ASX - MARKET ANNOUNCEMENT: 8 MARCH 2004

ECSI LIMITED AND JETON TARGET TWELVE (12) THOUSAND COMMERCIAL CLIENTS IN CHENGDU, BEIJING AND OTHER CITIES AS NARS ROLL OUT EXTENDS.

ECSI Limited is pleased to provide further information on the rollout of the National Alarm Response System ("NARS") including its extension in providing a complete city automated emergency response system (CCES) with the central city of Chengdu with selected partner Motorola China (as announced to the ASX on 25.02.04).

Chinese joint venture partner Jeton and ECSI will be installing the CCES in Chengdu in early 2005. The CCE system is an extension of the NARS infrastructure and automates emergency response requirements for city services such as fire, gas, electricity and water for existing client. As a result of the upgrade Jeton plans to extend it's marketing to target all commercial and private clients who utilise primary utilities such as fire, gas, electricity and water, Jeton has advised ECSI that it estimates that the addition of CCES will result in the connection of the equivalent of around 6 thousand new clients over the next 12 to 18 months. It is anticipated that significant economies of scale will also result from increases in emergency callouts being serviced by existing Jeton staff.

There are over 3,400 clients currently on line in Chengdu. The average annual revenues from each client is approximately A\$1,100.00 and under the terms of its joint venture and supply agreement with partner Jeton, ECSI receives up to 25% of net profits.

In February, ECSI announced that plans are well advanced to launch the NARS in Beiling. Beiling has approximately 2.5 times the population base of Chengdu and a considerably larger commercial base. Jeton has indicated to ECSI that as part of its current marketing initiative approximately 12 thousand new commercial, government and banking sector clients are targeted to come on-line in Beijing and Chengdu over the next twelve months.

Jeton has also confirmed that the current licenses with 8 other major cities are active and they will progressively install the NARS and begin marketing to clients during 2004/2005.

Mr Greme Green, CEO of ECSI says: "It is envisaged that the introduction of the CCES and the planned further roll out of the NARS will generate sionificant additional revenues for the company under its net profit sharing agreement with Jeton into 2004/2005."
