The Russian region of Belgorod turns to local energy supply with biogas

EnviTec Biogas signs a cooperation agreement for constructing biogas plants in Russia

Lohne, 07 November 2012 -EnviTec Biogas AG continues to expand its foreign business. Currently, EnviTec's order book has registered a total of 57% orders from abroad – and the tendency is on the rise. 'In addition to Great Britain, France and the Czech Republic, other markets with interesting prospects include above all the USA and Russia', says Roel Slotman, Chief Commercial Officer of the biogas plant manufacturer from Lower Saxony.

In Russia, EnviTec is working in collaboration with LLC AltEnergo, a strong local project developer, on the conception of pilot projects, and that too with highly promising prospects: this Russian energy service provider wants to construct approximately 100 to 150 biogas plants having a capacity of 250 MW el mainly in the rural regions around Belgorod and Central Russia. A further partner was gained in Razvitie Corporation JSC, which was founded by the regional government of Belgorod in 2011 with the aim to create a positive investment climate in the region. The pro-government organisation assisted in all the preparatory measures with respect to the trilateral agreement.

'Thanks to the recently concluded agreement between Razvitie Corporation JSC, LLC AltEnergo und EnviTec Biogas AG, on the occasion of which even the governor of the region – Yevgeny Savchenko – was present, EnviTec Biogas is now entering the Russian market for the first time', reports Hendrik van der Tol, CEO of EnviTec Biogas Central Europe. A total of three biogas plants, which shall be commissioned at different locations with agricultural operations, are currently being planned. With a plant output of 2.4 MW el each, the market leader, together with the local stakeholders is planning to invest in tens of millions in the joint Russian-German cooperation project in the Belgorod region.

Belgorod is located in southwest Russia near the Ukraine border and is considered to be a highly developed industrial and agricultural region. The livestock farming industry based there produces about 22% of the total quantity of meat required in the Russian Federation. A multitude of farms generate a total of 15 million tonnes of biological waste annually, mostly consisting of slurry, grain, sunflowers and sugar beets. 'Belgorod thus offers optimum conditions for setting standards as a pilot region for renewable energies in Russia', continues van der Tol.

Only 4.5% of the energy required in the region is actually generated here – a fact that has driven the local government to act: a law for the obligatory use of biological waste is currently in preparation. In addition to having a secure transmission network and a local electricity provider which will buy the green energy produced in future, Belgorod is the only region in Russia that boasts of a fixed FiT (feed-in tariff) per kilowatt-hour. 'The exact rate of the FiT is currently being calculated for the three pilot projects. These positive framework conditions offer EnviTec Biogas good entry opportunities in a high-potential market which in the next few years will increasingly use the combination of local energy generation and use of locally accumulating regional and industrial waste products.'
