said he has asked India's premier exploration company to find fresh oil acreages fast. "Do ityourselfthroughsomejointventure (or)through anew businessmodel.But the government cannot permit you to hold resources for an indefinite time."Thereason for this stricture

is India's rising dependence on importedoil and gas. Or,toputit another way, falling domestic production (see chart: "Crude truth"), especially from ONGC, which faces a simpleproblem. Areply in Parliamentshows ONGC's share of domestic natural gas production isless than 80 per cent, that of oil is far lower at 66.3 per cent. Analysts peg the per barrel cost at ONGCwell-head at $50, which is incredibly high by global standards, which is less than $20. It can still plod on thanks to

high global prices — ranging above $70 a barrel (Brentcrude), if not gas. In June this year, S&P Global Ratings assigned an improved earnings outlook for the next 12- 18 months for the company(BBB-/Stable) on this account.Waybefore Pradhanwadedinto the debate publicly,

2040 two years ago. It wants move up the value chain to concentrate on areas wherethe expected risk-reward payoff offers better growth opportunities, such as aromaticpetrochemicals, gas-based

power plants and, finally, into renewables. Except in the first, the company is not aleader in any of the sectors nor doesit occupy the number

At the current scale of expansion, it doesnot seem to have the ambition to be so. The ministry itself is, therefore, not sold on this strategy. The companywas born

before the high noon of oilsector nationalisation in West Asia, and became India's flag bearer for energy security. Mumbai High Field (formerlyBombay High) was its best strike in 1974. Since then, India has become the world's third-largest oil consumerand the demand-supply equation has changed.The company is caught in

a low flying orbit. As S&P notes, ONGC will maintainprudent capital investmentsover fiscal 2022, to invest in existing well and a new discoveryin Ashoknagar off the

high-risk wells. But all of India's new finds are high risk. The Indian subcontinent is notonly geologically dry for both oil and gas, it makes the littlepockets of discoveries impossibly costly, when the world is sitting on massive un-utilised reserves. ONGC's future as anexplorer is unclear if it doesnot have themoney toexplore. It is one of the reasons its share price languishes.The company has declared10 discoveries in its operating

averages in FY21. Its best recent find, the Ashoknagar well in the Bengal basin, discovered in 2018, will takeyears of investment before it reaches commercial production. Meanwhile, for each find, it has to figure out offsetting ways to reduce its carbon footprint, according to the ministry's latest guidelines, to be "completely sustainable and carbon neutral".When it comes to gas, even here,

the company, despite a promising start a few decades ago, has lost leadership. It is constrained by low administered prices and acknowledges this problem publicly.In a note to the stock exchanges, it says: "Despite uneconomical gas prices, ONGC hasbeen aggressively pursuing its deep-water projects in East Coast and a couple of shallowwater projects in WestCoast… There are certain issuesaround structure where decisive steps can be evaluated only once the industry is completely under GST regime". Though it is unlikely that theCentre will accede to Assam ChiefMinister Himanta BiswaSarma's request to consider transferring all the assets of ONGC in the Northeastern region to Oil India, the sense of loss of direction is clear. It might

be better if the company were to just import gas or even oil. Its subsidiaryONGC Videsh already has a product pipeline that is 32.34per cent of ONGC's domesticproduction in FY19. ONGC as a trading company couldrealise more value than digging up drywells.

নিয়ম মেনে রথযাত্রার দিন সোমবার যাত্রাপািায় বিভিন্ন দলের অফিস খুলেছে, পুজো হয়েছে, কোথাও

কৃঅলোকপ্রসাদ চগ্াপাধ্যায় কোথাও শিল্পীরা এসেছেন, লিলেন প্রয়োজকেরাও, কিন্তু পুর�া চিৎপুর জুড়ে বিষণ্ণতার ছোঁয়া। কারণ, অনুপস্থিত গ্রামগঞ্জের নানান ক্লাবের কর্মকর্তারা। তাঁরাই তো নায়েক, তাঁরাই রথযাত্রার দিনে চিৎপুরে এসে মনমতো যাত্রাপালার বায়না করে যান। কিন্তু কর�ানার জন্য, কর�ানার বিধিনিষেধের জন্য কোনও নায়েক আসেননি যাত্রাপািায়। স্বভাবতই কোনও বুকেং হয়নি যাত্রাদলের। তাই শিল্পীথেকে প্রযোজক, ম্যানেজার থেকে যাত্রাকর্মী, সকলেরই মনখারাপ এই অনিশ্চিত পরিস্থিতিতে। যদিও সবাই আ্া করছেন, পুজোর আগে পরিস্থিতি অনেক্াই স্বাভাবিক হবে। তাহলেই শুরু হবে ষষ্ঠী থেকে জষ্ঠির যাত্রাপর্। যাত্রাপালার শুভসূচনা হয় দুর্গাপুজোর ষষ্ঠীতে, তারপর সিজন চলে জৈষ্ঠ মাস পর্যন্ত। র্য �তবছর এই যাত্রাপর্ অনেক্াই ভাঙাচোরা চিল কর�ানার জন্যই। এ বছর হয়তো পুজোর আগে র্ামবে কর�ানা–সন্ত্রাস, এই আ্া নিয়েই রথযাত্রার দিনে দলের অফিসে এসেছেন অনেক শিল্পী, কলাকুশলী।

