ASX - MARKET ANNOUNCEMENT: 25 FEBRUARY 2004

ECSI LIMITED AND CHINESE PARTNER JETON, TO TEAM WITH MOTOROLA CHINA AND CHENGDU CITY GOVERNMENT.

ECSI Limited is pleased to announce that ECSI/Jeton has accepted an offer by the Chengdu City Government to enter into a partnership for the establishment of the new Chengdu City Emergency System.

Motorola China has been assigned the sub-contractor to ECSI/Jeton for the implementation of the complete emergency system project.

This arrangement with Motorola offers ECSI/Jeton enormous benefits in managing its resources cost effectively says Graeme Green, CEO of ECSI.

There is obviously a strong commitment from Motorola China to successfully complete this installation and gain the opportunity to participate with ECSI/Jeton in replicating the NAR system and City Emergency System in the 200 other cities targeted throughout China.

The company has been operating in the Chinese security market for over four years through its ongoing partnership with Jeton. The partnership has developed a state of the art security technology system: NAR (National Alarm Response) system that is fully operational in Chengdu and is earmarked for roll out in 200 major cities across China.

An extensive design and modification program of the existing ECSI/Jeton NAR system enables all the city's services to be directed through the central control monitoring and response system. Included are services such as ambulance, fire, electricity, gas and water.

The group believes this will be a world first in automating a city's complete emergency functionality. Motorola China's proven expertise in large infrastructure projects will be invaluable in achieving a timely cutover.

ECSI/Jeton currently derive ongoing revenues from the provision of alarm monitoring, video surveillance and access control. It interfaces directly with the police for command, control and effective response. (Similar to the Australian 000 network).

Mr Green, with over 15 years of experience in China, believes the additional ongoing revenue entitlement generated for ECSI/Jeton from the Chengdu City Emergency system will exceed that from the current NAR system monitoring business.
