नवी िदल्ली, िद. १२ (वृत्तसंस्था): केंद्रीय संरक्षण मंत्री राजनाथ सिंह यांच्या अध्यक्षतेखालील संरक्षण अधिग्रहण परिषदेने गुरुवारी तिन्ही सशस्त्र दलांसाठी विविध अधिग्रहण प्रस्तावांना मंजुरी दिली. उच्च अधिकाऱ्यांनी दिलेल्या माहितीनुसार, यामध्ये फ्रान्सकडून ११४ राफेल लढाऊ विमाने खरेदी करण्याच्या कराराचाही समावेश आहे. संरक्षण अधिग्रहण परिषदेने अमेरिकेकडून सहा पी-८आय सागरी देखरेख आणि पाणबुडीविरोधी युद्ध विमानांच्या खरेदीलाही मान्यता दिली आहे. या कराराचे सर्वात मोठे वैशिष्ट्य म्हणजे, ११४ पैकी ९६ विमानांची जोडणी
नागपूरमधील 'दस्साँ रिलायन्स एरोस्पेस लिमिटेड'च्या कारखान्यात केली जाणार आहे.
फ्रान्सचे राष्ट्राध्यक्ष इमॅन्युएल मॅक्रॉन यांच्या १७ ते १९ फेब्रुवारी दरम्यान भारत दौऱ्यावर येणार आहेत. त्यांच्या भारत दौऱ्याच्या काही दिवस आधी ही मंजुरी देण्यात आली आहे.
यापूर्वी भारतात उत्पादित होणाऱ्या विमानांमध्ये ३० टक्केस्वदेशी सामग्रीचा वापर करण्याची चर्चा झाली होती. पण अधिकाऱ्यांनी गुरुवारी सांगितले की, पुढील चर्चेत हे प्रमाण सुमारे ५० टक्क्यांपर्यंत वाढवले जाईल. शिवाय, विमानांवर भारतीय शस्त्रे आणि
प्रणाली बसवण्याचे पूर्ण अधिकार भारताला असतील. व्यावसायिक वाटाघाटी पूर्ण झाल्यानंतर आणि सुरक्षा मंत्रिमंडळ समितीने अधिग्रहणाला मान्यता दिल्यानंतर अंतिम करारावर स्वाक्षरी केली जाईल.
या करारानुसार १८ विमाने फ्रान्समधून थेट पूर्ण तयार अवस्थेत येतील, तर उर्वरित ९६ विमाने भारतात तयार केली जातील. जुन्या मिग-२१ विमानांच्या निवृत्तीमुळे भारतीय हवाई दलातील फायटर स्क्वाड्रनची संख्या ४२ च्या मंजूर क्षमतेपेक्षा १० ने कमी झाली आहे. ही तूट भरून काढण्यासाठी आणि चीन-पाकिस्तान या दोन आघाड्यांवरील आव्हानांना तोंड देण्यासाठी ही
नवीन विमाने अत्यंत महत्त्वाची ठरणार आहेत.
या करारात तंत्रज्ञान हस्तांतरण आणि स्वदेशी बनावटीच्या सुट्या भागांच्या वापरावर विशेष भर दिला आहे. राफेल विमानांचे मुख्य सांगाडे भारतात बनवण्यासाठी 'टाटा ॲडव्हान्स्ड सिस्टम्स'ने दस्साँ कंपनीसोबत करार केला आहे, तर महिंद्रा आणि डायनॅटिक टेक्नॉलॉजीज या कंपन्यांशीही चर्चा सुरू आहे. भारताने २०१६ मध्ये घेतलेल्या ३६ विमानांनंतर आता राफेल विमानांची एकूण संख्या १७६ वर पोहोचणार आहे, ज्यामुळे फ्रान्सबाहेर राफेलचा वापर करणारा भारत हा जगातील सर्वात मोठा देश ठरेल.