এখনও ট্রেন বন্ধ, বাস চলাচলও পুর�াদমে চালু হয়নি। তাহলে নায়েকরা আসেবেন কীভাবে? প্রশ্ন তুললেন সমীর সেন, কনক ভট্টাচার্য, র�ৌতম নন্দীর মতো বিশিষ্ট যাত্রা প্রযোজকেরা।

অন্যদিকে, কর�ানার সন্ত্রাস কবে কমবে, সেটা তো পুর�াপুরি অনিশ্চিত। তাই যাত্রাদলের অফিসে ফোন করে খোঁজ নিলেও

নায়েকরা বায়না করতে রাজি নন। কারণ, কোন মাস পর্যন্ত কর্য র�ানার আগ্রাসন চলবে, কবে থেকে যাত্রা করার অনুমতি পাওয়া যাবে, সেটাই তো অনিশ্চিত। তাই নায়েকরা েুকিঁ নিতে চাইছেন না। এ্াই তো স্বাভাবিক, একমত প্রযোজকেরা।

কর�ানার জন্য বিধিনিষেধ চালু রাখাকে পূর্ণ সমর্থন করছেন অনল চক্রবর্তী, কাকলি চৌধুরি, রুমা দা্গুপ্তর মতো নামজাদা যাত্রাশিল্পীরা। তাঁদের বক্তব্য, আগে তো মানুষের প্রাণ, তারপর সব কিছু।

সমস্ত্া বুলেও তাঁদের মনখারাপ যাচ্ছে না। কারণ, �তবছর থেকে পুর�াপুরি অনিশ্চয়তার মধ্যে রয়েছে যাত্রাপািা। যাত্রাশিল্পের সঙ্গে যুক্ত দু–আিাই লাখ মানুষের জীবিকাও তো অনিশ্চিত হয়ে পড়েছে।

যদিও �ত বছরও রাজ্য সরকারের উদ্যোগে এবং সহায়তায় 'পািায় পািায় যাত্রা'কর্মসূচিতে চিৎপুরের দলগুলি অভিনয় করেছে, কর�ানাবিধি মেনে দর্শকও এসেছেন। কিন্তু পরিস্থিতি স্বাভাবিক না হলে রাজ্যের সব ক'্া জেলায় িলিয়ে র্াকা কয়েক হাজার ক্লাব তো যাত্রাদল বায়না করার েুকিঁ নিতে পারছে না।

অন্যদিকে, এবার রথযাত্রার দিনে কোনও যাত্রাদলের বিজ্ঞাপন বের হয়নি খবরের কাগজে। এদিন বিজ্ঞাপন দেখেই যাঁরা রাজ্যের যাত্রামোদী মানুষেরা মনে মনে ঠিক করেন, কোন পালা দেখবেন, কীভাবে এবং কোথায় দেখবেন।

এ বছর প্রযোজকদের সং�ঠন পশ্চিমবঙ্গ যাত্রা সম্মেলন সিদ্ধান্ত নিয়েছিল রথের দিন কোনও বিজ্ঞাপন প্রকা্ করা হবে না। এর জন্যে প্রযোজকদের অতিরিক্ত্াকা খরচ হবে, যা কর�ানা পরিস্থিতিতে না হওয়াই ভাল, এ্াই লিল যাত্রা সম্মেলনের যুক্তি। তাই রথের দিনে কোনও যাত্রার বিজ্ঞাপন প্রকাশিত হয়নি। তবে, এই সিদ্ধান্তে কিছু প্রযোজক খুশি নন। তাঁরা মনে করেন, রথযাত্রার দিনে যাত্রার বিজ্ঞাপন প্রকা্ হওয়া্া বহুকালের রীতি। এ্া র্াকা উচিত। বিষয়টি নিয়ে প্রযোজকেরা আবার আলোচনায় বসবেন বলে জানা গেছে। কোনও কোনও প্রযোজক জানালেন, উল্টোরথের দিন যাতে কাগজে সব দলেরই বিজ্ঞাপন প্রকাশিত হয়, তার জন্যে আলোচনার মাধ্যমে তাঁরা এক্া সিদ্ধান্তে আসতে চান। তবে রথযাত্রার আগের দিন প্রযোজক র�ৌতম নন্দী তাঁর

