Attached is an English translation of the summary of the letter dated August 23, 2011 filed by the Company with the Bolsa de Comercio de Buenos Aires and the Comisión Nacional de Valores .

By letter dated August 23, 2011, the Company reported that its Board of Directors has approved on August 19, 2011, the issue of the Fourth Series Class VIII Notes, under its U$S 150.000.000 Global Note Program. The Global Note Program was authorized by the Comision Nacional de Valores by Resolution Nº15,972 dated September 4, 2008 and Resolution Nº16,519 dated February 17, 2011.