भारताचा फ्रान्ससोबत ३६ अब्ज डॉलर्सचा राफेल करार ९६ विमानांची नागपुरात होणार निर्मिती
संरक्षण मंत्रालयाचा आठ डॉर्नियर २२८ विमानांच्या खरेदीसाठी २,३१२ कोटी रुपयांचा करार
भारतीय संरक्षण मंत्रालयाने भारतीय तटरक्षक दलासाठी कार्यान्वयनासाठीच्या उपकरणांसह आठ डॉर्नियर २२८ विमाने खरेदी करण्याकरता हिंदुस्तान एरोनॉटिक्स लिमिटेड, परिवहन विमान विभाग, कानपूर यांच्यासोबत करारावर स्वाक्षरी केली आहे. यासाठी २,३१२ कोटी रुपये खर्च केला जाणार आहे. भारतीय बनावटीच्या अर्थात खरेदी (भारतीय) या श्रेणीअंतर्गत हा खर्च केला
जाईल. १२ फेब्रुवारी २०२६ रोजी नवी दिल्ली इथे संरक्षण सचिव राजेश कुमार सिंह यांच्या उपस्थितीत हा करार संपन्न झाला. या कार्यक्रमामुळे हिंदुस्तान एरोनॉटिक्स लिमिटेडच्या उत्पादन परिसंस्थेला बळकटी मिळेल, तसेच सूक्ष्म, लघु आणि मध्यम उद्योग आणि पूरक उद्योगांच्या विस्तृत व्यवस्थेलाही पाठबळ मिळणार आहे. यामुळे मोठ्या प्रमाणावर प्रत्यक्ष आणि अप्रत्यक्ष रोजगार निर्मिती
होण्याची अपेक्षा आहे. यासोबतच या करारामुळे देखभाल, दुरुस्ती आणि ओव्हरहॉल तसेच संबंधित उपकरणांच्या आयुष्यभराच्या तंत्रज्ञानविषयक पाठबळासंबंधीच्या शाश्वत संधीही निर्माण होऊ शकतील. या करारातून भारताची सागरी सुरक्षा व्यवस्थेला अधिक बळकटी देण्यासोबतच, आत्मनिर्भर भारत आणि मेक इन इंडियाप्रति सरकारची वचनबद्धताही पुन्हा एकदा अधोरेखित झाली आहे.
संरक्षण अधिग्रहण परिषदेने अमेरिकेकडून सहा पी-८आय सागरी देखरेख आणि पाणबुडीविरोधी युद्ध विमानांच्या खरेदीलाही मान्यता दिली आहे. नोव्हेंबर २०१९ मध्ये संरक्षण अधिग्रहण परिषदेने सहा पी-८आय विमानांच्या खरेदीला मान्यता दिली होती. त्यानंतर अमेरिकेच्या संरक्षण विभागाने एप्रिल २०२१ मध्ये अंदाजे २.४२ अब्ज डॉलर्स किमतीच्या विक्रीला मान्यता दिली. पण हा करार आतापर्यंत होऊ शकला नाही. आता विमानाच्या किमतीत लक्षणीय वाढ होण्याची अपेक्षा आहे.
अमेरिकेकडून सहा पी-८आय विमानांसाठी करारालाही मंजुरी
नवी िदल्ली, िद. १२ (वृत्तसंस्था): पंतप्रधान नरेंद्र मोदी शुक्रवारी नवी दिल्लीतील केंद्र सरकारच्या नवीन भव्य प्रशासकीय संकुलाचे म्हणजेच 'सेवा तीर्थ'चे नाव घोषित करणार असून त्याचे उद्घाटनही करणार आहेत. या संकुलात आतापर्यंत वेगवेगळ्या ठिकाणी कार्यरत असलेले पंतप्रधान कार्यालय, राष्ट्रीय सुरक्षा परिषद सचिवालय आणि मंत्रिमंडळ सचिवालय एकाच छताखाली आणले जाणार आहेत. यासोबतच कर्तव्य भवन-१ आणि २ चेही उद्घाटन सायंकाळी ६ वाजता पंतप्रधानांच्या
हस्ते पार पडणार आहे.