আইনের িাত্রীর ছবি সোশ্যাল মিডিয়ায় দিয়ে হেনস্থার চেষ্টা। সম্প্রতি রিজেন্ট পার্কর্ানায় জননক জয়িতা সরকার নামে আইনের এক িাত্রী লিখিত অভিযোগে এমন কর্াই জানিয়েছেন। তাঁর বক্তব্য, এই মুহূর্তেতিনি এবং তাঁর কয়েকজন বন্ধু অনলাইনে ক্লাস করছেন। তার েলে তাঁদের দীর্ঘ সময় কম্পিউ্ার বা ল্যাপটপের সামনে বসে র্াকতে হচ্ছে। এরই োঁকে দুষ্কৃতীরা ছবির স্ক্রিন্্ নিয়ে বিভিন্ন আপত্তিকর সাইটে আপলোড করে দিচ্ছে। এর েলে তাঁদের সামাজিক সম্মানহানি হচ্ছে। পা্াপাশি তাঁরা আতঙ্কিত, এরকম পরিস্থিতি চলতে র্াকলে তাঁরা কীভাবে অনলাইনে পিাশোনা করবেন। কিছুদিন আগেই অভিযোগকারিণী জানতে পারেন, তাঁর ছবি বিভিন্ন আপত্তিকর সাইটে পাওয়া গেছে। এ িািাও আরও কিছু বন্ধুবান্ধবও এই নোংরামির শিকার। তাঁরা চাইছেন, পুলি্ দ্রুত অপরাধীদের ্াস্তি দিক।

৩. ই মেল ঠিকানা নথিভুক্তি/পঞ্জীকরম পদ্ধতি:

যদি আপনাদের ই মেল আইডি কোম্পানি/ডিপোজিটরি–র কাছে নথিভুক্ত র্াকে তাহলে এজিএম বিজ্ঞপ্তি এবং আর্থিক বর্ষ ২০২০–২১ সময়ের বার্ষিক প্রতিবেদন এবং ই–ভোটিং–এর জন্য লগ ইন বিশদ আপনাদের নথিভুক্ত ই মেল ঠিকানায় প্রেরণ করা হবে। যদি আপনারা ই মেল আই ডি বা ব্যাঙ্ক বিবরণী কোম্পানি/ডিপোজিটরির কাছে নথিভুক্ত না করে র্াকেন তাহলে নিম্নবর্ণিত পদ্ধতি অনুসরণ করে ই মেল আই ডি নথিভুক্ত করাবেন। এর েলে আপনারা আর্থিক বর্ষ ২০২০–২১ সময়ের বার্ষিক প্রতিবেদন এবং ই ভোটিং–এর জন্য লগ ইন বিশদ গ্রহে করবেন।

৪. ই–ভোটিং মারফত ভোটদান পদ্ধতি:

এ জি এম নোটিসে উল্লেখিত কার্যক্রমে সদস্যগণ/(রিমোট ই–ভোটিং) ব্যবস্থায় ই–ভোট দেওয়ার সুযোগ পাবেন যা দেবে ন্যাশনাল সিকিউরিটিজ ডিপোজিটরি লিমিটেড (এন এস ডি এল)। সভায় ই–ভোট দিতে পারবেন যারা রিমোট ই–ভোট দেননি। এ জি এম পূর্বরিমোট ই–ভোটিং/এজিএমে ই–ভোটিং প্রক্রিয়া বিজ্ঞপ্তিতে বলা হবে। কোম্পানির ওয়েবসাইটেও তা মিলবে।

