Public sector enterprises that have been

created through the Acts of Parliament, such as Food Corporation of India, those maintaining critical data bearing national security, Security Printing and Minting Corporation of India, and not-for-profit companies created for various promotional activities will also be exceptions.

Public sector enterprises assisting farmers in getting access to seeds and other such help, those created for providing financial assistance to Scheduled Castes, Scheduled Tribes, minorities, and other backward classes will also not be part of the policy.

Bare minimum presence

The "bare minimum" presence of government-owned companies in strategic sectors will be counted at the holding company level, and not at the level of their subsidiaries and joint ventures.

সালেহা বিবি জানিয়েছেন, তার পাঁচ

ছেলে-মেয়ে। রাহুল ছিল তাঁর

মেজো ছেলে। সংসারের বড় দায়িত্ব

ছিল মেজো ছেলের ওপর।

সেজন্যই সে হায়দরাবাদে টাওয়ারে

কাজ করতে গিয়েছিল। তার

অকালমৃত্যুতে এখন পরিবারের

চরম অনটন নেমে এসেছে। এই

অবস্থায় প্রশাসনের আর্থিক

সহযোগিতার অনরোধ জানিয়েছে

মণ্ডল। ধতের বাডি আমডাঙা

এলাকায়। ধতের কাছ থেকে পুলিশ

প্রায় আট লিটার দেশি মদ বাজেয়াপ্ত

করেছে। শুক্রবার দপরে ধৃতকে

মত শ্রমিকের পরিবার।

ওই শ্রমিকের। হায়দরাবাদে মত

নিজস্ম প্ৰতিবেদন মালদা: ভিন রাজ্যে কাজ করতে গিয়ে টাওয়ার থেকে পড়ে মৃত্যু হল এক দিনমজুরের। গত ২ ফেব্রুয়ারি ঘটনাটি ঘটে হায়দরাবাদে। এরপর শুক্রবার সকালে ওই শ্রমিকের কফিনবন্দি দেহ পুরাতন মালদা থানার মঙ্গলবাড়ী গ্রাম পঞ্চায়েতের বলাতুলি গ্রামে আসে। শ্রমিকের কফিনবন্দি মৃতদেহ গ্রামের বাড়িতে পৌঁছাতেই কান্নায় ভেঙে পড়েন পরিবারের লোকেরা। গোটা গ্রাম ওই শ্রমিকের পরিবারে পাশে এসে দাঁডায়।