सेंट्रल व्हिस्टा पुनर्विकास प्रकल्पांतर्गत उभारलेल्या या नवीन इमारतींमुळे सरकारी कामात अधिक सुसूत्रता येणार आहे. गेल्या अनेक दशकांपासून महत्त्वाची मंत्रालये जुन्या आणि विखुरलेल्या इमारतींमध्ये काम करत होती, ज्यामुळे समन्वयाचा अभाव आणि देखभालीचा खर्च वाढत होता. 'कर्तव्य भवन-१ आणि २' मध्ये अर्थ, संरक्षण, आरोग्य, शिक्षण, कृषी, माहिती आणि प्रसारण यांसह अनेक प्रमुख मंत्रालयांची कार्यालये असतील. या इमारतींची रचना आधुनिक तंत्रज्ञानाने केली असून त्या '४-स्टार गृह' मानांकनानुसार पर्यावरणपूरक आहेत. यामध्ये सौर ऊर्जा,

तीर्थ' आणि 'कर्तव्य भवन'च लोका े र्पण नवी िदल्ली, िद. १२ (वृत्तसंस्था): संयुक्त राष्ट्रांच्या दहशतवादविरोधी निरीक्षण पथकाने लाल किल्ल्याजवळ झालेल्या स्फोटप्रकरणी महत्त्वपूर्ण खुलासा केला आहे. यूएनच्या अहवालानुसार, एका सदस्य राष्ट्राने दिलेल्या माहितीनुसार जैश-ए-मोहम्मद या दहशतवादी संघटनेने दिल्लीतील ऐतिहासिक लाल किल्ल्यावर झालेल्या हल्ल्याची जबाबदारी स्वीकारली आहे.
संयुक्त राष्ट्राच्या अहवालात नमूद केल्यानुसार दिल्लीतील लाल किल्ला परिसरात ९ नोव्हेंबर २०२५ रोजी झालेल्या या हल्ल्यात १५ जणांचा मृत्यू झाला होता. या घटनेशी जैश-ए-मोहम्मदचा संबंध असल्याची माहिती संबंधित सदस्य देशाने यूएनला दिली आहे. याशिवाय, संघटनेच्या बदलत्या रणनीतीबाबतही संयुक्त राष्ट्रांनी चिंता व्यक्त केली
आहे. रोजी जैश-ए-मोहम्मदचा प्रमुख मसूद अझहर याने ८ ऑक्टोबर २०२५ 'जमात-उल-मुमिनात' नावाच्या विशेष महिला शाखेच्या स्थापनेची
औपचारिक घोषणा केल्याचे अहवालात म्हटले आहे. या नव्या शाखेचा उद्देश दहशतवादी कारवायांना पाठबळ देणे हा असल्याचे स्पष्ट करण्यात आले आहे. यावरून संघटना भरती आणि सहाय्याच्या पद्धतींमध्ये बदल करत असल्याचे संकेत आहेत. संयुक्त राष्ट्रांच्या निरीक्षण पथकाने इशारा दिला आहे की, सातत्याने होत असलेल्या दहशतवादविरोधी कारवाईनंतरही जैश-ए-मोहम्मदसारख्या संघटना नव्या भरती पद्धती अवलंबून किंवा प्रतीकात्मक
व उच्च-प्रभावी हल्ल्यांच्या माध्यमातून स्वतःला जुळवून घेत आहेत.
अहवालानुसार, काही दहशतवादी संघटना कमकुवत किंवा विखुरलेल्या अवस्थेत असल्या तरी स्वतःचे पुनर्गठन करून उच्चस्तरीय लक्ष्यांवर हल्ले करण्याची त्यांची क्षमता अद्याप कायम आहे, जी प्रादेशिक आणि आंतरराष्ट्रीय सुरक्षेसाठी गंभीर धोका ठरत आहे. दरम्यान, काही देशांच्या मते जैश-ए-मोहम्मद ही संघटना अजूनही सक्रिय आणि कार्यक्षम आहे, तर इतर एका सदस्य देशाच्या मते ती निष्क्रिय झाली आहे. या परस्परविरोधी आकलनांमुळे गुप्तचर माहिती आणि प्रत्यक्ष कारवाईत तफावत दिसून येत असून, दक्षिण आशियातील आंतरराष्ट्रीय दहशतवादविरोधी प्रयत्न अधिक गुंतागुंतीचे झाले आहेत.