বিজ্ঞপ্তি প্রদান করা হচ্ছে যে, ্া্া মেটালিক্স লিমিটেডের (দ্য 'কোম্পানি') সদস্যগণের ৩১তম বার্ষিক সাধারণ সভা ('এজিএম' বা 'সভা') সোমবার ০২ আ�স্ট ৩.০০্ায় (ভারতীে সমে) ভিডিও কনোরেন্স (ভিসি)/অন্য অডিও ভিসুয়াল মাধ্যমে (ওএভিএম) কেবলমাত্র অনুষ্ঠিত হবে এজিএম বিজ্ঞপ্তিতে বিবকৃত বিষয়সমূহ আলোচনার জন্য। কর্পোরেট বিষয়ক মন্ত্রকের ৮ এপ্রিল ২০২০, ১৩ এপ্রিল ২০২০, ৫ মে ২০২০ এবং ১৩ জানুয়ারি ২০২১ জারীককৃত সার্কুলার (একত্রে 'এমসিএ সার্কুলারস') এবং সিকিউরিটিজ অ্যান্ড এক্সচেঞ্জ বোর্ড অে ইন্ডিয়া (সেবি) সার্কুলার তারিখ ১২ মে ২০২০ এবং ১৫ জানুয়ারি ২০২১ ('সেবি সার্কুলারস') অনুযায়ী কোম্পানি ৩১তম এজিএম বিজ্ঞপ্তি এবং ৪র্থ একত্রিত রিপোর্ট এবং আর্থিক বর্ষ ২০২০–২১ সময়ের বার্ষিক অ্যাকাউন্ট (দ্য ইন্টিগ্রেটেড রিপোর্ট) প্রেরণ করেছে রবিবার ১১ জুলাই ২০২১ বৈদ্যুতিন মাধ্যমে সে সকল সদস্যগণকে যঁাদের ই–মেল ঠিকানা কোম্পানি/রেজিস্ট্রার অ্যান্ড শেয়ার ট্রান্সোর এজেন্ট (আরটিএ), আর অ্যান্ড ডি ইনফোটেক প্রাঃ লিাঃ/ডিপোজিটরিজ–এর কাছে নথিভুক্ত হয়েছে।

এজিএম বিজ্ঞপ্তি–সহ কোম্পানির ইন্টিগ্রেটেড রিপোর্টকোম্পানির ওয়েবসাই্ www.tatametaliks.com–এ পাওয়া যাবে এবং স্টক এক্সচেঞ্জসমূহের ওয়েবসাই্ যর্া বিএসই লিমিটেড ('বিএসই') এবং ন্যাশনাল স্টক এক্সচেঞ্জ অে ইন্ডিয়া লিমিটেড ('এনএসই') www. bseindia.com এবং www.nseindia.com–এ প্রযোজ্য বিভাগে পাওয়া যাবে। এজিএম বিজ্ঞপ্তি ন্যাশনাল সিকিউরিটিজ ডিপোজিটরিজ লিমিটেড (এনএসডিএল)–এর ওয়েবসাই্ www.evoting.nsdl.com–এও পাওয়া যাবে। রিমোট ই–ভোটিং:

রুল ২০, সিকিউরিটিজ অ্যান্ড এক্সচেঞ্জ বোর্ড অে ইন্ডিয়া (লিস্টিং অবলিগেশনস অ্যান্ড ডিসক্লোজার রিকোয়্যারমেন্টস) রেগুলেশনস ২০১৫ এবং দি ইনস্টিটিউ্ অে কোম্পানি সেক্রেটারিজ অে ইন্ডিয়া দ্বারা জারীককৃত দ্য সেক্রেটারিয়াল স্ট্যান্ডার্ড অন জেনারেল মিটিংস (এসএস–২) যা সময়ে সময়ে পরিমার্জিত অনুযায়ী কোম্পানি তার সদস্যগণকে রিমোট ই–ভোটিং সুবিধা এজিএম সময়ে/পূর্বে প্রদান করেছে। এজিএম–এ বিষয়বস্তু আলোচনার জন্য; এই কারণে বৈদ্যুতিন মাধ্যমে ভোট প্রদানের জন্য কোম্পানি এনএসডিএল–কে নিয়োগ করেছে। এজিএম আহ্বায়ক বিজ্ঞপ্তিতে রিমোট ই–ভোটিং সংক্রান্ত নির্দেশাবলি প্রদান করা হয়েছে। সদস্যগণকে নিম্নে বিবকৃত বিষয়সমূহের ওপর খেয়াল রাখতে অনুর�াধ জানানো হচ্ছে:

ক) রিমোট ই–ভোটিং সুবিধা এই সময়ে পাওয়া যাবে:

