ANNOUNCEMENT

Appointment of an additional executive director and an additional independent non-executive director has been delayed. It is expected that such directors will be appointed on or before 2nd December 2002.

Reference is made to the announcement of the Company dated 3rd October 2002 (the “Announcement”). Capitalized terms used herein shall have the same meanings as defined in the Announcement.

It was originally scheduled that an additional executive director and an additional independent nonexecutive director (the “Additional Directors”) be appointed to the Board on or before 2nd November 2002. As the Company needs more time to select the suitable persons to fill in for such posts, the appointment of Additional Directors has to be delayed. The Board expects that the Additional Directors will be appointed on or before 2nd December 2002. It is believed that the management of the Company will not be affected in the meantime. There will be no change in the management except the appointment of additional directors.
