APPOINTMENT OF AUTHORISED REPRESENTATIVE

The board of directors of Shenyang Public Utility Holdings Company Limited (the “ Company ”) announces that Mr. Zhang Jing Ming, the chairman and executive director of the Company has been appointed as the authorised representative of the Company for the purpose of Rule 3.05 of the Rules Governing the Listing of Securities on The Stock Exchange of Hong Kong Limited with effect from 3 March 2016 to replace Mr. Ma Zhong Hong, the former chairman, executive director of the Company.