তদ্পরবর্তী সময়ে রিমোট ই–ভোটিং মডিউল এনএসডিএল–এর তরফে নিষ্ক্রিয় করে দেওয়া হবে এবং ওই তারিখ ও সময়ের পরে সদস্যগণ বৈদ্যুতিন মাধ্যমে ভোট প্রদান করতে পারবেন না।

খ) সদস্যগণের কোম্পানির পেড–আপ ইকুইটি শেয়ার অনুপাতে সদস্যগণের ভোটাধিকার হিসেব করা হবে মঙ্গলবার। ২৭ জু লাই ২০২১ (নির্ণায়ক তারিখ) তারিখের ভিত্তিতে। এজিএম–এ ভিসি/ওএভিএম পদ্ধতিতে সদস্যগণ বৈদ্যুতিন মাধ্যমে ভোট প্রদান করতে পারবেন এবং এজিএম–এ অংশগ্রহেকারী সদস্যগণ যঁারা পূর্বেরিজোলিউ্ন(সমূহ)–এর ওপর রিমোট ই–ভোটিং মাধ্যমে ভোট প্রদান করেননি তঁারা চেয়ারম্যানের ঘোষোক্রমে তঁাদের ওই সকল রিজোলিউ্ন(সমূহ)–এর ওপর ভোটাধিকার প্রয়োগ করতে পারবেন। যে সকল সদস্য এজিএম–পূর্ব সময়ে রিমোট ই–ভোটিং মাধ্যমে ভোট প্রদান করেছেন তঁারা ভিসি/ওএভিএম মাধ্যমে উপস্থিত র্াকতে পারবেন কিন্তু তঁারা পুনরায় ভোট প্রদান করতে পারবেন না। এজিএম–এর দিনে সভা সমাপ্তির ১৫ মিনিট পরে রিমোট ই–ভোটিং মডিউল এনএসডিএল–এর তরফে নিষ্ক্রিয় করে দেওয়া হবে।

�) কোনও শেয়ারহোল্ডার( �ে) যদি বাস্তবিক আকারে শেয়ার ধরে ধাকেন বা ব্যক্তি নন এরূপ শেয়ারহোল্ডারগণ কোম্পানির শেয়ার ধরেছেন এবং বিজ্ঞপ্তি প্রেরণের পরে কোম্পানির সদস্যপদ গ্রহে করেছেন এবং মঙ্গলবার ২৭ জুলাই ২০২১ তারিখে অর্থাৎ নির্ণায়ক তারিখে শেয়ার ধরে রেখেছেন তঁারা evoting@nsdl.co.in–এ অনুর�াধক্রমে ইউজার আইডি ও পাসওয়ার্ডপেতে পারেন। যদি কোনও ব্যক্তি রিমোট ই–ভোটিং–এর জন্য এনএসডিএল–এ নথিভুক্ত র্াকেন তাহলে তঁারা ভোট প্রদানের জন্য তঁাদের বিদ্যমান ইউজার আইডি এবং পাসওয়ার্ড ব্যবহার করতে পারবেন।

ঘ) যদি কোনও ব্যক্তি বিজ্ঞপ্তি প্রেরণের পরে এবং নির্ণায়ক তারিখে শেয়ার ডিম্যাট আকারে ধরে র্াকেন সেক্ষেত্রে 'ই–ভোটিং'–এর জন্য লগ ইন পদ্ধতি এবং ব্যক্তি�ত শেয়ারহোল্ডারগণ ডিম্যাট আকারে শেয়ার ধরে রাখা বিভাগে উল্লিখিত পদ্ধতি অনুসরণ করবেন; ওই বিষয় বিজ্ঞপ্তিতে প্রদান করা হয়েছে।

ঙ) নির্ণায়ক তারিখে কোনও ব্যক্তি শেয়ার ধরে না রাখলে তিনি বিজ্ঞপ্তিকে তথ্যের জন্য গ্রহে করবেন। যে সকল সদস্যের নাম নির্ণায়ক তারিখে সদস্যগণের খাতায় বা ডিপোজিটরি দ্বারা পরিচালিত লাভজনক সদস্য হিসেবে রয়েছে কেবলমাত্র তঁারা এজিএম–পূর্ব সময়ে ও এজিএম চলাকালীন রিমোট ই–ভোটিং সুবিধা গ্রহে করতে পারবেন।

কেটে (টিডিএস) নিম্নোক্তভাবে প্রদান করা হবে শুক্রবার ০৬ আ�স্ট ২০২১ থেকে:
