కేంద్ర, రాష్ర్ట ప్రభుత్వాల విధానాల సేపథ్యంలో నేడు వ్యవసాయం కౌడిగట్టింది. పరిమితమైన పెట్టబడులు, పరపతి సౌకర్యం,యాంత్రీకరణతో ఆష్ఠకష్టాలు ఎదుర్కౌంటున్నది. చివరకు వ్యవసాయానికి ఆయువు పట్టయిన 'విత్తనం' పైతం కార్పొరేట్ల వలుకుబడి ముందు ఢీలాపడుతున్నది. కాపాడాత్సిన ప్రభుత్వాలే కంపెనీలకు సలాం చేస్తుండటంతో - రైతుల ఆశలు ఆవిరి . అవుతున్నాయి. మాతన వ్యవసాయ చట్టాలు అమలైతే విత్తన సాగు రైతుకు కష్టాలే. కార్పొరేటు కను సన్నల్లోనే విత్తనం అవుతున్నది. ఇప్పటికే ఆయా కంపెనీలతో రైతులు చేసుకున్న ఒప్పందాలు అమలు కావడం లేదు. నాసిరకం, నకిలీరకం విత్తనాలతో రైతులు కుదేలవుతున్నారు. అయినా విత్తన నష్టానికి పరిహారం మాత్రం జీరో. కేంద్ర, రాష్ట్ర ప్రభుత్వాలు మాత్రం కార్పొరేటు. కంపెనీలకు నష్టపరిహారం పేరిట వేల కోట్ల రూపాయలు ఇస్తున్నా..రైతులకు మాత్రం 'మొండిచెయి చూపిస్తున్నాయి. కొత్త వ్యవసాయ చట్టాలతో' ఈ ప్రమాదం ' మరింత పెరిగింది.
పత్తి విత్తన సాగు 50వేల ఎకరాల్లో...
రాష్ట్రంలో పత్తి విత్తన సాగు 50వేల ఎకరాల్లో 25 వేల మంది రైతులు సాగు వేస్తున్నారు. - గద్వాల, ఆలంపూర్, కోడంగల్, నారాయణపేటలో ఎక్కువగా పత్రి-విత్తనం పండిస్తున్నారు. దీని సాగు కోసం ఎకరాకు రూ 2 లక్షల పెట్టబడి. ఆవసరం అవుతున్నది. పత్తిన విత్తన రైతుపై ప్రకృతి వైపరీత్వాలు పగబడితే వారికి ఎలాంటి సాయం అందదు. అందుకు విత్తన చట్టాలు లేకపోవటం కూడా కారణం. -ఇటీవల కురిసన వర్వాలకు 60 శాతం విత్తన సాగు దెబ్బతిన్నది, విత్తన కంపెనీలుగానీ, ప్రభుత్వంగానీ ఆదుకోలేదని రైతులు ఆవేదన వెందుతున్నారు. స్కేల్ ఆఫ్ ఫైనాన్స్ విధానం ప్రకారం బ్యాంకులు రుణం కూడా ఇవ్వరు. విత్తన ఉత్పత్తిని [పొత్తసాంచే కంపెనీలు తమ ఆర్థనైజర్ల ద్వారా రైతులతో ఒప్పందాలు] వేసుకుంటారు. రైతుకు నష్టం జరిగినా నేరుగా కంపెనీతో మాట్లాడే అవకాశం. ఉండదు. కరీంనగర్, వరంగల్ జిల్లల్లో వరి విత్తనం దాదాపు 45 నుంచి 50వేల ఎకరాల్లో సాగవుతున్నది. మక్క విత్తనం రాష్ట్రంలో సాగు అవుతున్నది. కావేరి, మాజివీడు, రాశి వంటి కంపెనీలతోపాటు కార్తిల్, బేయర్, సింజెంటా,మైకో కంపెనీలు విత్తన వ్యాపారం చేస్తున్నాయి. విత్తనాలను [పాసెసింగ్ చేసి కోట్ల వ్యాపారాలు వేస్తుండగా, రైతుకు వష్టమెస్తే మాత్రమే ఆదుకునే అవకాశమే లేదు.
మం(తుల మాటకు విలువ లేదు పత్తిన రైతులు 2015–16వ సంవత్సరంలో బాగా నష్టపోయారు. కంపెనీల

కాంట్రాక్లు వ్యవ'సాయమేది'?
కొత్త వ్యవసాయ చట్టాలతో కాం[టాక్టు వ్యవసాయం అమలు కాబోతున్నది. .దీని ప్రకారం విత్తన రైతుకు ఎలాంటి గ్యారంటీ లేదు. అందులోనూ కార్పొరేటు. కంపెనీలు అడుగు పెట్టబోతున్నాయి. ఈ కంపెనీలతో సామాన్య రైతు మాట్లాడగలిగే అవకాశమే ఉండదు. తాము చెప్పినట్లు ఆలుగడ్డ పండించలేదనే నెపంతో కార్పౌరేటు కంపెనీలు ఆ రైతులపై కోటి పరిహారం కోరాయంటే పరిస్థితి ఆర్డం వేసుకోవచ్చు కాంట్రాక్లు వ్యవసాయమంటేనే రైతు పెనం మీది నుంచి పోయ్యిలో పడినట్టేనని రైతు సంఘాలు చెబుతున్నాయి.

వ్యవసాయ చట్నాలు కార్పొరేట్ల ప్రయోజనాలకు అనుకూలంగా ఉన్నాయి. -డిమాండు ఉన్న పంటల వైపే మొగ్గు చూపుతున్నాయి. దీంతో ఆహారభిద్రతకు, పర్యావరణ సమతుల్వతకు 'పెను ప్రమాదం దాపురిస్తున్నది. 'ఉదాహరణకు కీర దోసకాయకు, టమాటాకు డిమాండు ఉందమకుంటే దానినే పండించాలని కార్పొరేటు కంపెనీలు ఒప్పందం వేసుకుంటాయి. దీంతో ఆహారపంటలు, పప్పలు, ధాన్యం వంటి పంటల కౌరత ఏర్పడుతున్నది. దీనిఫలితంగా ఆహార పంటలను దిగుమతి చేసుకునే అవకాశం వస్తుంది. దీని మూలంగా ధరలు ఆకాశాన్నంటుతాయి. పేద, సామాన్య మధ్య తరగతి వర్గాలపై తీవ్ర ప్రభావం -మాపుతాయని రైతు సంఘం రాష్ట్ర కార్యదర్శి టి సాగర్ అందోళన వ్యక్తం చేశారు.
