The following announcement is released by CITIC Envirotech Ltd. (a subsidiary of CITIC Limited) to Singapore Exchange Limited on 31 October 2017:-

CITIC Envirotech Secured a RMB 4.6 Billion project in Lanzhou City, Gansu Province, China

As at the date of this announcement, the executive directors of CITIC Limited are Mr Chang Zhenming (Chairman), Mr Wang Jiong, Ms Li Qingping and Mr Pu Jian; the non-executive directors of CITIC Limited are Mr Liu Yeqiao, Mr Song Kangle, Ms Yan Shuqin, Mr Liu Zhuyu, Mr Liu Zhongyuan and Mr Yang Xiaoping; and the independent non-executive directors of CITIC Limited are Mr Francis Siu Wai Keung, Dr Xu Jinwu, Mr Anthony Francis Neoh, Ms Lee Boo Jin, Mr Noriharu Fujita and Mr Paul Chow Man Yiu.

CITIC Envirotech Secured a RMB 4.6 Billion project in Lanzhou City, Gansu Province, China


The Board of Directors of CITIC Envirotech Ltd (“CEL”, “Group” or “Company”) is pleased to announce that the Group was awarded its largest project to-date in Lanzhou City, the capital of Gansu Province. The RMB 4.6 billion consists of a PublicPrivate-Partnership (“PPP”) project for wastewater treatment and an Engineering Procurement and Construction (“EPC”) project for land remediation.

The wastewater treatment project involves the investment, upgrading and expansion of an existing conventional 200,000 m[3] /day municipal wastewater treatment plant (“WWTP”) into a 400,000 m3/day underground WWTP using CEL’s proprietary Membrane Bioreactor (“MBR”) technology. The project will enable the WWTP to comply with Grade 1A discharge standard and to free up about 120,000 m[2 ] of valuable land. The treated water from the MBR plant will be discharged into an upstream tributary of Yellow River, bringing it a step forward in the environmental initiative by the Chinese government to improve the water quality of the famous river. The treated water will also be used to water plants and to replenish artificial wetlands during dry seasons, providing an alternative water source for the water scarce Lanzhou City. In addition, CEL will provide ancillary services to construct wastewater treatment facilities and piping network in thirteen townships within Lanzhou City.

The land remediation project involves the provision of land clean-up services as well as the planning, designing and implementation of an ecological environmental system for about 124,000 m[2 ] of land located in Anning District of Lanzhou City. The land which stretches about 6 km along the north bank of Yellow River, will be developed into a vibrant commercial and residential waterfront by China Vanke Co., Ltd, a wellknown real-estate development company in China, with many ecological design features.

Commenting on the Lanzhou project, Mr. Hao Weibao, President and Vice Chairman of CITIC Environment Investment Group Co., LTD, Executive Chairman of CEL, said, “The Lanzhou project is CEL’s new milestone on the Silk Road Economy Belt. It echoes China’s One Belt One Road Initiative and also shows CEL’s determination to contribute to the ‘ecological civilization’ in China.”

Dr Lin Yucheng, Group CEO and Executive Director of CEL said, “We are seeing the trend for more big scale PPP projects in China to package various environmental aspects such as wastewater treatment and recycling, river restoration, land

remediation and waste management into a single project to deliver a holistic solution. In addition to our membrane technology for water treatment, CEL is also expanding its technology footprint into waste management, river restoration and ecological remediation to tap on the huge business potential in this area”.

The above project will commence immediately and is expected to be completed within 2 years. The project is expected to contribute positively to the Company’s revenue.

The capital injection of the above project is from internal resources and bank financing.

The above project has no material effect on the net tangible assets per share or earnings per share of the Company for the financial year ending 31 December 2017.

None of the directors or controlling shareholders of the Company has an interest, direct or indirect in the above investment.
